on January 12th 2023 officer Jack lrey of the Bloomington Police Department was patrolling an interstate highway in Minnesota as part of his duties while on patrol he reportedly observed a vehicle occupying the center lane instead of moving into the proper lane officer lawrey chose to follow the vehicle for several minutes and ultimately conducted a traffic [Music] stop incident assigned [Applause] [Applause] hey man how's it going do you have driver's license proof insurance I got you reason why I stopped you I saw you on the uh Center laning there for a little bit want to make sure get the drive I'm watching traffic we have people with no headlights ask me officer laughrey approached the driver identified as Ricky Eugene pouncil a health and fitness entrepreneur Mr pouncil was informed by officer lawrey that he was pulled over for driving in the center lane and the officer wanted to ensure he was fit to drive in response Mr pouncil confidently stated to officer laughrey that he was perfectly capable of driving and had been CAU due to other vehicles on the highway without their headlights on notably the road conditions were icy making cautious driving appropriate where you head to tonight home are you still [Applause] Egan sorry what was that that's my uh I got you is this a rental car yeah is this the rental agreement or is this just the do you have the rental agreement I don't have the revised one no but I I rent them have got you I I said I was going to tell you a while a way back but the radio has been bouncing all crazy like I could get on the air till we got here so it's a little bit safer spot time we get hit by a car you know what I'm saying um you like all Val everything like that all good to go right with valid license everything I'm just I'm going to run you second I want to make sure okay following confirmation of Mr pel's valid driver's license officer lawrey inexplicably prolonged the verification process and engaged in unnecessary background checks following the arrival of Officer Taylor hus officer lawrey alleged that Mr pouncil was exhibiting uncooperative Behavior despite previous signs of compliance officer lafrey attempted to justify his suspicion by pointing out that Mr pouncil was traveling 55 mph on a road with a 60 MPH limit a claim that was without Merit it is becoming increasingly apparent that officer LA's unwarranted suspicion was based solely on the tattoos on Mr pel's face and underscored an unfounded assumption about his character license status valid ncic person [Applause] clear hey there ja what's going on um it's an interesting one rental status 4876 um can you send me a Crim history the name of the [Music] notes um rental car pretty distinct reaction to my to uh my presence and then going like 55 in Middle Middle Lane and um look at this dude's picture uh he uh wasn't really Cooperative with me at all didn't want to tell me where he was coming where he was going and uh let's see could probably could be just cuz he's been pulled over a lot but it could be just cuz he's probably been pulled over a bunch but anything got like MP or anything uh just PA courts um conviction of a felony of coercion so in 2010 and nothing since then so I don't know that's like traffic stuff but nothing else so shortly thereafter officer laughrey expressed a desire to do a quick 25 check on Mr pouncil indicating a plan to search both Mr pouncil and his vehicle in the hopes of finding something incriminating this suggests that officer lawrey was inclined to conduct unwarranted searches and to build an unsubstantiated case against against Mr pouncil just going do a quick 25 check and who [Applause] knows there's some Luggage in the back seat too there's what uh like some not like couple bags in the trunk okay area but just from PA courts and like everything like that nothing too crazy that I can see someone else the officers spent minutes on their phones seemingly reviewing Minnesota's laws possibly looking for ways to exploit the situation after officer lafrey stated his intention to pull Mr pouncil out due to perceived lack of cooperation Mr pouncil rightfully skeptical eventually agreed to step out officer L's actions attempting to search without a lawful reason appeared to violate the [Applause] law the federal time I'm going to he didn't seem super Cooperative so I'm just going to pull him out and try talk him about here I'm go this [Applause] way Ricky right all right hey Ricky I got no intention of writing any tickets I'm going to talk to you back here for a quick second we'll get you out here all [Applause] right we just talk to you back here just about you're coming and going want to make sure we're on the same page I just want to either pat you down for your saf um officer LA's eagerness to search Mr pel's vehicle was evident when he shamelessly requested permission claiming it was to confirm or dispel suspicion Mr pouncil adamantly refused consent but officer lavy persisted threatening to bring a K9 unit despite lacking Reasonable Suspicion as no tickets were initially mentioned Mr pouncil eventually consented to end the situation and continue home so the reason I'm trying to talk you out here is when I try tried talking to you the first time you didn't seem super like I tried asking you where you're coming going you know you said you're headed where back home going home in is home Egan no I have a house over here man I mean all those questions really not necessary well again I mean can I get your I need your anything suspicious despite his efforts officer lafrey found nothing illegal in an attempt to justify his action officer laughrey seemingly came up with something though insignificant to further take nothing like that all right Officer lawrey proceeded to question Mr pouncil about his vitamins and even went as far as searching for them to ensure they were not illegal adding to the embarrassment officer lafrey went back into Mr pel's vehicle to scrutinize the vitamin before finally allowing Mr pouncil to continue driving home following the incident Mr pouncil up uploaded the body cam footage and launched a GoFundMe campaign providing additional details according to Mr pouncil Officer lrey had stated in his police report that the stop was prompted by observing multiple criminal indicators despite Mr pel's complaint the Bloomington Police Department allegedly neglected the matter stating that they had reviewed the video and decided not to take any action at that time as of the current date Mr pouncil has not indicated any plan plans to file a civil lawsuit against the officer or the department
