Title
BACK TO PRISON! DWI Speeding (103 mph) - Driver arrested a 2nd time by same Arkansas State Trooper
Description
Report:
On 9/29/2025 at approximately 4:36 AM I, Trooper Jackson Shumate #242, was traveling on I-30 W at the 138 mile marker in
Little Rock, Arkansas. I observed a maroon Dodge Charger bearing Arkansas License Plate #ASABWP pass me on the left.
The vehicle was traveling above the speed limit of 65 mph. I confirmed this by activating my front RADAR antenna, which
produced a clear Doppler tone and a maximum speed of 103 mph. I initiated a traffic stop on the vehicle on the Arch St
overpass and it pulled over to the outside shoulder. The vehicle appeared that it was going to stop.
However, it continued to
move at a low rate of speed down the shoulder. It would then turn, as if it was going to re-enter the roadway, but then would
keep on the shoulder. I initiated my vehicle's sirens. The vehicle continued moving and would not come to a complete stop. I
notified Troop A Communications and the vehicle re-entered the roadway. My lights and sirens stayed activated and I even
gave multiple loud verbal commands on the vehicle's PA loudspeaker system for the vehicle to stop. The vehicle did not stop
and continued down the 65th St exit. It then pulled into the Shell gas station parking lot and stopped.
I performed a felony takedown on the vehicle. I gave multiple loud verbal commands for the driver to put his hands out the
window. However, he showed non-compliance by only showing one hand, and then holding his phone out the window. I
continued giving verbal commands and instructed him to turn his vehicle off and to open the door. The driver remained non
compliant for a significant amount of time. The driver, Arrested Person Don Taggart, then exited the vehicle and began
shouting at me and other responding Troopers that were participating in the felony takedown. I recognized the individual as
someone I arrested in 2024. He has a violent criminal history and had two firearms in the last vehicle I stopped him in. At one
point, he even began reaching back into his vehicle after being told multiple times to put his hands up. Due to other Troopers
on scene providing lethal coverage, I displayed my Taser Energy Weapon at Mr. Taggart and told him that I would use it on
him, as I had to do in 2024. He then continued to be verbally non-compliant, but began to put himself in positions of
disadvantage. I instructed Mr. Taggart to get on his knees and he stated that he would not get onto his knees. I then performed
a balance displacement technique and forced him to the ground on his front.
I gave force-controlled escorts to his hands to
place them in handcuffs, as he was tensing his body and not freely giving his hands for me to make his arrest. I eventually was
able to gain control of both hands and placed him in handcuffs. I then placed him in the back of my vehicle and performed an
inventory of his vehicle. I located a half-smoked marijuana cigarette in the ashtray in the center cup holder. I also located a
small plastic container of suspected marijuana in the center console.
While speaking with Mr. Taggart in the back seat, I observed an overwhelming odor of intoxicants coming from his breath. His
eyes were bloodshot and watery and his speech was slurred. Blue Hill Wrecker towed the vehicle and Mr. Taggart was
transported to Pulaski County Jail. After arriving at the jail, Mr. Taggart submitted to a Preliminary Breath Test (PBT) and it
yielded a result of .14. I took him to the BAC room of the jail and read the Arkansas Statement of Rights to him and he refused
to submit to a BAC Test. While at the jail, Mr. Taggart acknowledged that he knew he should have stopped and did not stop,
due to past experiences with law enforcement that he deemed to be unsatisfactory.
Mr. Taggart was booked into the jail and charged with the following:
27-51-201, 27-50-302(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT
27-50-308(b)(1)(B) 1ST: RECKLESS DRIVING - 1ST
