That's correct. >> Get your foot off the gas now. >> IF YOU PUT GET YOUR FOOT OFF THE GAS, YOU'RE GETTING TASED. >> AND I'M TRYING TO FIX the car. >> NO, STOP. STOP. GET YOUR HANDS OFF NOW. YOU PUT THAT CAR YOU PUT the car in You put your foot on the gas again, you're getting tased. Get your foot off the car. DON'T MOVE THE GEAR. SHUT THE CAR OFF NOW. WITH THE KEY, shut the car off. Shut it off. Take the key out. >> I don't know how. >> Get out OF THE DRIVER'S DOOR. OPEN IT. THEN CRAWL ACROSS TO ME NOW. >> I'M TRYING. I DON'T KNOW HOW. >> TURN THE CAR OFF. TURN IT OFF. TURN THE [ __ ] CAR OFF NOW. TURN THE CAR OFF. >> WHAT YOU JUST WATCHED HAPPENED ABOUT 10 MINUTES after everything else in this story. To understand why an officer is standing at a wrecked car in a field, you have to go back to a Monday afternoon in Vernon Hills, Illinois and a beauty store off Milwaukee Avenue. Just before a quarter to 4:00, three women walked the aisles of an Ulta with reusable shopping bags. They do not browse. They sweep. Six days later, the store finishes counting. The police report puts it at $13,689 of perfume, fragrance, and beauty items taken. There's also 46 pieces of Nike clothing in the car worth $2,448. In Illinois, retail theft becomes a felony at 300. An officer finds car in the parking lot. What happens next takes about 20 seconds, and it is the most important 20 seconds in this case. The car comes at him. He gets on the radio, and he makes a decision that most people watching a video like this never expect to hear. >> They just want tried to go head-on with me, and now they're taking off down 60, so I will terminate. >> [clears throat] >> They are eastbound 60 stuck at the red light at 21, and they're making it through, and they are continuing eastbound, but I'm not following. >> Eastbound 60 through the red >> terminates. He watches them run the light, and he says plainly that he is not following. That matters legally because aggravated fleeing in Illinois does not require anyone to be behind you. The statute is written around disobeying two or more traffic control devices. The moment that car went through the second red light, the felony was complete with an empty road behind it. 4 minutes. That is the gap between an officer saying he is not following and this. The car ran a third red light at St. Mary's Road, hit a pickup truck, and pushed it into a third vehicle waiting to turn. It left the road and went into a wooden fence, and a section of that fence came through the windshield. What you are listening to now is the first officers arriving to that and finding that the driver is still trying to make the car move. >> Dan, what do you want us to do? >> 15 on that supposed to I can hang you away. >> Hey. THEY'RE TRYING TO FLEE. THEY'RE TRYING TO DRIVE AWAY. >> How far? >> They have three in the car. >> Take it this regard our >> 450 unit block St. Mary's Southbound 60 Northbound. >> 9102, just for information, they're still trying to flee by backing up and moving forward. >> 10-4, subject still attempting to flee. >> What happens next takes about a minute, and almost none of it is dramatic. Nobody rushes the car. The airbags have gone off against the windows on the driver's side, so the officers standing in the grass cannot see who is inside or what they are holding. So, they stop, and they start solving it out loud. Somebody asks who has a shield, and one gets carried up from a squad car. Somebody asks who is carrying less lethal, and two officers answer. They decide which side of the car to come at, and they pick the passenger side because the driver's side is crushed and blind. They agree who is going hands-on, and you can hear one of them set the rule that governs the rest of it, that if the car starts moving, nobody is going inside it. This is what the slow part of a scene like this actually sounds like. It is four or five people building a plan in a field, in the open, with the thing they are worried about sitting 20 ft away. >> I got less lethal. I got less lethal. >> 430, you're traffic. If that car starts flying, obviously we're we're >> going into the car? >> I'm going to go. >> I know, but who is going to go hands-on with them? >> I will go hands-on. >> Who is going to go hands-on? >> We are ready to move. >> Stay on the side. >> Stay on the side. >> Because they're not going to go side with me. >> GET YOUR HANDS UP! >> HANDS UP! >> POLICE UP! >> WE'RE NOT GOING TO SHOOT YOU. GET OVER HERE. >> WELL, I don't trust you not to run me over, so get the [ __ ] out of the car. >> No, please. I don't want no gun on me. Please, I'm scared of guns. You get your foot off the gas or I'm going TO TAZE YOU. GET your foot off the gas or I'm going to taze you. GET YOUR FOOT OFF If you put Get your foot off the gas YOU'RE GETTING TAZED. NO, STOP. STOP. GET YOUR HANDS OFF NOW. YOU PUT THAT CAR You put the car in You put your foot on the gas again you're going to get tazed. Like Get your foot off the car. DON'T MOVE THE GEAR. SHUT THE CAR OFF NOW. With the key shut the car off. Shut it off. Take the key out. Get out of the DRIVER'S DOOR. OPEN IT. THEN CRAWL ACROSS TO ME NOW. TURN THE CAR OFF. TURN THE [ __ ] CAR OFF NOW. TURN THE CAR OFF. RED TASER TASER TASER. GET HER OUT. I SHOT MY TASER OFF. GRAB HER. GRAB HER. >> THE DRIVER STAYS AT THE WHEEL with the engine running. Officers give her the same instruction over and over. Turn the car off. Take the key out. She keeps working the pedals and the car keeps rocking. A commander tells an officer to use his taser. The officer announces it first, the way he is trained to, and then he fires. In his report he wrote that he believed the car would get free and strike the officers, the crash victims, and the bystanders standing around it, and that he would be run over himself. Something happens here that is easy to miss under the shouting. She is frightened and she says so, more than once. And every time she says it, an officer answers her. Nobody is going to shoot her. They say that while she still has her foot near the pedals of a car they have already watched move, and while one of them is standing close enough to be run over, both of those things are true at the same time, and you can hear them being true. >> She took that. You see, she just missed that post. >> Oh, I know. Well, that's She is not good to go. >> She She took out that 4x4 and went right through the windshield. I think it caught both of them. Huh? >> I really want this ambulance to be on scene. >> Uh >> You guys move these two up. >> Um almost hit one of our squads head-on as it was as it was leaving the parking lot. We didn't even try chasing it. And it just fled this way, and obviously didn't care if we're chasing or not. It drove It was driving crazy. Nailed that that green truck right there. >> Okay. >> Um it looks like I didn't even notice until now. It looks like a street car. Cuz that car looks damaged. >> Three people leave this intersection in ambulances, and so does the driver of the pickup they hit. The car goes to a lab. The bags go back to the store, and the officers standing in the grass start the part of the job nobody films, which is working out who these three women actually are. >> So, they pulled them out through the rough or what? >> Um backseat passenger had her hands out listening to commands. We sticked up, shielded up, came up to the passenger door, rear door, opened it, told her out, took her. Front seat passenger was totally unconscious. We yanked her out. Driver they ended up uh yanking out. I don't know if her foot caught cuz it's really cramped now on the front. I don't know if her foot was caught, but it was almost like she was trying to back out of here or something. >> We have a red bag with blood on the bottom. >> Yeah, we have one red bag that has blood. >> Who is that, Clayton? >> While that is happening at the driver's door, other officers are on the ground on the far side of the car with the front seat passenger. They are checking whether she is breathing. Listen to them and you will hear that they do not agree with each other about the answer. One says he can feel it. Another says he does not know. They work on her until the ambulance arrives. The next morning, she is still at the hospital and the department still does not know her name. An officer is assigned to sit with her until somebody can work out who she is so that whoever is waiting on her can be told. That is the part of this job that does not make it into most of these videos. Identity turns into its own problem in this case. The passenger taken from the back seat gives officers a name. Dispatch runs it and finds no record. A similar name comes back with a driver's license photo that is not her. An officer warns her plainly that lying about who she is carries its own charge and gives her more than one chance to correct it. She does not. Her real name comes back from her fingerprints at the station. >> Officer >> Huh? >> She was in the passenger seat. She got out. >> They come out of research after we fight from us. >> Got you. >> We let them go back at Milwaukee Avenue. >> Lawrence, you know. >> I don't know. We have a charge We're going to have charges on all of them. >> We're going to be going to County. >> Okay. Who's Who's coming to check her out? >> Uh another ambulance. No idea who. >> We'll obviously have somebody. >> Two of the three were charged that week. Retail theft twice, aggravated fleeing, driving while revoked, obstructing identification, two counts of disobeying a red light, and resisting a peace officer causing injury, which is a felony in Illinois specifically because an officer was hurt. In this case, a cut hand from pulling a driver out of a car she would not leave. The driver later picked up charges for driving under the influence of drugs. >> One of your guys flying to go over there with the two of them and the driver one, too. >> Yeah, kind of kind of out here in Illinois. It's already identified the one that went to Lake Forest. I just need to identify the two of them. >> Yeah, we're going to have charges on her for felony retail theft. And other departments that is bringing out this car earlier today, so so we're not going to let them or possibly run away. >> Okay. >> Uh can you put this in here, too? This is taser and two taser folders. >> Okay, so >> What's up? >> Here's our AI. Can you tell them what happened? >> How's it going? We had a retail theft at Ulta. Same car that was It's Burns twice earlier today. Uh almost hit your head on pulling out of the parking lot, so we didn't even chase it. Didn't even try going after it. Now it's back to Formal Walking. So it just They flew all the way up here. We got a phone call about 10:50. >> Okay. >> And once we found out there was a 10:50, we decided to come and investigate. We found it, and then this is where everything was wound up. We had three people in the car. Front seat passenger was unresponsive. We had We had the Yeah, three in the car. >> Take note of what he just said. Nobody followed that car. He says it twice, plainly, to a crew with a camera before anyone has had time to think about how it will sound. There is a question under every one of these videos, why do police chase it all? Why not just let them go? This is the clearest answer available because here they did let them go within seconds and said so on the radio while it was happening. It still ran a third red light. It still hit a truck that hit another car. Two people who had nothing to do with any of it still went to hospital, and so did all three women inside. The chase was never the thing that had to stop. If you want the rest of it, the report, the charges, and what the officers wrote down about why they did what they did, it is all in the description. And tell me in the comments what you would have done at that intersection. Not the arrest, the decision. The one an officer made in about 4 seconds with a car coming at him when nobody would have blamed him for going after it. >> That's right, sir.
