Um but it's really with share >> what you say. >> Uh yeah, try that way then. >> Yeah. Uh I deal with more of the uh probation than anything um with uh over there at um the kids sheriff's department, the detectives over there. I know more of those guys than anything out here. >> Okay. >> All right. Yeah. >> Um >> right on, man. >> How long you been How long you been? Uh well, so I retired from Baltimore City after 27 years. Um came out here. Um it took about a year for me to end up going back into an agency. I went with thirst at first, thirst sheriff's department. Um it was a lot a lot of things going on and they wanted me to put me in the jail. I was like, "No, I got better than many." You >> want me to take photos? >> Yes, please. >> Uh, Mr. Scalleta, you have the right to remain silent. Anything you say can be used against you in the court of law. You have the right to time talk to a lawyer and have him present with you while you're being questioned. Not if I afford to hire a lawyer. One will be appointed to represent you before any question if you wish. You decide any time to exercise your rights. Not answer any questions or make any statements. Do you understand? >> Face me, please. Stand right >> waiting for sign dead. West of Scallet Sam Charles Adam Lincoln Edward Tom Tom Adam first of Messi Mary Edward Zebra Zebra Young Middle A 1976 0810 >> I'm sorry what' you say your name was >> me >> is it okay if I check your >> absolutely my credentials and everything out there please >> reattach that close head please >> sorry Okay. >> I got tick so I had to rest him. That's why I >> What was your first name? >> Messi. M E Z Y. >> Mezi. I'm Trevor. >> Thanks. >> So, do you understand why you're detained right now or no? >> I don't I don't know. >> I think why you did are doing what you're doing, but >> Okay. Is it okay if I explain some of it? >> Sure. >> Okay. So, first off, if you are a commissioned police officer in this state >> Mhm. You'll be taken out of cuffs and I will formally apologize. Okay. >> Yeah. No problem. >> All right. Here's a couple problems though. I'm the one of the supervisors in the city right now. If Salvation Army is hiring uniform commission law enforcement who's going to be carrying badge, gun, vest, especially not in our agency, >> as far as I'm concerned, let me just let me finish. Let me finish. >> First of all, I did not have a weapon on while I was on duty. And I I was leaving. I'm off duty. I was leaving. >> Okay. >> Okay. So, that Let him explain. Let me explain. Go ahead. So, if you're us and especially if you're a law enforcement, you understand we see a guy with detective badge, police badge. I think there's a SWAT badge somewhere. Yeah. >> On there as well, right? In our jurisdiction and we haven't been notified that, hey, uh, Salvation Army's got armed law enforcement. And you, that's not true. You might have just been going from your employment to your car. However, when we came ac across you, right, you're uniformed and armed when we came across. That's an accurate statement. So the concern is the concern is especially because we weren't given notification, right? >> I'm not operating. I'm not doing I'm not working. I'm not >> Well, here's here's the problem. Well, it's messy, right? >> Correct. >> Here's the problem with that. You're leaving. Even if you're leaving, >> Salvation Army, this is the number one crime hot spot in the entire city for us. >> I know this. >> Let me talk. >> Okay. I'm a retired Baltimore City. Okay. >> 27 years. I come out here. They let me talk. I can't let me talk. Well, well, I don't I I think we're not we're getting our wires crossed a little bit cuz what I'm trying to get you to understand is I understand that you're just leaving if if you're off duty, but if you know that this is the highest crime area, right? If you know this is the highest crime area in the city and you know that that's likely do with your law enforcement experience that we're going to be in the area, probably not the best idea to be wearing a vest, armed going to and from. >> Yeah. because it's going to make us think something up to up to and including possible criminal impersonation >> of a police officer. >> That's why you're detained. We get all that checked out and you know what? This might be an error for their bosses and our bosses because if this is all true, >> right? And we weren't and and we just weren't notified that that's what could have solved this as an email saying, "Hey, just so you know, there's a guy. He's law enforcement. He's being hired off duty at Salvation Army. You may see him come and go from the parking lot." Guess what we'd say. Sounds good. We've heard nothing. >> Okay. >> Have you heard anything about this? No. Have you heard anything about this? >> So, we might have called Edmonds last night. >> The sheriff. >> What? >> We might have called Edmonds PD last night. >> Yeah. >> Not on the payroll. >> Say it again. >> You're not on the payroll with Edmond's PD. >> Is it okay if I if I go through this? >> Yeah. You're not And then I can >> Oh, my >> There's >> That's not my bag. That's That's it. No, it's the uh one with the uh Gatorade, the electrolyte. >> Sir, can I get your name? >> Jacob. >> Do you know who looked into him? >> Uh do you mean when he was hired? >> Yeah. >> Um my boss Jake Stevens. >> He said he was part of a global task force in the area. Okay. >> Um yeah. Okay. >> How long have you been with Edmonds? >> Uh almost 18 months now. >> 18 months. >> Yeah. Uh so I was at Thirsten. uh prior >> thirst county sheriff's office at thirst for >> uh about a year. Uh so when I came I retired from Baltimore City, Maryland. >> Uh four years ago I came out here um I worked at the detention center for a little while. Um there they did put me in the precious center. I I didn't like it. Um and uh I was able to uh uh secure a spot over at a after getting some other certification. Uh and it's the 18month uh contract show investigation here. The only reason I was walking away is I was going to be like, "Hey, we've got possible criminal impersonation here. This guy's armed." I was just going to maybe wait for one or two more. I know, but he was getting weird making me real uncomfortable. So, >> I picked up on that. I just wanted to let you know. >> So, you you're you're only contracted to work 18 months. >> It's good. Yeah, that's what it is. Yes. So, um >> you said you've been at Edmonds for 18 months, but then you said you're only contracted to work >> I got another 18 months left. >> Okay. >> Okay. So, I uh did the whole the two-year >> Mhm. >> Um >> that signed on for the two years. Um, >> I got 18 months left. >> So, you said this all figured out. Just this >> like I kind of feel like this was a little bit overboard. Um, I'm respectful. I get it. You're doing your job. >> You're said you were you retired Baltimore police officer. >> I was. Yes. >> Okay. So >> you you and I both operate on the reasonable standard. >> We we know. I know it. All right. >> 99 other officers witnessing this situation. Would you agree it's a little bit suspicious? >> Just a little bit. >> I I get it. Um and with everything that goes on out here, >> you know, I understand your point of view. I I'm not arguing with you. I'm not trying to be disrespect disrespectful. >> I don't think you're being dispute. >> I just um I'm just kind of irritated with it, right? Uh, I think it could have been done a little bit differently. >> You're irritated? >> Yeah. Uh, >> just talk talk to me. >> I I I wasn't operating. I wasn't >> Hey, listen, man. You you you guys saw it. I I get where you're coming from. >> Um, just do your job. Just get this squared away. >> So, where are you staying while you're in Breton? >> Sorry. >> Are where are you staying while you're in Birminton? >> Is are you on an op or something? What brings you to Breton? uh for this offduty gate. >> I live in Thirstston and Lacy. >> It's a far drive. >> It is. It's a lot. >> Why not work at Thirstston? >> It I lived there. Um we were having issues. Uh I didn't want to work in jail anymore. >> What kind of issues? >> Dealing with the same people that we were dealing with. Uh >> and some of the politics. >> Derek, I love him. He's a great guy. Derek >> Sanders >> Sanders >> right uh when he came became sheriff a lot a lot of things have changed I'm it's different out here it's I'm I do things different >> how long have you known Sheriff Sanders >> um >> Daniel four years man >> four years >> yeah uh right before he became sheriff >> he pulled up on Casey and turned on blue emergency mergency lights inside the car and got out and was like, "Hey, I'm over Edmonds." >> 2015, he was involved in like a SWAT incident where he barricaded himself inside and had like a whole like threat of like blow the place up. So, it was like a bomb threat. SWAT was involved. They came out. >> He was detained and arrested in District of Columbia. That was the link. He's saying that he retired from Baltimore City Police after doing like 24 years or some [ __ ] 4 years ago, >> which he's a convicted felon. He wouldn't be retiring four years ago. >> Yeah, he's going to jail. 100% the right call across the board. Did you see my face once it dawned on me what was going on? >> Yeah, >> his eyes are so super constricted and he's hella jittery so I don't know if he's on something probably. Okay. So, tell me tell me what happened in 2015 with Baltimore PD. >> The riots are uh >> I think you know exactly what I'm talking about. >> The unit. Yeah. Uh that's I I worked in the uh Eastman prison. >> Mhm. >> They were f We all knew what they were doing. We we knew what was going on. Um, it's a matter of time and we already had we we knew the feds were there. >> Mhm. >> Um, but you you keep your nose clean. You don't have to worry about uh >> Well, I'm talking about the offense where you were arrested in Baltimore City. >> Me? >> Yeah. In 2015, >> I was arrested. I wasn't arrested. Never been arrested. >> Never been arrested. Never once. >> Never. Never been arrested. So when I search you in our police database and your name and date of birth come back with an incident in 2015 with the District of Columbia which is obviously Washington DC. >> That's DC. >> Mhm. >> You said no. Take me on a right now. No. I don't know what to talk about. >> Okay. Okay. Will you see lights? Yes. >> He said he has known Sheriff Sanders for 4 years. That he's he went to Edmonds after he left the sheriff's department, Thirsten County, and he's been with wherever he's at now for 18 months. >> He claims with Edmonds, but they called Edmonds last night, double checked he's not on the payroll. >> Is he So, they had this issue yesterday with this guy. >> Yeah. This is a followup to some [ __ ] last night where he pulled up on Casey and turned on the blue lights. >> What the? >> Yep. No, I know. >> Yeah. >> Is this guy going to jail at this point? >> Oh, yeah. We're taking photos. >> This is insane. Like the the shirt is in the plastic. His reflective vest is straight from GS. >> Yeah. Look, he's got a firefighter helmet, too. >> Jesus Christ, man. We're going to do it all. I >> That's crazy. >> Got my wallet. >> I just want to confirm you're giving us the consent to search the vehicle. >> I just want to hear from you. Yes or no? Are you giving us consent to search the vehicle? >> Y'all are going to tear my vehicle apart? >> We're going to search the vehicle. >> We're going to We're going to We're not going to like >> No, we're done. All right. This We're done. >> No. >> No. Okay. You're not going to tear my vehicle up. Uh, no. >> Okay. >> Apply for a search warrant. Do what you got to do. >> Let's remove the gear. >> Sounds good. >> Solve that problem. >> Okay. >> How does this come off? Is it just like the two two buttons in a zipper? >> Yeah. Yeah. And then uh you should be able to unvelcro it on the side and just take out the lock. >> Okay. >> You said you can take out the velcro on this side, >> the side. >> It's going to work. [Music] Man, my phone's in that uh pocket right there. >> Okay, give me one second. >> Did you ask about the lights? >> What's that? >> Jacob would like to get his Bible out of your car. He's just grabbed the Bible. >> Yeah, he's grabbed Oh, we're not I'm not playing a game with you. I'm not >> Greg grabbed the Bible and uh secure it back up. Uh where do you all go with the vehicle? Are you towing it or? >> Yeah, it's going to be towed by warrant or what? >> Yep. Okay. >> So, it's going to be towed for evidence in pound >> and what are the charges? >> We'll go over that here in a second. >> Can I have uh Sorry. I I don't have period no more. I I uh took a test and it was negative, but I was out sick. So, >> you don't have co >> I did have I'm not sick no more that I was able to return back for a double treatment. >> Uh but my mouth is dry. >> Um drink water. >> Do you have a do you have a clear bag on you? >> Yeah. I got you. >> Is that is the cell phone? Yeah. Do you have do you have anything else in your pockets? Uh like your wallet? >> I I believe I have my my bait on in this side. >> Okay. >> In this pocket. Do >> you mind if we take that out? >> Absolutely. >> And I'm not trying to be [ __ ] or, >> you know, disrespectful. It is what it is. >> Um but I'm interested with why you're saying that I was arrested in Washington DC in Baltimore. Well, cuz >> cuz we we we ran your data earlier, right? Whenever whenever you came up and you contacted uh one of our officers and one of our sergeants earlier tonight. [Music] >> Earlier tonight? >> Yeah. >> I I didn't contact you. >> Yes, you did. >> Oh, with the fire across the street. >> Yep. >> That was we Okay. In my experience, most cops won't really approach an active scene while they're off duty, especially out of jurisdiction. So, whenever you do that, we have you have lights on in the car. You come up, you say, "Hey, I'm Edmonds Police and that you're working an offduty gig for Salvation Army." That raises a lot of flags, right? >> So, hold on, hold on. >> I think it was taken out of context a little bit. Uh but I I was coming on somebody told fire across the street. >> I was coming on. I wasn't armed. Uh >> no one no one said you were armed. Okay. >> But that's this is what raises a lot of a lot of suspicion. A lot of flags get thrown whenever that happens, right? Imagine imagine if you were working, >> right, as in I roll up and I'm like, "Hey, I'm off duty." As I'm wearing like my police badge. It's not really how that went, but um >> Okay. >> I I told him I was doing security over here. >> Okay. >> We're the ones that told him that there was a fire over here. >> Uh and and that was it. I like I I didn't want I didn't do anything else. >> Okay. >> He was there and that's all we needed. I >> But that's this is your area. So, you know, I mean, it's nothing I'm going to do out here or in Florence will do anything. And that's not I've never done that ever. Okay. Well, it's a it's all on camera. Multiple cameras. Okay. The entire >> Yeah. Yeah. We got cameras, too. >> Okay. Oh, I know. We have body cameras, too. So, >> I've never uh >> So, the or uh did anything that >> But you see why that would raise a lot of flags, right? And then when you provided your name to him, obviously, we checked it. We call Edmonds, right? Edmond says you're not on their payroll. Never have been. They don't know you. And then we run a what's called a triple. You know what a triple I is? >> All right. So we run >> NCIC and they >> Well, it's a little more than just NC. >> No, it's a database. Yeah. Yeah. >> Do you want a last hit before we dump this? >> I I would. Thank you. Are you >> um >> are you still talking >> at this time? I'm going to invoke my rights and remain silent. >> Okay. All right. Fair enough. >> We all know better. >> Fair enough. Call that wy law enforcement experience. Huh. >> These are searched, right? >> Yep. This is all stuff. It's cheats. Is that your phone call last time? Walk this way, please. I'm I'm speechless. >> There we go. >> All righty. >> Um I'm so confused right now. Um >> what part is confusing? this whole thing. I mean, I thought that he went to work last night. >> Does he work at Salvation Army? >> What? >> Does he work at the Salvation Army in Breton? >> No. No, he's he's supposed to be Breton Kitsub. >> Doing what? >> Well, I know he's a reserves police officer. That's what he told me. That's the work he's he's doing. >> He's a reserves police officer for who? I I'm so I am I don't know what >> Well, who who did he So, we called Edmonds. Edmonds says that he does not work for Edmonds. Has not they have no idea who he is. >> Okay. So, >> so and they're saying that he is a reserve officer in the Breton Kitap area. So, who is he who does he say he's a reserve officer for? I I know he's he's contracted. That's what he's told me. And >> who is he contracted through? >> I I don't know, sir. I'm I'm so confused right now. I'm just like I said, I just woke up. I thought you were him calling. >> Well, we're calling from his phone, >> right? >> Yeah. Um, I know he was with Intercom and he also was with Isiqua. >> He was working for Isiqua PD >> as a reserves, but I I don't have any paperwork and I I really don't know, sir. I don't know where his his paychecks are coming from. >> Okay. >> Mr. Just gla. You were convicted of it looks like a bomb hoax. >> A what? >> A bomb hoax in 2015. >> No. >> Okay. This says in 2015 you're convicted of hoax by false bomb and you were sentenced to four four months four months in prison. >> What? No. No, bro. Did you get your firearms right restored? So, it's just >> Okay. Your charges today are going to be criminal impersonation in the second degree and unlawful possession of fire. >> I can't I'm I'm hearing it, Paris. I'm >> I'm just trying to hear what you say. >> Your charges today >> Uh-huh. >> are criminal impersonation in the second degree, which is a misdemeanor. >> Uhhuh. >> And unlawful possession of a firearm in the second degree, which is felony. >> Oh, wow. Okay. >> Okay. >> All right. Um, and then do I uh how does the uh court proceed like how what what happens? >> You go to jail and then you'll get to speak to a judge either today or tomorrow and then they'll determine your bail amount. >> Okay. And are these serious charges or >> two felonies? >> Two felonies. >> Mhm. >> What What are the two felonies for? >> Criminal impersonation in the first degree and unlawful possession of firearm in the second. Uh, criminal impersonation, uh, the first degree. >> Yes. Correct. >> That's a felony. >> Yes. >> I thought it was a misdemeanor. >> Criminal impersonation the second is a misdemeanor. >> So, what how did it turn to first degree? >> Uh, it turns out you were taking significant law enforcement action >> where >> at the at the 7-Eleven. >> I I was taking action. >> Yes. There's actually two things that I know of so far. One is that you were kicking people off the property at 7-Eleven and taking trespass enforcement. And two, you're interviewing one of the local transients about a suspicious death at Salvation Army. >> What? >> Yep. >> And all right. Okay. Oh my goodness. A suspicious death. And if you don't mind, like where did that information come from >> from all the people we just interviewed? >> Did Did you talk to a store clerk? We're going to right now >> because I I I I told him I you need to call 9. He called local PD and they know who Yeah. There's nothing I could do. Would you be able to talk to them before you charge me? >> Officer Pippen is talking. >> Okay. Thank you. All right. Awesome. Do you know if he was able to get a hold of my wife? Yeah. He got a hold of your wife. >> And do you know what she said? >> Yeah. She said that you told her that you were coming to work as a reserve officer for Breton PE today. >> Will you guys walk around and see how many people you can talk to that will say, "Yes, this guy said he was a cop." >> Morning. Hey. Uh, at any point uh over the night or anything, did you have conversation with uh that security guard? Did he tell you at any point that he was a cop? >> I No, I guess it was implied >> by the police badges and [ __ ] and he looked like a cop. >> Gotcha. >> Um I'm assuming he was not. >> That is correct. >> Okay. >> All right. Cool. Well, I appreciate it. >> Awesome. Thank you. That makes me feel good. >> Yeah. >> Yeah. Well, at least you don't have to worry about him again >> cuz he's just a guy. Yeah, that's what it seems like. >> Awesome. >> Yeah. >> Random has a uniform. >> There was a guy in kit like this that came into the parking lot. Did you see him? >> He he like kicked a bunch of people out of the parking lot here. >> Did you see that happen? >> No. >> Okay. Cuz we're we just arrested a guy for impersonation of a police officer. >> So he's dressed like us. He's got a badge like us. >> Oh, this police guy. Yeah, >> he said >> he had a gun on his head. >> He said all night he had walking >> all night here. >> Yeah, all night he's walking and around here and this side and B and weapon. >> So, I just had a some I guess follow questions for you our conversation this morning. >> Uh >> I just got out of the shower. My eyes are burning. >> Oh, okay. >> I didn't took a shower in about 5 days. >> Okay. >> Sick, man. I was hella sick. I lost like that much belt size. So when you were talking to that guy right this morning, right? >> So did he like when he came up to your window shining the light in and stuff like that, >> right? >> Um did you get a feeling >> that it was one of you guys? >> Yeah. So that it was one of us >> the [ __ ] out of you. >> Were you getting a feeling like you were being >> harassed >> like questioned during like a like a police investigation like detaining you? >> Lean in there. He would kind of lean in there, you know. He made a suggestion. Remember I told you? He said, "Well, you know, if I ever need something or any information, I know I can count on you." And I'm looking at this guy like >> I can't know who you are. >> Yeah. And then he said, "Uh, then he started, tell me about how he's going to have control of the narcotics department. He's going to be running some of your guys' units. He's been promoted and he's moving up here this way." >> That's all he told me. And then I told him, "Man, you can't, you know," I said, "I don't I don't see nothing. and I don't say nothing and I don't hear nothing, you know. And then he said, "Well, don't worry about it. I know we got to talk later." So, I just left it at that. But then he came back knocking on my window. I said, "Man, I'm trying to go to sleep." He said, "Okay, okay." And then that's when he came back and handed me the pop. It didn't look like I needed no pop. I had Gatorade in my car. So, I'm like, you know, where is he coming? What angle is he coming at me? You know, and I was really concerned cuz I thought he was the police. He had police. But it was so I found it odd that the letters were only about 4 in tall. >> Yeah, they weren't the >> And another thing that I found kind of odd is his uniform didn't uh match. He had gray pants on with a blue shirt or black shirt and I think he had like a some type of solid gray or black undershirt. I just didn't feel comfortable at all last night. I didn't sleep cuz he told me to leave in the morning. I said, "What I got to leave for?" I said I get up and you know look at the lot, sweep the lot lot up a little bit and make sure everybody's doing what they're supposed to do, which is never. And when I look down there and see about eight of you guys, I thought I was like, oh [ __ ] I done pissed him off, you know. >> Oh, you thought we were here for you? >> Hell yeah. I was like, man. But then somebody came and told me that they're arresting the guy, the new the new security. I said, no. I said, no, not him. They said, yeah, he was intimidating last night. He told a couple my friends to shut up and keep walking. But I know the last time I seen him, he was drunk as a mother >> and he was on duty. Everybody knew he was drinking. That [ __ ] was drunk. You can smell it on his breath. You can smell it around him. >> He was drunk. I just never seen him so aggressive and comely so asinine. >> Yeah. >> You know, when he said to me, "Somebody sitting there, there's a girl there, there's a dude there, and there's a girl right there." And he says, I he said plain as I'm saying this, hey man, I know if I need something, some information, I know I count on you, right? >> I just found that brother out like he was trying to set me up or something. >> No, I don't know. I just >> Does it come? >> Did he make you feel like you were like being detained while you're being questioned? >> Mhm. Cuz he grouped himself into my door. >> Okay. So I >> was trying to get trying to get out, right? But he kind of squeezed the door a little clos. I'm saying, "What is this dude on?" You know? >> So standing like right here. >> He was in my doorway. >> You didn't have an option to get out. >> I don't know. >> I'd have to be awful quick and awful fast and awful thin to get past it. He left like maybe 8 in between his thigh and his and the door. >> Okay. >> I couldn't do it. And then I finally said, "Hey man, somebody's up there." And when he turned and looked, he let my door go. I mean, he let this part of the roof go. When he did that is when I inched out and it stood out there. Yeah. And I left the pop inside. You guys never check that pop. >> So that I mean for for right now I mean it kind of seems like Yeah. I don't know. It's like weird but >> I would still check it, man. He didn't give me a open pop or nothing. >> He gave me that pop did not I I purposely turned it nice and slow to see if it would >> and didn't do it. >> It didn't do it. Why would he do that? Yeah. Why did he even bring it to him? >> Yeah. If he didn't ask for it. >> No. And was he surprising me? And I thought a little bit longer on that process. And I said to myself, he wants to make it look like he's giving me goodies or something. Real suspicious. If I would have seen it, I'd be saying the same thing because the way he was just wiggling his flashlight. He was bouncing all over the buildings and [ __ ] all over the car, you know. Man, I'm glad you guys caught. >> So yeah, us too. I'm glad you guys caught him cuz he's been telling big stories. >> I I can tell some stories about that [ __ ] man. >> Michael was charged with two felonies, criminal impersonation and unlawfully possessing a firearm. A criminal record check show he served 185 days for a felony bomb hoax in 2016. His bail is $50,000 and his trial is set for November 3rd. [Music]
