Report:
On 8/4/2026 at 3:45p.m., I, Trooper Dustin Medford heard radio traffic from Pulaski County advising Jacksonville Police
Department was in pursuit of a silver Chevrolet Equinox for traffic violations traveling south on Interstate 57 at 100 plus miles
per hour. Arkansas State Police Communications was made aware by Pulaski County Communications, and the information
was broadcast across the ASP main radio channel with the request for assistance from ASP. Sgt. Cleyton MacDonald advised
to send the closest units and he would be enroute to assist as well.
I advised ASP communications I was the closest unit as I was already waiting for them at the on ramp to I57S at the 3 mile
marker. As I advised this I could see the pursuit approaching me rapidly. I activated my emergency lights and began to slowly
move down the ramp anticipating the suspect would pass me on the interstate and I could attempt a TVI immediately. The
suspect, later identified as Antoine Pennington, had a different plan upon seeing my marked ASP unit. He suddenly swerved
off the interstate, across a grassy median and the on ramp behind me to avoid me. I crossed the grassy median near the end
of the ramp to enter Warden Road, again, in front of Pennington anticipating him to pass me. He did not. Instead he crossed
the grassy median again behind me and re-entered the interstate. I also crossed the median again but this time behind
Pennington and took the primary spot in the pursuit.
We continued south to exit 1 (McCain Blvd) where we took the exit and continued south on Warden Rd. There was too much
traffic present for me to safely execute a TVI at this time. Pennington entered the parking lot of McCain Mall; I could not make
the turn safely with him and lost sight of him temporarily. He continued to flee with Jacksonville PD still behind him. I was able
to get eyes back on in the back parking lot of the mall as the pursuit entered Lakewood Village. There was very little pedestrian
traffic in the parking lots of Lakewood Village with most of the lots being empty or with very few cars in them. We re-entered
the traffic way on Fairway Ave. and continued south to McCain Blvd. where Pennington turned west and continued to flee.
While on McCain Blvd. I again took the primary position but was unable to TVI due to hills and curves.
We continued to into the Levy neighborhood of North Little Rock where Pennington tried to loose me in an apartment complex,
Summertree Apartments, but was unsuccessful. Again, no safe opportunity presented itself to TVI. Once we got to Camp
Robinson Rd. I attempted to TVI but Pennington avoided it due to hard braking and then fled into the neighborhood west of
Camp Robinson Rd. There continued to be no good opportunity to TVI due to the terrain and vehicles present on the side of
the streets. Once we began traveling East on Lindenhurst Dr. Pennington slowed to a speed slow enough for me to TVI on a
residential street. I made contact with his vehicle and maintained the contact as I accelerated and used the suspects’ vehicle
motion against him thus rotating the car across the front of my car and pinning the driver side. Pennington attempted to flee on
foot by rapidly exiting the passenger side window but as his feet touched the ground, officers were already in front of him. He
surrendered and was taken into custody while in possession of two loaded handguns while being a convicted felon.
Pennington was transported to PCRDF and charged accordingly. No damage
to ASP units. No damage to bystander vehicles.
