Title
HIGH SPEED pursuit (100 MPH) through Little Rock - Arkansas State Police PIT / TVI Maneuver #chase
Description
Trooper's Narrative:
On 9/17/2023 at approximately 11:30 PM I, TFC Williams, initiated a traffic stop on a gray Hyundai Sonata bearing AR LPN
TP32768 at I-30 WB and Scott Hamilton Dr. While at the vehicle speaking to the driver (Donovan Whittington) and passenger
(Shantrecia Hill) the vehicle fled from the traffic stop. The vehicle continued southbound on Scott Hamilton Dr. As the vehicle
crossed over Baseline Rd, the roadway became Hilaro Springs Rd.
The vehicle continued on Hilaro Springs Rd driving on the
wrong side of the roadway at speeds of 90 mph. The vehicle turned east onto Willow Springs Rd. While on Willow Springs Rd I
observed the female's arm reach out of the passenger side window and throw a dark object onto the roadway near Horsey Dr.
Moments later she threw a large white bag from the passenger window into the ditch near the 2500 block of Willow Springs Rd.
Dispatch was advised of each location. The vehicle turned northbound onto State Highway 367 and began to accelerate to
speeds over 100 mph and also ran the red traffic light at Baseline Rd. As we approached Harley Ln, I used the passenger side
of my front bumper to make contact with the driver side rear fender of the suspect vehicle to conduct a successful TVI. The
vehicle entered the tree line and Whittington fled from the vehicle, west towards Allied Way Dr.
He was last seen by a Little
Rock Police officer running through the parking lot of Republic Services on Allied Way Dr. Hill stayed with the vehicle and was
transported to Baptist Hospital for treatment of her injured foot. While at the hospital, Hill was issued citations for no seatbelt
and tampering with physical evidence. She was released from the hospital approximately 15 minutes later. While searching the
vehicle, a wallet and cellphone were located near the driver seat. Both contained photo identification cards of Donovan Whittington. I was able to use his photograph to positively identify him as the driver that I was speaking to as it fled.
Pulaski County deputies searched the areas that I provided to dispatch and found a black Anderson Manufacturing rifle (SN:
23013702) and a white bag containing drug paraphernalia and a small amount of suspected marijuana. Pulaski County photographed
each item and delivered the evidence to the scene of the TVI. (Pulaski County Report: P23-011275) The firearm, bag of suspected
marijuana, three cellphones, a wallet, and $160 from the wallet were placed into evidence at the Arkansas State Police Headquarters.
Hill was issued a citation for no seatbelt and two counts of tampering with physical evidence for throwing the items from the vehicle.
An affidavit for warrant of arrest will be completed for Whittington. East End Towing arrived on scene to tow the vehicle.
