You did it to somebody else this morning. >> I'm not choking you. I'm holding your face. Put your hands out to the side. >> I mean, it's not like I killed somebody or or hurt somebody. >> Between March 24th and March 29th, 2024, the greater Ann Arbor community was terrorized by a series of sexually motivated crimes. The first incidents occurred on March 24th. Ann Arbor police were dispatched to a prowler in the 1000 block of South Forest Avenue. This video footage was released to the public asking anyone with information to come forward. Additionally, Ipsilani city police were dispatched for a similar complaint. On the 26th, Washington County Sheriff's deputies responded to the big lots in Ipsellani Township. The victims did not speak English, but deputies utilized a linguist and learned a man had followed the two victims around for several minutes before exposing and touching himself in front of them. When the victims attempted to flee, the suspect reached toward them, prompting both victims to scream. Deputies collected surveillance footage and alerted nearby agencies. The next day, Pittsfield Township police were dispatched to the HomeGoods in Pittsfield Township. A mother reported that her juvenile child had been followed while inside the store by an unidentified man. The man had bumped into her child and may have been following them for up to 30 minutes. Police responded and collected surveillance footage which also showed the man returning later and potentially following an unknown victim. The very next day, Pittsfield police again responded to the Homegoods where a different person had been groped by the same unidentified man. And I'm in this aisle. >> Uhhuh. >> Looking at the blankets and then this guy come I mean he just run out. >> You're the victim that was involved in that. Okay. >> This is the picture of that guy. >> Oh, so you took a picture of him >> at the back because he I said turn around. He just keep on walking. >> Okay. Had you seen him before you got to that aisle? >> No, >> I didn't even see it was nobody in that aisle. Just me. He walked in and he just grabbed my ass and like I turned around said, "Sorry, what happened?" Mhm. >> And I look at the guy, he's just greeting hand to hand and keep on walking like this. Like >> did he just brush against it or did he like grab you or squeeze you or correct you in any way? >> Brush against me. Yeah. Bro, just crazy people now. He did it to somebody else this morning. I told the girls I say it's too bad the people don't inform, you know? >> Right. >> Did you see both his hands? No hand inside the pants. >> Oh, no. Okay. >> No, no, no. >> Okay. But he did this to a lady with a baby this morning in the store this morning. This is the second time I guess it was inside the store. >> Did you manage to get the picture? No. >> Yeah. Okay. Let me check. Let's see. >> What about you take a picture of the picture? >> It came. Yep. We got it. >> Oh, good job. >> Let me find out. This is five incidents in three days that we know of. That I know of. This is someone who is in my opinion who is doing this often enough that one of these could do better. So it takes all of us to come together to try to get pretty corrective. We're jumping into Thunderco and we're running out as quick as we can. >> Local authorities notified each other of the incidents and an attempt to identify bulletin was circulated to all law enforcement in the area. Officers and deputies from numerous agencies also conducted targeted patrols in an attempt to capture the serial offender. The patrols paid off. On March 30th, just days after the initial reports, the sheriff's deputy, who had taken the earlier complaint, was actively searching for the suspect. The deputy saw a man matching the description at a bus stop located less than a 3minut walk from one of the incident locations. Hey, little man. How you doing? >> What's up? >> How you doing? >> All right. >> Good. >> Can I talk to you over by my car for a second? >> For what? >> I want to ask you some questions. >> Yeah. >> Do you have any weapons on you? >> No. >> Okay. I don't have a mirror. You tell me. And then my cuff key somewhere. I see my cuff key. [snorts] While the deputy is looking to find something, the suspect is looking to hide something. He removes an unknown object from his right shoe. He is then seen obscuring the object under the patrol car's divider. Police are, as of right now, unaware of the incident. Yeah, [snorts] >> got my cuff key. >> Yeah, sorry. >> No, you're good, boss. >> Start going through his shit. >> See him at the bus stop. He eyeballs me super hard when I roll by. >> Yeah. >> Come in the parking lot. Come around. Pull up next to him. You still kind of look his side eyeing me. I get out. Everything is going to get decided then. >> Is there a high possibility they'll let me out on on I mean, this it doesn't even sound like it's I mean, it's not like I killed somebody or or hurt somebody. So, what >> when were these reports made? Just curious. I know you you said you could talk to me. You can't be that busy right now. So, I'm just curious. All right. Questioning is over. >> Couple more minutes and the jail should come out and we'll get you inside. Since we had a little tussle, I got to get some follow-up pictures. Okay. >> Kind of kill him off a little bit. That's okay. Uh, >> just look right at me so I can get got some scratches on your cheek. >> That's all right. When deputies located him, Shelby was wearing the same hoodie captured in the surveillance footage days earlier. Photographs of Shelby's belongings were taken and compared to surveillance footage. >> While Shelby is being processed, the deputy searches the prisoner compartment of his vehicle. >> Getting crack on him. As of the date of writing, Shelby has not been publicly charged for the incidents reported in Ann Arbor or Ipsellani City, and no public court records reflect criminal charges tied to those specific incidents. However, the county administrator initially refused to release this body cam footage due to ongoing civil proceedings in those jurisdictions. It should also be noted Shelby has a lengthy criminal history dating back to 2010. His criminal career includes a conviction for indecent exposure in 2010 on top of a slew of other charges. For the incident at the Big Lots, Shelby was charged with a single count of misdemeanor aggravated indecent exposure and misdemeanor attempted criminal sexual conduct fourth degree. For the first incident at the HomeGoods involving the juvenile, police records indicate charges were denied by the prosecuting attorney. For the second incident at HomeGoods, Shelby was charged with misdemeanor criminal sexual conduct, fourth degree, and misdemeanor assault and battery. For the incidents during his arrest, Shelby was charged with felony resisting a police officer causing injury, felony resisting a police officer, and possession of cocaine. For all charges, Shelby pled no contest as part of a plea deal. In exchange, the felony count of resisting and obstructing causing injury was removed. Shelby remained in custody until he was sentenced. The judge imposed a 270day jail sentence, credited him with 142 days already served, suspended the rest of his sentence, and released him on 5 years probation. However, Shelby absconded almost immediately after his release and was a fugitive for over a year. He was eventually arrested in Battle Creek and sentenced to one year in jail with credit for 184 days time served. He will be released back to the public around February 8th, 2026. >> What a good people now. [music] >> [music]
