Get on the ground, on the ground, POLICE. GET ON THE GROUND. GET ON THE GROUND. GET ON THE GROUND. GET ON THE GROUND. ALL RIGHT, YOU SHOT THE [ __ ] >> HE'S IN THIS THIS ONE HERE. >> On January 4th, 2025 in Oakland, California, police responded to the 6600 block of MacArthur Boulevard after multiple gunshots were reported in the area. One camera captured the sound of 11 shots, while another captured one visible shot being fired into the air by a man later identified as Reginald Leslie. Officers were now dealing with an armed suspect in a residential apartment complex. The next few minutes would turn a shots fired call into a chase, a shooting, and a barricade. >> Real 45 pop open. Uh we'll be back at 6400 block. >> GET ON THE GROUND, ON THE GROUND, POLICE. GET ON THE GROUND. GET ON THE GROUND. GET ON THE GROUND. GET ON THE GROUND. ALL RIGHT, YOU SHOT THE [ __ ] GET ON THE GROUND. SHOTS FIRED. Send me code three cover 940B. He just dropped the rifle. Stay in the house. STAY IN THE HOUSE. I AIN'T GOT IT'S BROKEN. Stage me medical, too. And I put out 6400 block. But I think it's more like 70. My car is on Mac. Right there. Hey unit, come back, come back. The driveway you just passed. >> Now the situation gets serious. The camera captures Lacey firing one shot into the air with an assault [music] weapon. Right after that, he starts moving back towards the apartment complex and Sergeant Blue Lowry arrives behind him. The sergeant identifies himself, orders Lacey to get on the ground, [music] and follows him into the stairwell. When Lacey ignores the commands and keeps moving upstairs, Sergeant Blue Lowry fires, hitting him in the shoulder. >> He's a male, black, wearing a black puff coat. I followed him into the apartment. I just need to set up a perimeter on this building. And I'm trying to hold on to this rifle he dropped. He's wearing blue jeans. He's got a cast on his left left leg. And then we staged medical and he's fine. I believe I shot him one time. And then I'm going to go secure this rifle. >> Hey Cruces, secure that rifle on the It's on the No, no, keep coming. Keep coming. This way. This way. It's on the second step. Just stand over. Make sure nobody takes it. Okay? >> Got it? >> Yeah. >> You got cuffs? >> Uh no. You got some? >> Yeah, he's got some. >> You good? >> Yeah. >> Do me a favor. >> Yes, sir. >> So, where the barbecue is, that's the unit right past that. >> Okay. >> Actually, hold on. Let me see. Hey sir. >> Hm? >> Can we just stand inside your doorway so that in case he comes shooting Are you okay with that? >> Yeah. >> Can you just open this? Guys, just use this hallway cuz he went in that room. Just use that for cover. That's my chair. >> Stay. >> Is he on the corner of 6th or not? Is he closer to 6th or 5th? >> Now the situation gets more complicated. Lacy makes it into an apartment unit and barricades himself inside and his girlfriend is inside, too. >> [music] >> Additional officers respond and the assault weapon is recovered, which is a major detail because the immediate gun threat changes, but the scene [music] is still not safe. Now officers have a barricaded suspect, an occupied apartment, and a second person [music] trapped in the middle of his bad decisions. >> So, he's in this this right here. >> Hey, man. Who's in this house? >> Uh the guy that uh started talking to me before. >> Has it been cleared or not? Is there anyone in there? >> No. Yeah, there's one person in here. >> Okay. >> Is there anybody else in here? >> No. It's me, man. I was in here. >> Is there any access to the other apartment? >> No. No. >> Okay. >> He's in this >> second this door right here. >> Okay. >> Yeah, that. >> All right, let's go down. Back up. We're going to need >> We need to get this open. >> Just in case you need to talk. >> This is kind of worse, huh? >> Um I'm going to get and then >> I got something in my uh bag. >> Um >> There you go. >> Do you need me to get >> Somebody out here has got to have some rounds. >> I have been doing rounds. >> All right. >> So now it's We got a little standoff. With If he doesn't want to leave. >> Uh no, no. I just don't like being one wall away from a guy. >> Oh, yeah. >> Yeah, so he backed up into this Yeah, exactly into this closet. So right now, if you want to We're ready to start, you know, announcements. >> We're ready to start such announcements. >> Do you have a team that will come upstairs on there? >> Yeah. >> Yeah. >> We'll definitely do that. >> Yes, sir. >> Yeah, I think that would be the best. >> Now the smart move is patience. Officers hold the area, bring in additional units, and avoid rushing the door. That might look slow on camera, but tactically, it makes sense. When someone barricades inside an apartment with another person nearby, [music] speed is not always the answer. Control is. >> Hey, he's going to come out. >> All right, we have come out. >> All right, we have come out. >> Primary gate >> Primary gate has an announcement. Has an announcement. >> Get your hands up. >> I don't have nothing. >> Slowly turn around till I tell you to stop. >> Okay, granted, it's cool. >> Slowly walk backwards. Walk backwards. Keep coming. >> Subject complying. >> Stop right there. Drop down to your knees. Put your left foot over your right foot. >> What? >> Just leave that on top. >> Don't move. >> What are you doing? >> I'm moving. >> Yes. >> I got to do this first. >> Just walk back to the >> Stop. Stop. >> Don't move. >> I'm moving. >> So he said something to the effect >> that you hit me in the side >> Yeah, there is. >> Do you want a high risk search and then let the medic get in and take a look at him? Say what? Roll left. Sit up. Sit up. Just walk him inside this apartment. >> Is there something going on? >> Are you shot anywhere, sir? >> Dude, what happened? >> Hey, we got the coffee here. >> No, good. >> We'll get the medical uh push down and just make sure we're going to question >> He's good. He's good. Just hit me in the right shoulder. >> 76 so far the >> I think he's adjusted to the right shoulder. >> Hey, while we're here, do you have any cardiac respiratory issues? >> He doesn't have any. >> Yeah. >> Yeah, right shoulder top. >> Is this Is this old? >> There's blood on his shirt. >> old is it? >> It's fresh. It's old. There's blood. >> Yeah, it was just over the right shoulder. It's fine. >> What's that? >> What happened? >> Hey, we had officers that uh pointed their guns at you, okay? >> Huh? >> We're investigating a crime. Just letting you know. >> What did you say one more time? >> We said we had officers that pointed their guns at you because we're investigating a crime. Just letting you know. >> Yes, yes. What happened? >> No, I don't have any questions. I'm just letting you know. >> I'm not answering. Hey, could you put these down for me, please? >> Uh one second. One second. >> Hey, bro. Huh? >> Hey, when you guys are ready, just walk him down to the rig. >> Hey, we're coming out. >> Can you put these down? >> Hold on. One second. >> Reggie, anybody else inside your apartment? >> Yeah, my girl. >> Your girl's in there? >> Yeah. >> What's her name? >> Huh? >> What's her name? >> 676 suspect saying his still inside. So we get some announcements for her to come out. >> Uh we're going to push back. I'm going to close the door on him. >> We're going to push back in the room. >> After almost 2 hours, Lacey and his girlfriend finally come out. Lacey is taken into custody. Medical personnel check the gunshot [music] wound to his shoulder. Sergeant Blue Lowry also suffered a minor injury during the foot pursuit. So one reckless decision [music] did not just create charges, it pulled officers, medics, residents, and an entire apartment complex into the fallout. >> Open the door all the way. Open the door all the way. Come this way, man. Keep coming. Stop right there. Turn around, face away from us. Drop down to your knees, put your hands up. Put your hands behind your back. Reach back. Come here. Come here. Come here. Okay. Stand up. >> Are you okay? I got >> He's still alive. >> Reginald Lacey, 25, was arrested and later charged with negligent discharge of a firearm, possession of a firearm in public, felon in possession of a firearm, possession of an unregistered firearm, prohibited firearm possession while on probation, resisting a peace officer. So what do you think? Did officers [music] handle this as safely as possible, or did this chase become too dangerous the moment Reginald Lacy ran into the apartment complex?
