on October 5th 2023 Miss Kelsey was walking with her husband to a local store for groceries when she encountered Sam Ford the police chief of Lynn Missouri recognizing him from a distance she expressed her displeasure and realized that Chief Ford was following her as she entered the store worried she began recording with her cell phone in 2021 Miss Kelsey was stopped by a car without license plates belonging to the Lynn police department and she never found out why hi hi you're we're we just parked we're just want to make sure okay this is a private driveway and I'm here to work okay so that's all 11:24 9 so we're just checking okay janitorial janitor here to clean I've gone through this multiple times now with you guys okay that's all I've never seen you here okay well I'm however Chief Ford's behavior of following her around the store as if she had committed a crime remains perplexing hold on what what was that you see your ID for what uh because what you just did is Kelce to identify herself however Miss Kelce promptly refused to provide any form of ID the officer then asserted that this refusal would result in another charge failure to identify in Missouri individuals can be ordered to provide identification but it is not an unlimited right law enforcement must have reasonable suspicion that a person is engaged in wrongdoing given that Miss Kelsey had
