Okay, just stop there for you, sir. >> Sorry. >> Just got there. >> Why is that? >> Just going to have a chat to you. That's all. >> It's okay. I'm detained. You just stay here for a sec. Just can have a chat to you. >> Don't put your hand on me. >> Just can have a chat to you. >> I'm being detained. >> Just so we can have a chat to you. >> How you doing? >> Little red thing. >> I'm measuring. >> Measuring? >> Yeah. >> Who are you working for? >> Am I being detained? >> Who are you working for? Just while we do something off said you've been trying to get in the building. >> No, I didn't. Not whatsoever. No, not inside a building. No. >> The encounter includes a link to their chat. The auditor begins by extending a cordial greeting before quickly shifting the conversation to his rights by inquiring as to whether he is being held. He holds his measuring wheel in front of him and repeats a question in a composed yet strong manner. He vehemently [music] disputes the police's suggestion that he might have been attempting to enter a building. He makes it clear that he doesn't want to go inside and is solely working outside. The contrast is evident from the first minute. One side is raising suspicions while the other is responding with legal knowledge. >> I'll just say you want to be told that's >> I'll just be telling you. >> Well, definitely haven't gone inside a building. They should. They've got >> you tried. >> No, they've got CCTV all the way around that building. One's go in the building. So, I >> say you went in. >> Not tried to go in at all. I'm doing I'm doing a I'm doing my work outside. >> I'd rather not like to say if that's okay. >> It's it's a simple question. >> Well, am I being detained? That's a simple question. >> Start getting your details. >> Oh, you won't be getting my details. >> It's fine. Okay. >> No. >> No. >> Any reason why you won't provide your details? >> Cuz I've not done any crashes or anything like that. Why you I'm walking down the street with measuring wheel. >> You're being very uncooperative. Makes me think that you've got something to hide. >> Really be a little bit if you suddenly spot me and ask me for my details for >> no particular reason. Exactly. I've just been having a lovely chat with this lady. interesting conversation about climate change in common. >> The antagonism is already built up by this straightforward back press him further asking why he's measuring and implying that it is suspicious. The auditor [music] responds that it's simply part of his job, but he declines to elaborate, insisting [music] on his right to keep information, confidential and emphasizing that he hasn't violated any legislation. He calls the police's [music] insistence that concealment equates to guilt nonsense, pointing out that in a free nation, it is not illegal to refuse to answer questions. This conflict >> just asking for your details, that's all. >> Can I just around the high building asking to get in? >> No, I didn't ask to go in. Well, we can go back there and check on the camera, sir. I did not once at one moment try and get in any building. >> Okay. >> It's all perimeter measuring this. >> Okay. I've asked you for your details. Okay. >> And I I wish not to give I'd like to keep uh private. >> Measuring the public property. Are you ser? >> Everywhere I can access in the public. I've not been in any I've not been in the buildings or nothing. Like I say, it's totally cauter here. >> Tell them what it is you're doing. I'd rather not say because >> providing any information as to what you're doing, your name, who you work for. It makes me suspicious that >> Yes. But the reason why I didn't speak to this gentleman here is because he inferred that I couldn't measure. >> All the best. >> Yeah. All the best, though. Thank you very much. You take care. The reason why I didn't want to talk to you is because he inferred that I couldn't do that outside as I were walking. Right. So therefore, cuz you you've come now, I'm like, "Oh, this is an absolute joke." >> Frustration becomes obvious as a conversation drags out. The [music] auditor exacerbates tensions between the two sides since they have divergent ideas about what suspicion actually entails. Stretches on. Frustration shows. The auditor reiterates that he hasn't attempted to enter any buildings, [music] claiming that CCTV will confirm his claims. He calls the officer out for wasting police time by lying. His defense is strengthened by sarcasm when he compares their invasive and useless queries to asking someone what color their underwear is. >> Yeah, but he he should get dumb for wasting police time cuz I've got >> Well, he shouldn't tell lies to say that I was going trying to go in the building when I wasn't. What he did was he come out of the building. He says, "This is private property. Who you measuring for? What are you measuring?" I said, "It's on a need to- know basis." It's supposed Well, what color underwear have you got on, miss? It's very plausible. You're not at liberty to tell me that. >> You're acting suspiciously. >> Not suspicious with a wheel, miss. >> Refuse him to give us any details. >> I do not need to give so. >> I do not need to give so public property. Um, that's fine. But obly it's a different question if you go on the right property. >> But what I'm trying to say is he should get done for wasting police time by saying I've tried going inside. >> No worries. We'll leave you to it. >> So you walk down >> uncooperative. not standing up for my rights. Do you never touch me ever again? You put your hands on me. Can I have your caller numbers, please? >> He insists that defending one's rights does not equate to concealing anything. The tone is no longer courteous by this point. [music] It's confrontational and heated that physically barricades him. The situation gets out of hand. The command to respond immediately, instructing her to avoid touching him ever again. She flatly refuses to identify herself when he asks for their caller numbers. That is a serious infraction in his opinion. No accountability, [music] just threats. He calls her a tyrant, demonstrating how easily confidence can be betrayed. This direct action changes the Can I have your Can I have your caller numbers? No, you have to give me the caller numbers. Caller numbers. Look at that tyrant. Not even identifying herself. She said no. Refused to identify. No way, guys. That is absolutely crazy. That right, we're going to have to find some shelter. Anyway, come on. Let's get get out of here, guys. It's leaving here now. We're going to make our way to Mold Police Station. I'm not happy with that. The woman thinks she can put hands on me to stop me in me tracks and then at the end um give me a caller number. Are they having a laugh? The North Wales Police custody suite in mold. The course of events. It feels like a misuse of power now that it began as a questioning [music] stop. This is the height of the tension dot sensed. The decision to formally escalate the situation was made. He declares that he is going to the mold police station [music] to lodge a grievance. He reiterates that public rights must be upheld and criticizes the police for using intimidation rather [music] than openness. Despite his frustration, he stays committed to according the truth. This isn't about winning an argument, [music] as his tone makes plain. The goal is to expose unethical. >> Would it be nice? So, see the two constables coming out. It's got a 2 and 1/2 ton weight restriction in there. And I believe this is the exercise yard or what used to be the exercise yard for the hospital suite. They don't use that anymore, do they? I bet they do not use that anymore, guys. We're going to hang about for a bit. Yeah. What you what you doing there? Heat. Heat. at the stable behavior. He takes the battle straight to the system in this section, changing the focus from confrontation to a shifts at the station, [music] but the distrust remains the same. Another policeman comes up and starts a strange conversation [music] in which they each ask each other, "What are you doing?" While the cop appears more perplexed and combative, the auditor remains vigilant and withholds information. In contrast to earlier, this encounter is less intense, but it also draws attention to the inconsistent methods used by the authorities. Hi, sir. >> How are you? >> What you doing? >> Sorry. >> What is it you're doing? >> Uh, nothing. >> You're doing nothing. >> What are you doing? >> I'm asking you what you're doing. >> What are you doing? >> Asking you what you're doing. I'm asking you what you're doing. >> And I'm telling you, I'm asking you what you're doing. And >> I'm telling you, I'm asking you what you're doing. >> Are you taking notes or anything? >> Oh, yeah. I take notes. >> Yeah. No worries. Anything particular? >> Oh, no. Sorry. No. >> Okay, no worries. >> Are you staying here? >> I'm good. >> Why you ask a lot of questions, sir? Who are you anyway? >> I'm special conser. >> That's me. >> Okay, no worries. >> Okay. >> Okay. Have a nice day. You too, sir. Let's go this way. >> Yeah. No worries. I think somebody >> No, no, >> no, >> no. >> Just found an air just >> Sorry. >> What are you doing? >> Writing. >> What are you writing? I'm >> sorry. It's just on an 8 to basis. >> Right. Okay. Right. I'll leave it to >> Okay. Thank you. So that still is that CX18 CX18 CX8 All right. Anyway, it's time to go in, guys. Um because Afternoon. [bell] >> Good afternoon. I'm just wondering if you could help me. >> Um, can you get back to work, please, sir? I'm having a private conversation here. >> No, I'm a police officer. >> I want I would like to get some help off. Are you ser? >> No. >> Okay, no worries. I'm after two call numbers. >> How can we help? Well, what you been nosy for? You've just tried. >> He's quite entitled to stand here. >> He's just been quizzing me outside, asking me what I'm doing. >> Can I speak to you personally? I don't want to come. Can I speak to you personally? >> You can do. >> Can you go back to work, please, sir? >> Well, if you needed to know, I would have told you. >> Do I need a pen and paper? >> Uh, no. Cuz you might not be able to help me yet. >> Okay. Uh basically um a report came in about an hour ago saying that I was um measuring inside the building. >> A report came in to where? >> Uh to the police. Now I got assaulted off the police WPC. She put her hand on me to stop me in my tracks moving. >> What? Today? >> Today in the last hour. >> Okay. >> But when I asked her for a PC uh badge number, >> yeah, >> she she said no. She wouldn't identify herself. the order to while some cops simply back off, others push hard. It demonstrates how erratic these interactions between rightists and authority [music] can be. Even in silence, the tension persists. The auditor states his reason for being there. He was accused of entering a building in a fraudulent report. After placing his hands on him, an officer declined to provide his identity. He makes it apparent that he never entered private [music] property and just measured the perimeter. His true annoyance stems from the denial of ID. >> Cuz obviously I want to make a complaint. >> Right. So where did this happen? >> This happened at the civic center. >> So civic center. >> Yeah. The just the council offices near the law courts >> in here in mall. >> Yeah. So basically all I'm after is their call numbers cuz obviously there would have been a log number to why they came there and all I all I need is >> Did they they approached you because there' been a report. Is that what >> Yeah. But basically there was a false report. I have not gone in I've never gone in the court building. I was measuring on the outside. >> Yeah. >> And that's what I was open to do around the back to try and find and see if they come in so I can ask them again and be a bit quicker writing it down. But at the time I didn't have me pen and me thing ready. >> Okay. >> So basically I was a bit slow on getting the numbers cuz they wouldn't identify to me. >> Right. Okay. >> So all I all I could all I need is the call numbers if that's okay. to see if I can find the log on this morning. What time it was? >> Uh, about an hour and a half ago. >> Yeah. >> Yeah. There was a male and a female conible. >> Okay. >> All right. Thank you very much. >> Oh, you got the numbers. Oh, thank you very much. And which one's the male and which one's the female? Could you tell me, please? >> Identification which is so fundamental yet rejected. [music] He presents it as a larger question of accountability rather than merely a personal grievance. His transition from victim to complaint intent on formalizing the incident is captured in this [music] section. Caller number is provided by the sergeant. The female officer's 3041 [music] and her partner's 3041. While thanking him, the auditor informs the audience that this ought to have been done immediately. He emphasizes that getting your hands dirty is never appropriate [music] and that identification is a responsibility, not a favor. His parting words are straightforward and incisive. [music] Avoid getting your hands dirty and always identify. The film concludes with a lesson for officers and viewers alike. [music] Never tolerate intimidation. Demand accountability and stand up for your rights. It's a powerful way to end a heated argument.
