Title
Dodge Charger drivers switch cars after High Speed PURSUIT and bad wreck - Arkansas State Police
Description
Trooper's Report:
On August 11th, 2023, at approximately 6:43 pm, I was patrolling Interstate 40 West, approaching Dave Ward Drive. I
observed a black 2023 Dodge Charger (V1), bearing Texas temporary tag 3715E25, traveling behind me in the inside traffic
lane at a high rate of speed. The vehicle was significantly passing the other vehicles on a roadway with a speed limit of 75
miles per hour. I activated my rear RADAR and measured the speed of V1 at 107 miles per hour. The driver of the vehicle saw
me and immediately braked to a slow speed. The driver was waving his hand out the sunroof as if to warn other vehicles on the
interstate of my presence. I slowed my patrol car to approximately 65 miles per hour to let V1 pass. As V1 and my car were
side by side, I observed the driver as Mr. Maurice O. Freeman, II (S1). We made eye contact and S1 began
to laugh. I positioned my patrol car behind V1 and activated my emergency blue lights to perform a traffic stop.
After initiating my emergency blue lights, V1 immediately accelerated its speed and began to actively flee. I then notified Troop
A Communication Center that I was in pursuit. During the course of the pursuit, speeds achieved 136 miles per hour. V1 then
made an unsafe lane change from the inside traffic lane to take Exit 129 Dave Ward Drive, cutting in between motorists. There
was moderate traffic during the pursuit. Due to the excessive speed, V1 lost control and entered the grassy gore at the Dave
Ward Drive exit ramp and struck a ditch with its front bumper portion. V1 then flipped, crossing over the I-40 West Dave Ward
Drive Entrance Ramp, and came to final rest on its tires, facing south. S1 exited the disabled vehicle and began fleeing on foot.
S1 ran several directions before running back towards Interstate 40.
As soon as V1 crashed, (V2), a 2020 Gray Dodge Charger, bearing Arkansas license plate AKR19C, stopped on the shoulder
at the scene of the crash. Its driver, Mr. Kendrevian D. Rone (S2), exited the vehicle and ran into the same
woods that S1 was in. I was able to turn my patrol car around and intercept S2 emerging from the woods as he was running
back to V2 to escape. I exited my patrol car with my service weapon drawn and gave verbal commands to stop. S1 continued
to run and entered V2, before fleeing the scene by traveling westbound on Interstate 40. S2 obeyed commands by laying on
the ground. I arrested S2 by placing him in handcuffs and double locking them for his securement. I then sat S2 in the
backseat of my patrol car.
I read S2 his Miranda Rights which he indicated he understood. When I asked why he was emerging from the woods, S2 said
that he had stopped to assist after V1’s crash. He further stated that S1 was his cousin. Even though S2 said that S1 was his cousin, he would not tell me his name.
A witness standing in the area during this event stated S2 had stopped to assist S1. He stated S2 ran and met up with S1 and heard one saying to the other "Lets go man, let's go!" He witnessed S1 enter V2 and flee the scene.
Conway Police Department advised they located V2 abandoned. Officers were able to locate and arrest S1 at another residence. Under Miranda Warning, S1 admitted he was the person who originally fled.
