Should she be charged with fleeing?* Trooper's Report: On Tuesday, September 9, 2025, I was patrolling the area of Interstate 30 westbound near mile marker #138. I observed a Toyota sedan driving westbound on Interstate 30 without a license plate. I attempted to conduct a traffic stop with the listed vehicle near mile marker #137. The vehicle continued driving, turned on the emergency flashers, and refused to pull over. I continued to follow the vehicle with my unit's blue lights and siren activated. The vehicle continued driving to the #135 exit, took the exit, and stopped in the Shell gas station parking lot. The driver, Robin Kelley, was taken into custody without incident. I transported Kelley to Pulaski County Jail, where she was booked and charged with: 27-14-304: Driving Vehicle Without Tags 27-16-602: No Driver's License or License Expired 27-22-104: No Liability Insurance 27-14-701: Owner Fail to Register Vehicle - Expired Tags 5-54-125(D)1): Fleeing - Vehicle or Conveyance. The passenger, Subject #2, was released at the scene.
