UPSIDE DOWN! Suspect flees Arkansas State Police in Mercury Grand Marquis #pursuit #chase #crash
Description
Report: (edited due to length)
On Tuesday, April 28, 2026, Trooper A. Colvin was patrolling the area of Highway 29 near the Shell Gas station. While patrolling, I
observed a tan Mercury Grand Marquis traveling North on Highway 29 then turn into a gas station parking lot. I ran the vehicle’s
license plate (780ZTI) which returned to a black 2016 Chevy Sonic with unconfirmed insurance.
I pulled my patrol vehicle behind it and activated my emergency lights.
I approached the vehicle and made contact with the driver of the vehicle who identified himself as Kywaun Washington. After
explaining the reason for the stop, Mr. Washington stated he had just purchased the vehicle, and the dealership had put the license
plate on the vehicle. I asked Mr. Washington if the dealership given him temporary tags. Mr. Washington stated they had and opened
his glove box to retrieve them. I informed Mr. Washington that the temporary tags should be displayed on the vehicle and asked for
his license and insurance. Mr. Washington provided his license but stated he did not have insurance on the vehicle.
While contacting dispatch regarding the warrants, I observed Mr. Washington
frequently moving around in the vehicle. Due to Mr. Washington’s history and his movements in the vehicle, I went to ask Mr.
Washington to exit the vehicle until the warrants were confirmed or resolved.
I approached Mr. Washington and asked him to exit the
vehicle. Mr. Washington asked why. I again directed Mr. Washington to exit the vehicle. I observed Mr. Washington take his seatbelt
off then put the vehicle in drive and flee the scene.
I activated my sirens and
followed Mr. Washington while Trooper Mareno took over radio traffic. I observed Mr. Washington’s vehicle travel approximately 90
miles in posted 40 mile an hour zone, travel left of center and pass a vehicle on the left in a no passing zone.
Mr. Washington passed two vehicles on Avenue B on
the bridge crossing I-30 still accelerating. Mr. Washington failed to obey the stop sign of Hempstead 21 crossing on to Hempstead 2.
Mr. Washington began traveling in the opposing lane then in the center of the road way almost losing control of his vehicle traveling
approximately 95 miles per hour. After traveling several miles on Hempstead 2, I attempted to preform another TVI on Mr.
Washington’s vehicle. Mr. Washington then lost control of the vehicle, running his vehicle off the road way to the right, down an
embankment and overturning and coming to a rest. I exited my patrol vehicle with other officers and observed the front of Mr.
Washington’s vehicle in the ground with the rear of the vehicle in the air resting on a tree. Officers approached the vehicle and
observed Mr. Washington exit the vehicle. I directed Mr. Washington to get on the ground and held cover until another officer arrived.
Mr. Washington did not comply and was assisted to the ground and detained. I called for an ambulance to check Mr. Washington out
and walked with him back to the roadway to wait. Mr. Washington continually apologized to officers.
Mr. Washington was placed in a patrol vehicle until EMS arrived then was transported to Hope Hospital. The vehicle was pulled from
the embankment and inventoried then towed by Neely’s towing service. After Mr. Washington was cleared by the hospital, he was
transported to Hempstead County Jail where he will await first appearance.
Mr. Washington is charged with fictitious tags, no liability insurance, no seatbelt, reckless driving, failure to obey stop sign, failure to
stop at a red light, improper passing on the left, speeding more than 15 miles, and fleeing by vehicle with substantial risk of death.
