No, turn around and put your hands >> YOU'RE TOUCHING ME. DON'T >> PUT YOUR HANDS BEHIND YOUR back or you're going to get >> [laughter] >> Joel here with Body Cam Breakdown TV. Today's footage comes from Body Cam Pro. If you want to watch the original video without my commentary or breakdown, I'll have the full footage linked below so you can watch it start to finish. Today's video starts with an officer approaching a parked vehicle after noticing what appeared to be illegal window tint. But when the officer makes contact, the driver quickly becomes confrontational and refuses to provide identification. The breakdown starts now. >> Do you see where I'm from? >> No, because you're >> Take your license out and show me it. Who are you to ask me? >> Hey, how you doing? Relax. Relax. >> NO, BECAUSE WHY ARE YOU APPROACHING ME? WHY ARE YOU APPROACHING ME? >> STOP. STOP. STOP. Why are you yelling? Why are you yelling? Yeah, nobody's yelling at you. >> Okay, but why are you approaching me? >> Driver's license, registration, put your hands 80-37 Relax. >> Okay, and is my Is this car moving? Is the car moving cuz you start you car you recording and you stop and record. >> Her level of aggression is making a routine conversation much harder for the officer to manage. Even her boyfriend's attempt to calm the situation isn't changing her behavior, which means the officer now has to focus on keeping the interaction controlled while still trying to address the original issue. >> Is the car moving cuz you start you car you recording and you stop and record. >> No, I just started recording, ma'am. Driver's license, registration, put your This doesn't have to go that way. >> Given you a ticket. >> You want to >> Hey, bro, like why y'all got to mess with people for? >> She got out of the car and started yelling at me. >> What is going on? to be here, bro. I just came to get some gas. >> We're here. >> You don't have to see anything in my car. >> We're here every day. Cuz I went to pee. Can I come over here? >> OKAY, LEAVE ME ALONE, BRO. >> I can't even come to get your car. >> The driver's aggression and decision to keep walking away are preventing the officer from getting the basic information he's asking for. At the same time, her boyfriend is questioning why officers are involved at all. So, the officer now has to manage their frustration while trying to keep the contact focused on identifying the driver. >> I'm done. Driver's license TURN AROUND AND PUT YOUR HANDS BEHIND your back. You're under arrest. Stop going in your car. >> I'm getting my phone. >> Do not touch me. >> I'm getting my phone. >> Stop. Stop. >> Hey, no. >> STAY OVER THERE. >> NO. >> STAND UP. STOP. >> Do not touch me. >> Do not touch me. Do not stop. Then all you have to do is give me your driver's license and registration with you. >> What's the reason that you approached me, huh? What are you the reason that you approached me? >> Driver's license. You got When the passenger suddenly reaches back into the vehicle, the officer immediately has to pay attention to what he's reaching for, even if it turns out to be his phone. Officers generally want people to avoid unexpected movements into a vehicle because they can't immediately know what someone is trying to retrieve. With the driver still arguing over the reason for the contact, the officer is now managing both the verbal confrontation and the passenger's movements at the same time. >> What are you the reason that you approached me? >> Driver's license. >> Reach in your pocket. >> Mike 22, can you advise our 94 please that's walking? >> Do not REACH INTO THE CAR. DO NOT REACH INTO THE CAR. STOP. >> DO NOT TOUCH ME. >> NO. >> DON'T TOUCH ME. >> DO NOT REACH INTO THE CAR. >> DON'T TOUCH ME. DON'T TOUCH ME. >> STOP REACHING INTO THE CAR. JUST COME OUT. WITH OFFICERS already focused on arresting the passenger, the driver reaching into the vehicle creates another concern they have to manage immediately. The officer can't know what she may be reaching for, which explains why the command suddenly become much more urgent. By ordering her to stop reaching and get out, the officer is trying to eliminate that uncertainty and gain control of the situation. >> Don't touch me. >> Stop reaching INTO THE CAR. >> DON'T TOUCH ME. DON'T TOUCH ME. >> STOP REACHING INTO THE CAR. JUST COME OUT. >> NO. NO. >> I'M GOING TO DRAG YOU OUT. >> NO. DO NOT TOUCH ME. >> STOP. >> DO NOT TOUCH ME. >> STOP AND GET OUT OF THE CAR. >> DO NOT REACH INTO THE CAR THAT I DON'T SEE. >> OKAY, IT WAS THE REASON >> GET OUT OF THE CAR NOW. >> NO. >> AT THIS POINT, THE OFFICER HAS given her a direct command to get out and she is openly refusing. That refusal keeps the officer dealing with the same uncertainty that caused the command in the first place, especially after she was already reaching inside the vehicle. The officer is trying to gain control of the situation, but her refusal is preventing THAT FROM HAPPENING. >> NO. WHAT WAS THE reason of you TOUCHING ME? >> GET OUT OF THAT CAR. I DON'T KNOW WHAT'S IN THE CAR. >> TOUCH ME. >> GET OUT OF THE CAR. >> I DON'T GIVE A DAMN. DON'T TOUCH ME. >> STEP OUT OF THE CAR OR NONE OF THIS IS GOING TO MATTER. >> NO. OKAY, IT DIDN'T NEED TO HAVE TO HAPPEN IF YOU DIDN'T APPROACH ME, would it? >> Stop. GET OUT OF THE CAR. >> LIKE I'M HOME. WHAT'S THE REASON YOU APPROACHED ME AND APPROACHED >> I TRIED TO LEAVE YOUR GIRL ALONE IF SHE WOULD JUST GET OUT OF THE CAR. >> I'M JUST ASKING FOR DRIVER'S AND REGISTRATION. WHAT IS YOUR REASON? >> This level of refusal is pushing the situation in a direction that's becoming harder to de-escalate. The officer is giving her a clear command and every continued refusal leaves fewer options for resolving this through conversation alone. If she keeps refusing to cooperate, the officer may have to change how he handles the situation. >> Like I'm home. >> I GOT MY TASER. >> TOUCH ME. TURN AROUND. I'M GOING TO TELL YOU. OKAY? >> I'M GOING TO WANT TO PUT YOUR HANDS BEHIND YOUR BACK. YOU ARE UNDER ARREST. >> I'm not. >> YOU ARE UNDER ARREST. Put your hands behind your back. Do it. >> Don't touch me. You can't do what you trying to do. >> No, I'm going to do it. If you You're making this difficult. Put your hands behind your back. >> No. >> Come over here, please. >> No. >> Stand up. >> No, but you can talk to me. >> She's offering to talk now, but the interaction has already moved beyond the point where the officer is simply trying to get her cooperation through conversation. Once the officer has told her she's under arrest, refusing to allow the handcuffs doesn't stop that process. At this point, the officer's priority is gaining control and completing the arrest as safely as possible. >> No, turn around and put your DON'T TOUCH ME. DON'T >> Put your hands >> I HAVE MY BACKPACK. LET GO OF ME. LET WHAT'S WRONG WITH >> STOP. DO NOT KICK ME AGAIN. >> RELAX. >> DO NOT KICK ME AGAIN. >> BREAK MY ARM. BREAK MY ARM. >> I'M GOING TO >> DO WHAT? BREAK MY ARM. BREAK MY ARM. >> NO ONE TRYING TO HURT YOU. >> DON'T GO BACK THERE. GIVE ME THAT. >> RELAX. >> I HAVE MY WHISTLE. NO. NO. NO. NO. NO. >> STOP. >> MY WHISTLE. DON'T TOUCH HEY, CAN YOU ALL RECORD ME? >> NO. >> STOP. >> AT THIS POINT, her resistance is turning what could have been a controlled arrest into a physical struggle. The officer is trying to secure her in handcuffs, but her continued resistance makes that more difficult and increases the risk of someone getting hurt. Let's see how this plays out. >> Stop. >> Somebody record me. >> I'm going TO PEPPER SPRAY >> STOP. >> STOP. >> STOP. >> I'M GOING TO PEPPER SPRAY. >> STOP. >> I DON'T WANT YOU TO TOUCH ME. >> STOP. >> BABY. Can I Can I GET HER? >> PUT HER IN THE GROUND. Nobody wants to do this. >> I'm going to pepper spray. LET GO. >> NOBODY WANTS TO DO THIS. >> LISTEN. LISTEN. >> I'M GOING TO PEPPER SPRAY. >> Slow down, bro. >> Roll onto your side. >> The driver was taken into custody following the struggle with officers. Her boyfriend was released without any charges. The driver was charged with battery, resisting with violence, and unsafely operating a motor vehicle. According to the case outcome, she was sentenced to a $344 fine. What started as a conversation over the vehicle became much more difficult once the driver repeatedly refused the officer's commands and resisted being taken into custody. What are your thoughts on how the officers handled this interaction? Let me know in the comments below.
