You need to I need to call. >> No, you need to You're about to go in handcuffs. >> Joel here with Body Cam Breakdown TV. Today's footage comes from police release. If you want to watch the original video without my commentary or breakdown, I'll have the full footage linked below so you can watch it start to finish. Today's video starts with an officer pulling over a driver after seeing the vehicle go through two stop signs. What begins as a routine traffic stop quickly turns into a more difficult encounter as the officer tries to deal with the driver. The breakdown starts now. >> Yes. Relax. >> No, >> you are not saying that to me. >> I need you to take a breath. >> I stop at the behind the >> And you're making this way harder than what it needs to be. >> I stop behind the stop. >> Driver's license. >> I stop. >> You need to step out the car. >> No, I'm getting my driver's license for you. >> Don't open the door like that cuz I don't know who you are. I don't know what you have on you. Ma'am, >> I need to get my driver's license. >> Okay, but before I can't have you just reaching over the car. I can't have you reaching all around. >> You asked me for my driver's license. >> I understand that. But I when I first walk up, >> at this point, the officer is still trying to get the driver's information and move the stop forward. When she suddenly opens the door, he appears to quickly close it, keeping the contact controlled while he continues trying to get her cooperation. >> All right, I'm going to open the door. Do you want to get in? >> No, I'll open my door. >> Okay, go ahead. I don't ever roll from stop sign. I'm almost twice. >> I stopped behind the stop bar and I rolled forward to have a clear view of oncoming traffic. >> You have a registration here. >> I would have to pull everything out of the truck to get a period. Yes, I have a registration. My registration was signed a license plate and I've been >> The officer is still trying to accomplish the most basic part of this stop. Getting the driver's information, but instead of providing it, she continues arguing about the stop, keeping the officer from moving the encounter forward. >> I lost everything twice in a store and trying to be a handy person in a truck where people can steal [ __ ] and it gets ruined in the rain. >> I'M NOT YELLING, I'M CRYING. Please get a agent on the phone right now. >> Everything okay? >> Hey, ma'am. I want I'm going to talk to you. I'm going to I'm going to talk to you a little bit about this. All right. >> Stay right there. >> I'm just going to explain to you a couple things on the other side. >> I'm staying right here. I don't feel safe with you guys right now at all. I don't feel safe with any of you. >> The officer now wants to continue the conversation on the other side of the vehicle. And with them standing in the roadway, that would move the interaction away from passing traffic. But she refuses to move and says she doesn't trust the officers, making it harder for him to reposition the contact to a more controlled location. >> I'm staying right here. I don't feel safe with you guys right now at all. I don't feel safe with any of you. >> Feel safe. It's going to get >> You guys are I I don't even know. >> Are you Key West police officers? >> Yes, we are. So, look, you can come over here with us. We'll talk, but if you refuse to >> I I need you guys to back away from me. an hour. So, I'm trying to be polite and >> I'm going to be polite. I need you to back away from me. >> No, but we're not going to do that because you're out of service. >> The officer is now making the choice clear. Move out of the roadway or risk being placed in handcuffs. He's giving her an opportunity to cooperate before taking the interaction any further. Let's see how she responds. >> I need you to back away from me. >> No, we're not going to do that because you're outside. >> Right now, the rules are made by you. >> Let's keep going. When a woman's been assaulted, the rules are absolutely all about that right here. >> About my time. >> You're not standing by your car, man. I'm trying to be nice. >> Please stop. Just stop walking on me. >> Get away from the car because we're >> Just don't walk on me. >> Okay, we're not on you. I'm next to you. >> Oh my god. Are you kidding me? >> She appears to be moving where the officer directed, but the confrontation itself hasn't settled down. She continues pushing back and telling the officers to get away from her. So, they're still trying to gain enough cooperation to keep this contact under control. >> Please stop. >> Please stop walking on me. >> No, get away from the car because we're going to >> Just don't walk on me. >> Okay. Well, I'm not on you. I'm next to you. >> Oh my god. Are you kidding me? >> Can we just talk over here? Can you just relax? >> Talk to me. >> Okay, but I need you away from the vehicle. I don't know if I just come over here. You're making this way harder than >> you need to I need to call children. No, you need to. You're about to go in handcuffs. >> That warning makes it clear the officers are reaching the end of verbal attempts to gain her cooperation. Her continued confrontational behavior is giving them little reason to expect this interaction will become more controlled on its own. The next few moments will depend heavily on how she responds to that warning. >> You need to I need to call >> you need to you're about to go in handcuffs. >> Cuz you're moving around so much. I don't know what you have on. YOU GUYS, I WAS ASSAULTED BY A MAN. I CAN'T HELP SOMEBODY I know. Don't touch me. >> I do not want to hurt I don't want to hurt my own. JUST DON'T TOUCH ME. LET GO. PLEASE LET GO. Please let go of me and back away. >> Going to let go and I asked you to stay away from me. What's wrong with you? >> You were about to go face down with your hands behind your back. >> Getting her to the ground hasn't ended the struggle because she's still not cooperating with the officers trying to secure her in handcuffs. The officer is now making it clear what continued resistance could lead to, giving her another opportunity to cooperate before they have to take the situation any further. >> I asked you to stay away from me. What's wrong with you? >> You about to go face down with your hands behind your back. I do not want to hurt you. >> Stay away from me. You are a strange man. Stay away from me. You're a strange man. Stay away from me. You're a strange man. I am scared right now. Okay, we'll stop. >> Stay away from me. >> Please stay away from me. I >> try to relax. >> Stay away from me. >> Okay, try to relax. >> Stay away from me. >> She's still making the handcuffing more difficult, but the officers now appear to be gaining control of the situation. At this point, their focus is getting her secured in cuffs so the physical struggle can come to an end. >> Stay away from me. >> Are you kidding me, guys? Man, we're just >> I PRAY TO GOD YOUR MOM OR YOUR WIFE OR YOUR SON SOME GIRL WOULD NEVER HAVE relax >> back away from me. Please >> I'm about to hurt you. >> Away from me, please. >> She's forcing her way down there. I don't want to hurt her. >> You ever told me your name? >> You have my ID. >> I don't have your ID. >> I don't have your I'm going to walk you over here. Okay. >> Yeah. No, I'm Yeah, I'm way past ma'am. >> Jesus, >> don't drag your feet. That's resisting again. Just walk. He's telling you to walk. >> The incident ended with officers getting the woman under control and taking her into custody. She was charged with resisting an officer without violence and failure to obey police. Prosecutors later declined to move forward with the failure to obey charge while she submitted a written not-uilty plea to the resisting charge. That case remains pending and there has been no conviction. What started with the officer simply trying to get her information became increasingly difficult as she continued pushing back against his directions. Once verbal instructions were no longer gaining cooperation, the officers shifted their focus toward physically bringing the situation under control. What are your thoughts on how the officers handled this encounter? Let me know in the comments below.
