Title
Arkansas State Police PIT MANEUVER ends pursuit on fleeinf Rav4 - Drunk, Drugs, and Disorderly
Description
Report:
On January 17th, 2026, at approximately 12:56 am, I was patrolling Interstate 430 South around the David O. Dodd Overpass
with Trp. Dustin Medford #623. Trp. Medford was currently in Field Training as an Officer in Training (OIT) as I acted as his
Field Training Officer (FTO).
As I was driving, I observed a gray 2017 Rav4, bearing Arkansas license plate 080ZGG, traveling
in the inside traffic lane passing all other vehicles at a high rate of speed. I activated my rear RADAR and measured the
vehicle’s speed at 100 miles per hour in a 65 mile per hour zone. The Rav4 passed me then made an improper lane change by
crossing over the middle lane into the outside traffic lane in one movement.
Even after I positioned my patrol car behind the
vehicle, it continued to travel at approximately 91 miles per hour before taking Exit 1 Stagecoach Road.
I activated my emergency blue lights to perform a traffic stop. After doing so, the Rav4 turned west on Stagecoach Road and
abruptly accelerated to approximately 71 miles per hour in a 45 mile per hour zone. The Rav4 also passed multiple side streets
and open parking lots that were available to stop. I notified the Troop A Communication Center that I was in pursuit. Due to the
unsafe driving behavior of the fleeing Rav4, I conducted a successful Tactical Vehicle Intervention (TVI) by placing my front
right bumper on the Rav4’s rear left quarter panel and turned right, causing the Rav4 to rotate in a counter clockwise motion.
After the successful TVI, I pinned the Rav4 with my front bumper against its rear right quarter panel, ending the pursuit. To the
point where I conducted the TVI since activating my emergency blue lights, the RAV4 had not activated its brakes. Trp.
Medford and I exited our patrol car with our service weapons drawn to conduct a felony traffic stop. I began to give verbal
commands to all five occupants of the vehicle.
The driver was Mr. Labryan J.N. Blue, the front seat passenger
was Ms. Brittany Hurvey, the rear left passenger was Mr. Treyvone Wright, the rear middle
passenger was Ms. Alexis C. McClain, and the rear right passenger was Mr. Chrislan O. Ross
With the assistance of the Little Rock Police Department and other Troopers of the Arkansas State Police, each occupant
was ordered out of the vehicle and placed into handcuffs.
I found a small baggie of suspected Marijuana hidden between the front passenger seat and center
console. I also found a large bag of suspected Marijuana inside a backpack that was laying in the rear right passenger seat
where Mr. Ross was sitting. There was also a digital scale inside the backpack.
I then interviewed the driver, Mr. Blue. Before talking with him, I read him his Miranda Rights, which he indicated he
understood. I could smell the odor of intoxicants coming from his person.
His eyes were watery and bloodshot. He was highly
agitated and it was difficult to interact with him. When I asked him how much alcohol he had consumed, he said that he had
drunk three to four shots of liquor before driving. Trp. Medford interviewed Mr. Ross after reading him his Miranda Rights. Mr.
Ross admitted to being in possession of the large bag of suspected Marijuana and digital scale. All other occupants were
released without charges.
During my entire
interaction with Mr. Blue, he was highly agitated and uncooperative. He would not obey directions and continuously used
expletives and called us names. Mr. Blue also threatened and motioned that he would spit on us. During the handcuffing
process of Mr. Blue during the felony traffic stop, he pulled his body and hands away from me and a Little Rock Police Officer to
avoid being placed in handcuffs. Due to Mr. Blue’s violent nature, I did not read the Arkansas Statement of Rights or attempt a
breath test for officer safety reasons.
After being medically cleared, Mr. Blue and Mr. Ross were transported to the Pulaski County Regional Detention Facility and
booked for the following charges:
