Title
STOLEN MOTORCYCLE crashes into fence - Arkansas State Police pursuit and chase #kawasaki
Description
Report:
On September 4, 2025, at approximately 11:04 PM, I was traveling west on Spradling Avenue, approaching North 31st Street,
when I observed a white and black Kawasaki sport motorcycle with no visible license plate. The motorcycle was being operated
by a white male, later identified as Robert Capps.
The motorcycle turned north onto North 31st Street. I activated my emergency lights to initiate a traffic stop. Upon activating my
emergency lights, Mr. Capps turned his head, looked back, and immediately fled at a high rate of speed north on North 31st
Street. I notified Troop H Communications, activated my emergency sirens, and advised that I was in pursuit.
The motorcycle continued north on North 31st Street and disregarded the stop sign at the intersection of N 31st Street and
Emrich Street. As Mr. Capps approached Emrich Street, he attempted to brake, lost control of the motorcycle, and collided with
a chain-link fence at the residence located at 3101 Emrich Street. The impact caused Mr. Capps to be thrown from the
motorcycle.
Mr. Capps stood up and initially attempted to flee on foot but quickly stopped, raised his hands, and complied with my verbal
commands. He was immediately taken into custody without further incident. EMS was requested to respond to assess Mr.
Capps for potential injuries.
A check of the motorcycle’s Vehicle Identification Number (VIN# JKBZXJK17SA011238) revealed it had been reported stolen
by the Fort Smith Police Department. Troop H Communications confirmed the stolen vehicle.
The property owner of 3101 Emrich Street was notified of the damage to the fence, and their information was included in the
official report. The owner estimated the damage to the fence to be $700. Pictures of the damages were taken and kept on a
case file on Watchguard.
Mr. Capps refused medical treatment at the scene but was transported to Baptist Health for medical clearance. He was found
to have an abrasion on his lower right leg and complained of back and neck pain. After being medically cleared, Mr. Capps was
transported to the Sebastian County Adult Detention Center for booking.
The on-call supervisor, Sgt. Porter was notified of this event.
