Title
Suspect throws crack pipe & flees Arkansas State Police - short pursuit ends with a TASER ⚡️
Description
Report:
On June 25, 2026, at approximately 3:29 p.m., I attempted to conduct a traffic stop on East Hillsboro Street near the
intersection of East Cook Street for a seat belt violation. The vehicle involved was a gray 2014 Dodge Ram pickup (Vehicle 1).
As I activated my emergency lights, the driver, later identified as Travis Hall, turned left onto East Cook Street and pulled into a
vacant lot located at 1535 E. Cook Street. As Hall was pulling over, I observed him throw a green pipe containing a crystallized
residue from the passenger-side window. As I exited my patrol vehicle to make contact with Hall, he fled the scene in the
pickup. I returned to my patrol vehicle, activated my siren, and initiated a vehicle pursuit. Hall accelerated to speeds exceeding
66 miles per hour while traveling eastbound on East Cook Street.
As Hall approached 1906 E. Cook Street, he brought the pickup to a stop and exited while the vehicle remained in drive. I
exited my patrol vehicle as Hall fled on foot northbound up Cargile Avenue. I ordered Hall to stop and advised him that I would
deploy my Taser if he continued to flee. Hall ignored my commands and continued running.
I deployed my Taser 10; however, the initial deployment was unsuccessful. Hall then tripped and fell to the ground. I instructed
him to remain on the ground, but he refused to comply and attempted to get back up to continue fleeing. I deployed my Taser
10 a second time, delivering a five-second cycle which was successful.
I instructed Hall to place his hands behind his back, and
he complied. Hall was taken into custody without further incident and secured in my patrol vehicle.
After securing Hall, I returned to the pickup and placed it in park. Shortly thereafter, Sergeant Dustin Arnold, Trooper Logan
Holmes, and Trooper Angel Ramos arrived on scene to assist. I requested that Trooper Holmes recover the green pipe Hall
had discarded near the intersection of East Hillsboro Street and East Cook Street. Trooper Holmes located and recovered the
pipe, which was seized as evidence. A search of the pickup was then conducted. During the search, a half-full bottle of liquor
was located inside the vehicle.
Following the vehicle search, I requested an ambulance to respond so the Taser probes could be safely removed from Hall.
Upon EMS's arrival, EMS personnel advised me that they were prohibited from removing the Taser probes on scene and that
Hall would have to be transported to a medical facility for their removal. To avoid the need for unnecessary transport, I removed
the Taser probes on scene, and EMS personnel then cleaned the probe wounds. Photographs were subsequently taken
documenting the probe locations. It should also be noted that during Hall's flight on foot, he tripped and fell, sustaining a minor
cut to his right knee. The injury was photographed, and EMS personnel cleaned the wound on scene. Hall refused any
additional medical treatment on scene.
Once Hall was placed back in my patrol vehicle, Trooper Holmes advised that he intended to conduct a Drug Recognition
Expert (DRE) evaluation on Hall at the Union County Detention Center.
After Hall was medically cleared, he was transported back to the Union County Detention Center and booked on the following
charges:
Fleeing by Vehicle, Tampering with Physical Evidence, Fleeing by Foot, Possession of Drug Paraphernalia, Open
Container of Alcohol in a Motor Vehicle, Reckless Driving, No Driver's License, Driving Left of Center, and No Seat Belt.
