Report:
On August 4, 2025, at approximately 9:46 A.M., I was patrolling near the 282-mile marker on Interstate 40 going eastbound. I
observed a white Ford Fusion passing me in the outside lane of traffic. The vehicle then used its turn signal to cross 2 lanes of
traffic into the inside lane of traffic. The vehicle then began travelling at a high rate of speed, remaining in the inside lane of
traffic. I began following the vehicle to check the speed. I activated my radar and clocked the suspect at 90mph, which
increased to 100mph in a 65mph zone. I then continued following the vehicle to conduct a traffic stop and activated my
emergency lights.
Upon activating my emergency lights, I observed the driver throw out a lit item (cigarette, cigar, or blunt) out of the driver's
window. The vehicle began braking and pulling to the shoulder after disposing of the item, as if it was going to stop. The vehicle
activated its turn signal and slowed to approximately 40mph while entering the outside lane. The vehicle then began
accelerating again in the outside lane of traffic. I entered the outside lane of traffic, behind the vehicle, and activated my sirens.
Upon activating my sirens, the vehicle continued accelerating, reaching speeds of approximately 120mph. The vehicle passed
multiple tractor trailers and passenger cars while fleeing at a high rate of speed. The vehicle merged from the outside lane of
traffic into the inside lane of traffic without any turn signal.
After passing vehicles and finding an open area of traffic, I drove to the passenger side of the vehicle and conducted a positive
TVI at the 284-mile marker. The vehicle spun to the outside shoulder as I drove through the maneuver. I began looking for the
vehicle out of my passenger side mirror as I began braking to turn around. I was not able to identify the vehicle and thought it
may have come short of the concrete barrier and exited the guardrail instead.
As I began turning around to investigate, I failed
to observe the vehicle passing me in the inside lane of traffic. The vehicle continued driving following the TVI and fled into
Memphis, TN. This information was later discovered after reviewing my pursuit video.
I continued my search for the vehicle on the outside shoulder from the 284-mile marker to the 283-mile marker. I was unable to
locate the vehicle and notified dispatch of the information and that the vehicle had escaped.
I was notified that the driver of the vehicle had returned to Arkansas to file a complaint and a hit-and-run for his vehicle at
approximately 2:45 PM on August 5, 2025. The driver was identified as Joseph D. Page and was shown his car in my pursuit
video. Page confirmed that he was the driver and was arrested and transported by TRP. Thomas.
