[Music] stop on October 5th 2023 police received a call about children causing chaos inside a facility the report stated that children were out of control screaming throwing objects locking themselves in offices and assaulting staff two girls were in custody while another was missing in custody um Vienna's rights have been terminated the girls are supposed to be in custody they are in runaway status and we need them back in um investigators have gone out to the home and assessed it is unsafe which means that we definitely have we can't um saf plan plus we have to address the fact that we have now got paint on our walls um they've been up on the tables they're out of control tabl and we need to get her assess she has twice said that she'd rather be was going to oh no y taking me nowhere do you have proof of sah saying that you know I there's no proof you have proof you have proof you have proof we' had an we're worried about the safety of these girls doing nothing can I report something too they're letting kids live here and the kids are like doing like I have videos and pictures of them living here and they're they have guns too they said they was going to like and they live here sir and they're not I don't think that's Tech can we Pro department has been calling me when my daughters were having an incident like the one that got tied up we need to focus on is the fact that we have these girls in custody they need to come into what they no little no no happed to that tell said my mom could be my parents the facility was dealing with property damage including paint on walls and children climbing on tables one girl expressed a preference for a different placement but proof of any allegations was unclear an individual mentioned that children were staying in the facility and had access to Firearms a request was made to investigate the situation a department had been calling a person during incidents involving one of the girls a discussion occurred about whether a parent could take custody referencing a fostering connection the parent claimed to have paperwork supporting this what happened today I don't know anything about that no we were doing a fostering connection thing and you said that it would be great if my mom could be my thing so I don't know paper what the called but I have the paper about what you said I'm working on your paper I don't know what's going on but I do know that something is not being I'm going to be completely honest with you you know more about this situation than I I w't from what I come here to learn from the from the lady that I talked to her from what I'm gathering that it sounds like something got reported fly and then my name is in it they're saying that I'm having marks on me you're telling me that your officers have to have reports of me have me on their camera which I'm telling you I not excuse me no why she asked the question why they have kids here I they say I'm doing domestic walking on the table I was right here just talking the whole entire time just walking back and forth talking I was staying at home they're going to force you to get in the car every I'm talking about staying at the you have to stay at the home yeah but they can force in the car you realize I can get rides anywhere from anyone I want right it doesn't matter police so even if they do forces in a car we can just why cuz I'm not going with them I'm tons of kids run away and they get away successfully even Tomas and Tomas is dumb got away every single time you guys will be good I ain't going with him though you don't have to go with him I said you'll be good run way yeah I will I got a whole another year if I could just stay good for a whole another year like I was last time at the facility and whether police could force someone into a car a girl mentioned that others had successfully run away she planned to remain until turning 18 believing this would Grant her Freedom another person pointed out that someone else still had several years remaining in a question arose about whether the facility was closing for the night an emotional plea followed with a girl begging a parent not to leave to come down talk to them about the please and now they want to fight with the teen is that they feel like Andes because a lot of kect I want want you to be honest with me okay do you want to hurt yourself no I never said anything like that just at me just listen to what I'm saying damn stop say yes or no no you want to no you want no you want to hurt anybody else no okay that's all I need stop asking me questions wor about your own this is my job if I have to ask you a question I'm going to ask you a question I don't want to go with him it's simple why can't we just I don't know for certain I do from my understanding according to them it's nothing in this matter this is completely different and this is why the r were I don't want to go with them this is from 2001 and I'm telling you I've come back into custody of my children because theyve sent but they're saying that the police report is something different this is why the so any information that you need just the police telling me to go to the police department there when I was if you're not going to charge them with anything then there's no need for you to be here there's no need for us to be here I I think the only problem is mom mom needs to leave okay cuz she's not a custodian here she needs to go she doesn't have custody over these three she doesn't need to be here she ain't in custody she's persisted a person was forcibly removed from the building while protesting the treatment of the children another resisted arrest struggling against officers made mistake trying to Fig out I made a brother you sure yeah I appreciate you they cannot control it and it's like this all the time well the thing is is was was getting to the point we respond here every day I know you do we arrest them for something every day I know you do and and there's no bed now now it's getting worse my guys my guys are getting bit by people we're now we're having to physically run after them it's so are these workers every day yeah so something needs to happen so so here's the situation that we have they are refusing the placements that are offered which I guess they can I thought I thought they were juveniles I thought they can re I thought they have no say we're trying we're trying so hard there's no male beds there might be female beds in detention so we'll have to let this man is the one you need to talk to for that okay um there's no placements that will take some of them and we can't put them in we can't force them to go because there isn't a medical reason for them to go so legally we can't put them in like an RTC a residential treatment or a group home because they're not medically need needed this isn't classify as medically needed well her she's she's Hospital materal like like but all of them habitually breaking rules habitually breaking the law that's not a that's not a medical issue they something's not clicking like no it's not and and that's the problem and that and because they're over 14 they have the ability to refuse Medical Care officers discussed the ongoing issue of frequent disturbances at the facility the location experienced daily incidents requiring police intervention leading to arrests staff and officers faced assaults including biting concerns grew over the inability to house individuals properly efforts to place them in facilities failed due to Legal restrictions some had refused offered placements worsening the situation not placement but Medical Care and so that's why we can't do anything so when they when they do act up where we can get something where they might be detained we try to call and get them detained but now because the governor wants all the gun people in ja get them in jail we're going to have to figure out something because somebody's going to get seriously hurt already and it's not and it's not going to be us I guarantee you that cuz if they keep on doing what they're doing right now they are going to get seriously hurt we explain that to the kids every day and this is how they act cuz like my guys are getting very frustrated on coming I are so are we we're scared we don't want to come to work we don't want to come to work I don't want to work here in that I'm a licensed Master social worker I don't want to work here with that yeah it shouldn't it shouldn't come down to one two but I can't do we have like 10 we have 10 police units out here I'm happy okay but it it shouldn't have to come down to this I know that but we can't do anything with them we're not allowed to put hands on them we're not allowed to put them down on the ground we're not allowed to do anything I wish yall were because we can't you guys are the only ones that can do that that's why we call because when they get out of control like that we can't help we can't control them all right so and when they're drunk and high we you can't control them either so all three girls under arrest right uhhuh okay so two of them for Aro or what what I know the one that ran is Aro for sure that one's Rio and Battery against me on me she bit me yep and battery on the on the cfd worker okay this other one that we handcuffed in here what is she under arrest for I have no idea just been there okay she's just detained so she didn't obstruct anybody or anything no okay all right so we will release her back to them okay since like no which one the one that we handcuffed that was in this building that's the one that pushed somebody no wait wait wait not not the one that was on the floor in here but the one that was in this building she pushed who did she who did she push she pushed Teresa the one in the in the ambulance so Teresa's at the hospital yes Teresa Goodwin okay somebody hey I need somebody to go to Eastern go talk to Teresa goodwi she got pushed by the girl that we handcuffed in here and that girl was threatening everybody okay the one here all right so we need somebody to go talk to uh so the one that has your cups on huh the one that has your cuffs on it no uh those are actually rman cuffs okay well she's in the back of this unit okay all right transferred her over there okay you need anything else
