She waited until she saw the lights and then she fled. >> Mhm. >> Okay. Yeah, this is Yeah, this is a fake driver license. I just realized it not. On July 22nd, 2025 in Hoboken, New Jersey, a woman walked into TD Bank with a fake ID and a funeral story, already having pulled $7,868 from another branch the day before. She came back for 9,540 more. The real issue is not that the fraud happened. [music] It is how fast a coordinated bank and police response shut it down mid operation. Ma'am. Ma'am. Ma'am. Excuse me. Ma'am. Ma'am. Bam. Excuse me. Excuse me. How you doing? >> I was just calling you. Can you stop for a second? >> Yeah. >> Okay. So, uh we just got a call for uh TD Bank. >> Okay. >> Uh female fitting your description. All black blonde hair with two braids in her hair. Uh that an incident happened inside. Do you know what happened inside inside TV bank? >> No. >> You don't know what happened? Yeah. >> Did you go in there? Did you present anything that >> could have been Mr. Shu that you're not the person that you think you are that you're saying you are? >> No. >> What's your name? >> Kay. >> Haley. >> Kaylee. >> Haley. Haley. Haley. What? What's your last name? >> Mosen. >> Mosen. Let us fit that description right in front of >> So what was >> So what what happened in there that prompted them to call us? >> Can you have another uniform so that uh one of us? >> No, they just told me to wait. They told you. What is what is it that did you present something and then they said it was it was off? >> Did you talk to them? Did you just leave and they said okay? >> They told me to wait. >> And did you did you wait or did you just >> And what did they tell you? Did they say anything before you left? No, >> not your name. >> Okay. Um, do you mind waiting here with my officer while I go in there and talk to him, see what's going on so we can get to the bottom of this? >> Yeah, he's on his way here, too. >> Okay. You You good? You good? All right. I'll be right there. 251. Uh, Bianca is going to be with that female. I'm going to be headed into the bank to uh see what's going back up the please call me. No. >> Somebody call >> this car. >> I don't. >> So, this is what was presented to us. We have information that there's an attempted imposttor for this customer's account. They were already identified in a different store uh up in Mawa, New Jersey a couple hours ago. Attempted and did successfully remove money from an account. We contacted the account owners. They said the real person is in their home right now, not in bank. So this is a suspected imposter with fake identification. male with gray hair. >> This is the person's name that is on the account. >> Correct. >> Also, >> that's not that's what we're being told, but this is not the real person. >> Okay. >> Andy, I'm right across from >> now. You said you spoke to the people that >> we were able to contact the owner. There's two owners of the account. We were able to contact the other owner. calendar states that person's in their house right now. >> So the the phone numbers that are attached to the account, >> you're seeing both of those. >> We were able to access the other party. >> This person's information appears to be compromised. >> So the other account owner right now is bank requesting >> our fraud fraud department situation who then requested we contact the police because we have the impersonator here. So she's suspected this person. >> Okay. >> Okay. All right. >> And now I don't know what the actual >> number is 64391. >> Imagine that's probably this person's actual picture on >> right >> cuz this is her. >> That picture looks like her. This is her >> 100%. >> But I don't have a copy of what the actual customer looks like. Just the identification which is a match. >> Right. >> 251. Sorry. >> Yeah. >> 251. >> Go ahead. >> All right. Um, can you take this DL uh number and just uh run it to see what uh what comes up? Right Yeah. >> So now when she came in, what did you tell her when she came in? Did you did you say anything to her like um like you told her to wait? Oh, so they were attempting to identify her and then we noticed the account flags all being blocked for fraud. We contacted a fraud department and said there's a person attempting to access funds. They already did today. Um, we contacted the store. They explained what the person looked like. It's match. They explained the story that the person told them for the withdrawal. Same story was match. Um, we told her that she needed to step aside for additional authentication steps. She waited until she saw the lights and then she fled. Mhm. >> Okay. Makes sense. Um, I'm running this driver's license just to see what comes up. >> Color's off, but I know sometimes the printers are weird. So, the new some new driver's license, they feel weird. Yeah, this is Yeah, this is a fake driver license. I just realized it. >> I am not a document, but it did appear. Mhm. Just give me one minute. >> The pivot point comes when the officer examines the driver's license and calls it fraudulent. Under New Jersey statute 2C col2-2.1, possessing a fake governmentissued ID is a fourthderee crime. The officer admitted he was not an expert. Under Illinois versus Gates, probable cause is judged by the totality of circumstances, not certainty. That admission is protective. It keeps the finding grounded in observable fact. Combined with the co-account holder confirming the real person was home, the fraudulent ID tips the scale from suspicion to probable cause. And what the officer does next locks the case. >> 251 supervisor. Roll this way. Here we go. Um, you have ID. Did she speak to you? >> Uh, no. I haven't spoken to her. >> You haven't spoken to her? Who? Who did she speak to? >> Tell us. >> Okay. I need who she spoke to. >> Okay. >> This is a little more important than what's going on. >> Sorry. >> I I understand that. But you got possible arrest going on. Possible identity theft. I think that's a little How you doing? So this female >> okay so >> 13 I'll be making bank in regards to prison transport back seat was checked clear and any mile 181 >> 018 she gave me >> it looked like fraudulent to me and then when I did a triple spin like without a debit card she entered a pin number it was good and when I checked Uh the account has to offer 7500 yesterday and I was like why you want to withdraw 9,000 today? She said because my it's my mom's funeral and I need uh money from my mom because she just passed away. >> Okay. So she 9,000 she requested to >> 9,540. >> 9540. >> Mhm. Um, >> and you said that when you look back at the account, there was already a a withdrawal >> 7500 something. >> Um, yesterday she said she did um >> 329. >> Yeah. 87,86 >> 168 the what? So from a TV bank >> today it's still like not posted yet. I think she did it yesterday. >> Yesterday? >> Mhm. >> And it was at a different branch. >> It's not showing right now. Let me check. Which branch was it? Um. >> Um. >> Yeah. Volvo's coming over here. I'm It's most likely going to be a 25. I just want >> Sorry, John. Sorry. inside. >> Uh, no. I mean, it's pretty clearcut. The lady, she came in here, it's clearly a fake ID. >> Um, she came in here requesting to withdraw $9,540. >> When they asked for a bank uh uh card, debit card. She didn't have one. >> Uh, when she showed ID, she gave the fake ID. Um, the names matched up to the account. she got the right PIN number, but it flagged that she also uh withdrew $7,868 uh yesterday through a TD bank. So, the deals that she had I didn't I didn't get a readback on that one yet. >> Pretty sure it's fake. >> Yeah. No, it's fake because of the the D. Um Sergeant Sergeant Barbara was here. >> Yeah, she gave Yeah, she gave it to She gave it to them. So yeah, I just wanted to clarify that. All right. All right. You called cuz you know you were a little tied up. So I was a little tied up. I said you called just Yeah. So yesterday she um at a different uh location >> she withdrew $7,868 from this account. >> She did um withdraw from Ma7. >> Ma. >> I can. >> Can you write down the address? Yeah, that'd be great. Um but this is clearly a fake ID. I didn't when I looked at the name. Well, I looked at that when I looked at the name. I was like, "Okay, this is clearly a fake ID." >> So, theft, forgery, >> identity, theft, >> false documents. >> Yeah. >> 1:43 p.m. >> 1:43 p.m. >> Yeah. >> Okay. So, yeah, she's >> What do you need? >> I to be completely honest, >> I just wanted clarification. I just wanted a second opinion to make sure I was making the right decision. started because she was just here. She waited for like 7 minutes and then >> once she heard the lights >> Yeah. and she just ran and it's like >> what happened? Yeah. >> Okay. >> Yeah. >> She left behind. >> Okay. >> Her out there. >> No, this is 100% her out there. >> It was like somebody in the bank verified that we have >> Yeah, they gave the right to they gave the the description. All black, blonde hair, two pigtails. >> So, have you gotten anything back yet? Will you be if you go outside, would you be able to say yes, that's her? >> Can you tell? >> Absolutely. >> Cuz I called I called uh time. I didn't know he left. >> I said what? >> This guy basically arrested himself. >> Yeah. 251. >> Yeah, I'm going to need it. Just I just Yeah, real quick. If you could just identify. All right. 251. That uh driver's license number that he gave you. How did that come back over there? To the right. >> Yeah, that's right. >> Okay. over 80. >> All right. >> And they said that they called they got information from the account holder. Um the other account holders, there's two of them. And when they called, he said that the person that they're she's claiming to be is in the house with them. >> Okay. So, um, did she get any money today? >> No. >> From No, no money from you. >> No money. Not even. >> All right. >> Anyone interested in OEP starting at 4:30 in Jackson, please go and >> I'm going to come back in just to get the full story. How much did she try to take? >> How much did she try to take? Uh 9,540. Claiming that it was uh her mother passed away and she needed money for a funeral. Search bag place under arrest. You want to tell me your real name? >> Haley. >> Haley is your real name. All right, 13. We're going to have It will like Yeah, that and our products. >> You got to get you new clothes. >> Besides you, I'll buy you a book. >> I'll buy myself a book. >> Yeah, I'm not broke. >> Is your birthday coming up? Be a gift. No, my birthday pass [bell] 12. Can I play? Who's ready? Your name is Taylor. You check the back slot by behind the back. >> No, not yet. Come on. Thank you. Be advised property recovery. Is it a seat right Don't have fun. All right. >> Oh, it's going to be cold in there. Just Yeah. >> Wow. There's stuff in the the trunk. >> We're going to Apple test cuz they had another one in the processing room. There's a lot of [ __ ] that goes on. >> Yeah. Just hold on one second. Spread your legs for me. Actually, just actually chill out for a second. >> Just watch real quick. Put this away. >> What? >> Can you watch a second? Yes. >> Did you guys get um identification from this camera on scene? >> Um we found her ID and it says Britney on it, but she's still like been telling us that her name is Haley. So, we might have to do the >> I'm just trying to That does not look like her at all. >> But I'm going to give you the other ID that we that we found in her. Um, >> this girl's 58. >> She No, she is tall, but that she doesn't look like her at all. Like that picture. That's Haley. That's Haley Nick. Whatever. >> Haley's 5'8. She looks pretty tall. >> Yeah, she looks like 6 foot7. All right, love. Stand up for me. Spread your legs. When I release Bravo 8, >> thank you. Hey, uh, Rose, can you step back in love? Open your mouth. Tongue up. Tongue down. Have a seat. Give me one shoe at a time, please. >> Put this one back on. >> I'm too bad. >> Get this other one. >> Be advised. I'll be with you covered. >> You can put this back on. Uh, do me a favor. Start. I know you can't take your gear, your gauges out, but take off the earrings, necklace, and your anklet. >> You'll get everything back once everyone. Are you left or right-handed? Right. Okay. >> Uh, your nose ring off too. >> I can't take my nose right now. >> Yeah. Yeah. No. All right. Let me get one hand. >> You said you're right handed, right? Yeah, I'm going to take that one just in your rest. >> The initial contact outside was a Terry stop under Terry versus Ohio. A bank tip describing a suspect matching this woman's exact physical description clears the reasonable articulable suspicion bar. Under United States versus Mendal, a person is seized only when a reasonable person would not feel free to leave. The early contact was conversational. The suspect agreed to wait, keeping it on the right side of the Fourth Amendment. when she gave the name Kaylee McCclawen voluntarily under Hibel versus 6 Judicial District Court of Nevada, providing a false name during a lawful Terry stop is not protected. It becomes the foundation for a hindering charge. Under New Jersey statute 2C29-3, every false identity she gave was its own chargeable act. That said, this only sticks because the Terry stop itself was valid. New Jersey statute 2C col 5-1 covers the Hoboken transaction as criminal attempt. New Jersey statute 2C col-3 theft by deception covers the MAWA withdrawal. Two branches, two separate charges. The co-account holder phone confirmation anchors the identity theft charge under New Jersey statute 2C21-17 which requires impersonating another for financial gain. All three elements satisfied. During booking, a third ID bearing the name Britney was found on her. Under Florence versus Board of Chosen Freeholders, the Supreme Court in 2012 permitted booking searches of arrestes entering general population. That search produced drug paraphernalia, adding a sixth charge. Post arrest, she did not resist. Under Graham versus Connor, force must be objectively reasonable. Handcuffs and verbal commands match the situation exactly. The primary officer gathered corroborating evidence from three independent sources before making the arrest. The one gap was approaching the suspect solo. Given the unknown history and flight risk, that was a tactical vulnerability. Officer Bianca held the suspect cooperative for close to 15 minutes without a formal detention order. That is harder than it looks. The TD Bank fraud team identified the cross branch pattern and called police before any money left this branch. The gap is that the suspect nearly fled when she heard sirens after waiting 20 minutes. Banks need a stronger quiet hold protocol. The current approach gave her a window to walk out. First lesson. If a bank asks you to wait for additional authentication and you are the real account holder, cooperate and provide backup identification. The real account holder here was unreachable. That gap gave the impersonator her window. Second lesson. Providing any false name during a lawful detention is a separate criminal act. This suspect gave at least two false names before booking. Each one added a layer to the hindering charge. Silence is always the safer option. Third lesson. A completed theft and a failed attempt in the same scheme still produce two separate charges. Stopping midoperation does not erase what already happened at the first branch. Let us know if there is an interaction or legal topic you would like covered in the comments below.
