Title
TASER TIME! Kawasaki Ninja rider flees Arkansas State Police, falls and rides the lightning #pursuit
Description
Trooper's Report:
On 08/10/2026, at approximately 10:04 PM, I was in the area of South Greenwood Avenue near South O Street. I observed a
red Kawasaki sport motorcycle bearing Arkansas license plate 085DG traveling in front of me. The driver was later identified as
Thomas Mowrer.
The motorcycle continued westbound on South O Street, approaching South 23rd Street. It then continued southbound onto
South 23rd Street. I followed behind the motorcycle and observed it gaining speed. My front radar indicated a speed of 35 miles
per hour in a posted 30-mile-per-hour zone. The motorcycle continued to accelerate, and I had to increase my speed to
approximately 55 miles per hour to catch up to it.
After the motorcycle passed South R Street, I activated my emergency lights and siren and advised Troop H Communications
that I was conducting a traffic stop. The motorcycle continued to accelerate without stopping and began to flee. I then initiated a
pursuit.
The motorcycle continued fleeing southbound on South 23rd Street before turning onto Boston Street. Speeds reached
approximately 80 miles per hour. The motorcycle continued to operate recklessly through the residential area, where there was
little to no traffic present.
The motorcycle then ran a stop sign at South Atlanta Street and traveled westbound off-road toward Jenny Lind Road. I
continued the pursuit onto Jenny Lind Road, where the motorcycle continued fleeing behind the business of T.D. Jennings
D.D.S. Family Dentistry, located at 2910 Jenny Lind Road, toward Boston Street. The motorcycle then continued westbound
onto Boston Street. Before reaching South 14th Street, the motorcycle traveled northbound off-road, where Mr. Mowrer became
stuck in a brush of briars.
Mr. Mowrer fell from the motorcycle and attempted to flee on foot. I pursued him on foot and gave him verbal commands to
stop; however, he refused to comply and continued running. Mr. Mowrer then fell to the ground and attempted to stand back up
and continue fleeing.
I was approximately four to five feet away from Mr. Mowrer and successfully deployed my Conducted Electrical Weapon (CEW)
. Both probes struck the front of Mr. Mowrer’s body. After additional verbal commands were given, Mr. Mowrer moved onto his
stomach, at which time I was able to place him into custody without further incident.
The motorcycle’s information was also checked through Troop H Communications. It was confirmed that the Arkansas
registration tags were expired and that there was no insurance on file for the vehicle.
Fort Smith EMS was requested to respond and evaluate Mr. Mowrer’s condition and the areas where the CEW probes had
struck him. Mr. Mowrer was transported by EMS to Baptist Health-Fort Smith for further evaluation.
After being medically cleared by Baptist Health-Fort Smith, Mr. Mowrer was transported to the Sebastian County Adult
Detention Center for booking.
Photographs were taken of the motorcycle and Mr. Mowrer’s injuries.
The CEW cartridge was collected and placed into evidence.
