Arkansas State Police 111 MPH PIT MANEUVER totals Honda Insight ($20k damage) #pursuit #pit #chase
Description
Trooper's Report:
On August 8, 2026, I was traveling northbound on Interstate 55 near the 10-mile marker when I observed a silver passenger
vehicle merging onto the interstate. The vehicle appeared to be traveling at a high rate of speed. I activated my front-facing
radar and confirmed the vehicle was traveling at 95 mph in a posted 75 mph speed zone.
I caught up to the vehicle as it continued northbound. The vehicle attempted to change from the outside lane into the inside
lane; however, it was unable to do so because the inside lane was occupied by another vehicle. After being unable to change
lanes, the vehicle began following the vehicle in front of it too closely.
I activated my emergency lights and initiated a traffic stop on the silver Honda Insight, which was displaying Tennessee
temporary tag QP122MD, at approximately the 12-mile marker northbound. The vehicle pulled onto the east shoulder and
came to a stop.
I exited my patrol vehicle and began approaching the Honda Insight. As I approached, I observed the vehicle being shifted into
drive and begin fleeing from the traffic stop. I immediately returned to my patrol vehicle and notified Troop D Communications
that the vehicle was fleeing and provided our location.
I pursued the vehicle as it traveled at speeds in the triple-digits while continuously changing lanes. During the pursuit, the
vehicle nearly rear-ended another motorist before changing lanes at the last moment.
As the pursuit continued toward Exit 14 northbound, the vehicle traveled from the inside (left) lane onto the exit ramp at triple-
digit speeds, crowding another vehicle in the process. The suspect continued fleeing northbound on the service road in the
southbound lane. The actions of the fleeing vehicle demonstrated a complete disregard for the safety of other motorists
traveling on the roadway. I followed the vehicle onto the exit ramp and remained behind it until we merged back onto Interstate
55 at the 14-mile marker northbound.
After merging back onto Interstate 55, the vehicle immediately crossed the outside lane of traffic and moved into the inside
lane. I accelerated in an attempt to close the distance between my patrol vehicle and the fleeing vehicle.
After closing the distance, I observed a significant amount of traffic ahead. Due to the continued dangerous manner in which
the fleeing vehicle was being operated and the immediate danger it posed to the public, I performed a Tactical Vehicle
Intervention (TVI) on the vehicle.
The TVI was successful, causing the fleeing vehicle to exit the roadway to the east. After leaving the roadway, the vehicle
struck the cable barrier system located in the east roadside ditch before continuing into the I-55 service road, where it came to
rest with disabling damage to all parts of the vehicle.
I also exited the interstate to the east and entered the service road in order to avoid positioning my patrol vehicle facing the
wrong direction in oncoming traffic. While exiting the interstate I sustained functional scratches to the rear drivers side quarter
panel and passenger side front and back door from the cable barrier.
After stopping, I exited my patrol vehicle and began issuing commands to the driver. Trooper Rafael Garcia arrived on scene
and was able to gain compliance from the driver, ordering him out of the vehicle and onto the ground.
Once the driver was on the ground, I left the position I had been using as cover and assisted Trooper Garcia in taking the driver
into custody. The driver was taken into custody without further incident and transported to the Crittenden County Detention
Center.
Once at the Crittenden County Detention Center I performed a Standardized Field Sobriety Test on the driver. The driver had
previously stated that he had a previous gun shot wound to his leg, due to this the only test that was performed was Horizontal
Gaze Nystagmus where all 6 clues were present. I consulted with the Crittenden County DPA and restitution will be sought for
the damages to State property.
The driver, Kelly Williams, was charged with the below listed offenses:
27-50-308(b)(1)(B) 1st Reckless Driving – 1st
5-38-203(b)(2) Criminal Mischief – 1st degree
5-54-125(d) Fleeing – Vehicle or Conveyance
5-65-103 1st Drug: Driving While Intoxicated – DWI 1st Drugs
27-16-303 Driving on a suspended license
27-22-104 No liability insurance
27-50-302(7) Speeding – more than 15 MPH over limit
