on September 15th 2023 at around 1:20 a.m. officer Westerman saw a lady driving badly the car was turning without using its turn signals the officer stopped the car in a parking lot the driver and 19-year-old woman smelled like alcohol and had red watery eyes she didn't have her driver's license but gave the officer the car's registration merid also had blood on her hand but didn't explain much while talking to the officer she was distracted and kept talking on the phone my name is Officer Westman stop is being recorded the reason you're being stopped was a few things so when you turned onto California Street you didn't use your turn signal then you almost hit a curb then you made a left hand turn here onto a street again not using your turn signal okay I'm sorry were you just distracted
