Females w/ felony robbery warrants flee from Arkansas State Police #pursuit #chase #pit
Description
Video and report trimmed due to length: Report: On September 1, 2025, at approximately 8:37 P.M., I was patrolling southbound on Towson Avenue when I observed a white Dodge Journey displaying a fictitious Arkansas license plate, AR: 681YUL. I initiated MY emergency lights to conduct a traffic stop as the vehicle turned into the Economy Suites parking lot near South U Street. The vehicle proceeded through the front lot, appearing to head toward the rear, before redirecting toward another entrance near South W Street. As another vehicle was traveling down the street, the Journey came to a stop momentarily, then suddenly fled across Towson Avenue onto South Y Street. Once we reached a safe area beyond the railroad tracks, I attempted a Tactical Vehicle Intervention (TVI). The driver attempted to brake-check me during the maneuver, but I was already committed and successfully completed the TVI, causing the vehicle to spin. We ran northbound through the alley, eventually stopping behind a business near the location where the TVI occurred. I could hear the suspects stop and attempt to conceal themselves in the bushes. I located the white female with blonde hair and gave verbal commands for her to step out and lie on her stomach. She refused to comply. While staying alert for the second suspect to ensure my safety, I physically took control of her arm and forced her to the ground to initiate handcuffing. When I requested Officer Espinoza to place the second suspect in handcuffs, she suddenly collapsed to the ground and became unresponsive. I attempted to communicate with her, but she did not respond. I immediately requested EMS and she was placed in handcuffs. Officer Espinoza, who advised that the unresponsive suspect had something in her mouth that she appeared to swallow. Officer Espinoza administered 4 mg of Narcan nasal spray. Fire and EMS personnel arrived shortly thereafter. EMS personnel reported that when a bright light was shined into the unresponsive female's eyes, her pupils responded, and she closed her eyes. They noted that such a response is inconsistent with an opioid overdose. I began an initial search of the surrounding area and the suspect vehicle, as a container of marijuana had fallen from the Dodge Journey when the suspects fled on foot. Inside the purse the first suspect was carrying, I found a small ice cream container that contained a white plastic bag with a pill wrapped inside. Also in the purse were IDs identifying the driver as Kaydee Inthavongsa and the passenger as Destiny Inthavongsa. Both individuals were confirmed to have suspended driver's licenses and active warrants out of Texas for robbery with full extradition. Once at the hospital, Kaydee was informed that Destiny had been taken to jail, she declined further treatment and requested to leave. She signed discharge paperwork indicating she was leaving against medical advice and was then transported to the Sebastian County Detention Center without incident. Kaydee Inthavongsa Charges: POSSESS CONTROLLED SUBSTANCE SCHED VI POSSESS DRUG PARAPHERNALIA POSSESSION OF A CONTROLLED SUBSTANCE SCHEDULE IV FLEEING - FELONY FLEEING - ON FOOT NO INSURANCE RECKLESS DRIVING FICTITIOUS TAGS DRIVING ON SUSPENDED LICENSE NO SEATBELT Destiny Inthavongsa Charges: POSSESS CONTROLLED SUBSTANCE SCHED VI POSSESSION OF A CONTROLLED SUBSTANCE SCHEDULE IV POSSESS DRUG PARAPHERNALIA FLEEING - ON FOOT TAMPERING W/ EVIDENCE NO SEATBELT Both subjects were also held on several warrants.
