On the night of July 24th, 2025, a routine traffic stop on Interstate 10 West in San Antonio would lead to the arrest of a high-profile local politician. An officer with the San Antonio Police Department's Specialized DWI unit observed a vehicle weaving between lanes and driving erratically on the westbound lanes of I 10 near Fresno Street. What the officer didn't know at the time was that the driver behind the wheel was Ivalis Mesa Gonzalez, the elected district 8 city council member. This is the complete unedited body cam footage of what happened next. As the officer approaches the vehicle, you'll notice he immediately identifies himself and requests the driver's license. This is standard protocol for all traffic stops. The officer's demeanor is professional. >> At this point, initial information on your back window, please. >> Is everything okay tonight? >> Do you have your license? >> Yes. >> Sorry. >> Okay. Where are you coming from? I was coming from downtown. >> Okay. You heading home right now? >> Yes. I'm on Morsbach and I 10 on George Road. >> That's where you're heading to? >> Yeah. George Road at Monaco Sal. >> Okay, I got you. How much have you had to drink tonight? >> I'm good. >> Okay. How much have you had a drink tonight? >> Nothing. >> Nothing. Okay. The reason why I'm asking, do you realize you're back and forth in your lane? Like you keep driving out of your lane and there's cars next to you. And I mean, you're a pretty big vehicle. I just I'm concerned about you and like the other cars. >> I'm perfectly fine. I apologize. >> Okay, I got you. You want to step out for me real quick? You got it. We're going to come over here right on the sidewalk. I don't want to say no road. No, you're fine. Right. Right over here. You said you were coming from downtown. Right there. Okay. Right over here. Where were you at downtown? >> Uh center club. >> What was that? Center Club. >> What's that? Is it like a bar, restaurant? >> No, it's a hall, I guess. I don't know. >> Hall. >> Yeah. >> Hall. Okay. Anything to drink over there? >> No, I'm fine. >> Nothing to drink over there? No alcohol at all? No. Like glasses of wine, a beer, or anything like that? >> Okay, I got you. Are you taking any medication right now? >> No. >> Okay. Anything to make you like sleepy or drowsy, whether like prescribed or over the counter? >> No. >> Okay. The only reason why I'm asking, I'm just trying to make sure you're okay, right? Oh, I'm perfect. >> I mean, you were like really close to going in the other vehicles and stuff like that. I mean, like you were like actively out of your lane. You know what I mean? >> Like you were drifting back and forth out of your lane. So, that's why I'm just trying to make sure everything's okay. >> I get it. I'm sorry if I was I apologize. I was going home. >> I'm going to just stand over here cuz that's a little out. >> No, you're fine right there. You're fine. >> I apologize. I was going home. >> I'm off of George Road in Los. >> Okay, I got you. Are you diabetic or epileptic? >> No. >> Okay. You said you're not taking any questions on that. >> Not at all. Not at all. >> Okay. And how far would you say? >> I'm on Warsaw. So I take Warslock to George to Lock Hill Selma and then I make a left on Lock Hill and I make a right on George Road. >> Okay. Do you know what highway this is right here? >> I 10 West. >> I 10 West. >> Yes. Okay. >> And so I'm going to Worsblock. Then I go to George Road and I make a right and that's where my neighborhood is, which is >> You're fine. >> Yeah. Uh, are you epileptic diabetic? I didn't hear what you said. No, I'm not. >> Okay. Any recent head injuries, concussions, TBI, anything like that? Sure. >> Okay. I see you wear glasses or uh prescription glasses. >> Yes, absolutely. >> Are you farsighted or nearsided? >> Nearsided. I can't see far. >> I got you. Are you wearing contacts at all? >> No, not at all. >> Okay. I just want to make sure you're okay to drive. Are you okay? I'll get you out of here. Okay. >> I really am perfectly fine to drive. I I apologize for making you stop. >> All right, man. Just go ahead and stand right there on my light for me, please. Go ahead and face me. Face me kind of like can't yourself with your feet together. Hands to your side. Just going to take glasses for me. You can hold on to them. You see that green light? All I want you to do is to follow that green light with your eyes only. Don't move your head. Okay? Do you understand? Do you have any questions? Okay. Remember, just keep your head still. Okay. try to keep your head still. Okay. Almost done. All right. Just follow the green light with your eyes only. Okay, just keep following that green light. Okay, don't look at me. Almost there. Almost done. Oh, Do you have any issues walking or standing by yourself? >> Not at all. >> Okay. So, if I were to ask you to walk in a straight line, do you feel like you can do that safely? >> Okay. Any recent injuries, anything like that? >> Okay. All right. Go ahead and stand right here. I'm just going to move my car back. Right here. Right here. You're good if you need to. Sorry. I'm just going to do a walking sign and stuff like that. So, um, but I'm just going to scoot back and then have a walk to the car. So, >> I don't know. You're good. Thank you. No. Are you okay? >> Yeah, I'm fine. >> Okay, cuz you're stumbling a little bit. So, just give me one second. Okay, let me back up my car and then we'll continue. Okay. >> Yeah, I'm going to have a be walking. You can get out if you need. I meant like stay on like the passenger side, not like in the car. So, but Okay, ma'am. Come over here for me. I'm going to have you stand right here and face the front of my vehicle. Right there on my light. You're going to face the front of my vehicle. I know you're wearing those shoes. Do you feel comfortable walking in those shoes? Okay. You don't want to take them off or anything like that. Okay. I'm not trying to be like biased or anything like that. So, that's why I'm just trying to make sure that you're comfortable. Okay. And you said no like existing injuries, anything like that. And you feel comfortable walking in your shoes. Okay. So, what I'm going to have you do is just take nine heel to toe steps toward the front of my vehicle. We're going to turn around and take nine heel to toe steps back. Okay? So, I'm going to explain the directions. I'm going to give a demonstration. But first, I just need to get you in the position to start. Okay? So, what I want you to do, I want you to imagine a straight line from you to the front of my license plate. Okay? You got that? Okay. So, get your Hold on. Hold on. So, put your left foot on the line and your right foot in front of your left foot touching the toe just like so. There you go. Hands down to your side. Nope. Nope. Scoot back. Take a step back. How you had it the first time. Right foot in front of your left foot. Touch your heel to toe just like this. Hands down to your side. And do not move and stay in that position till I tell you to do so. Okay. Do you understand? Okay. So, when I tell you to begin, you're going to take nine heel to toe steps towards the front of my vehicle. Okay? So, it's going to look like so. Right foot in front of my left foot touching heel to toe. This very next step is going to be one. Okay? One, two, three. I'm only taking three steps to demonstrate, but you're going to be taking nine. Okay? Once you get your ninth step, you're going to leave your lead foot planted. With your back foot, you're going to turn by taking a series of small steps. So, you're going to turn just like so. After you completed your turnaround, you're going to return to that same exact spot by taking nine heel totoe steps back. Okay. So, you're going to turn like I just demonstrated and then back to nine hill to toe steps to return back. Okay. So, just like so. One, two, three. Hold on. Don't start yet. Hold on. Hold on. Go ahead. Put your Just take a couple steps back. Right foot in front of your left foot. Heel to toe. Hands down to your side. And just stay in that position. Okay. So, did you see how I made the turn around? Okay. So, I only took three heel to toe steps back just to demonstrate to you that you're going to be taking nine heel to toe steps. Okay. Do you have any questions about the test? Do you need me to demonstrate any portion for you one more time? Okay. Do you feel comfortable with my instructions? Okay. So, before you start, what I need you to do is I need you to remember to look down at your feet at all times. Count each step out loud. Keep your hands down to your side at all times during the test. And once you start walking, do not stop till you finish the test. Okay? Do you understand? >> Yeah. Do you have any questions before you start? >> I don't think so. >> Okay. Do you understand my instructions? I'm not trying to be like funny or anything like that. I'm just trying to make sure you understand before you start. >> I understand. >> Okay. Do you have any questions? >> Um I guess my questions are why are we doing >> to make sure that you're safe to operate a motor vehicle on a public roadway? That's it. Okay. >> Even though I've already articulated that I am. >> So just because you articulated that doesn't mean that I don't have all the car. So are you against that? So right now we're just trying to determine to make sure that you stay. All right. Do you have any touches before you start? Okay, go ahead and just take one step back. That was forward. One step back. And then right foot in front of your left foot, heel to toe. Put your right foot in front of your left foot. Heel to toe. See how there's a gap. There you go. Just like so. Hands down to your side. And if you have no questions, you can go ahead and start. Okay. Heat. Heat. Do you remember the test or the instructions? Okay. Do you know what you do after? >> Just like I instructed to you. Okay. Heat. Heat. Ma'am, do you remember how many steps I asked you to take? >> Nine. >> Okay. Do you know how many you took right now? >> Probably more. Do you know? >> I didn't count. I'm not going to lie. >> Okay. Yeah, >> probably nine. >> Probably. You thought you You think you took probably about nine? >> I I Yes. >> Yes. Okay. Yeah. >> Just come over here for me. Right here on the sidewalk. >> Do you have any issues balancing on one leg or anything like that? Any like existing injuries? Not at all. >> Okay. Do you still want to keep your shoes on? >> Yeah. >> Okay. Go ahead and stand right there on my light. No, you're fine. Face me. Go ahead. Stand with your feet together, hands down to your side, and just stay in that position and don't move. Okay? Do you understand? >> Yeah. >> Okay. Now, when I tell you to begin, you're going to lift up one leg, left or right. Okay? It doesn't matter. It's either leg, but it's of your choice, but it's only one leg. Okay? So, you're going to lift up one leg approximately 6 in off the ground. You're going to keep your foot straight or parallel to the ground. Both legs are going to be straight. You're going to look down at your race foot. You're going to count out loud as you look down at your race foot. 1,00 1,002 1,003 So approximately 30 seconds. Okay. >> So I'm going to demonstrate for you. Okay. Feet together, hands down to your side. >> Those feet together. >> See how my feet are together? >> Are those feet together? >> Yes, ma'am. >> Okay. >> So one leg, your toes going to be pointed out, foots going to be parallel to the ground. Both legs are straight. Approximately 6 in off the ground. 100,00 1,002 1003 1004 1005 and so forth until I tell you to stop. Okay. Did you see how I demonstrated the test? >> Okay. Do you have any questions? Do you need to demonstrate any question I asked to you or do you understand? Do you understand myself? >> I think I do. >> Okay. Do you think or do you know I'm not trying to be rude. I'm just trying to make sure you understand. >> No, I think I understand as you're saying, ma'am, that I need to do that. >> Okay. Before you start, ma'am, I need you to look down at your race foot at all times. Keep counting out loud so I'm telling you to stop and keep your hands down to your side at all times during the test. Okay, you understand? You have any questions? Do you know which foot you want to be picking up? Your right foot. Okay, hold on one second. Okay, ma'am. Go ahead and put your feet together, hands to your side. If you have no questions and you understand my instructions, you can go ahead and start. Keep going. Keep going. Okay, ma'am. You're good. You're good. You're fine. You're fine. Come over here and have a seat on my bumper real quick. Right here. Right here. Just have a seat. I'm going to look at your eyes one last time. Okay. Go ahead and take off your glasses. Okay. Do you remember the instructions? Keep your head straight. Don't move your head. Just follow that green light with your eyes open. Okay. You understand? Do you have any questions? Heat up here. Heat up here. Heat. Heat. Just put your glasses on. >> And how much alcohol did you say you had tonight? >> Huh? >> I'm fine. No, nothing. You don't have any alcohol tonight? Okay. Do you want to stand up? You're going to turn around. You're going to face the front of the car. Stand on the feet together. Stand right there. Feet together. Hands down to your side. You're going to look straight. So, right now, you're being placed in a handcuff and you're being placed on arrest for gun while spitted. Okay. >> This is a critical moment. The officer is making an arrest based on probable cause. a legal standard that requires more than mere suspicion, but less than proof beyond a reasonable doubt. He's observed erratic driving that endangered other motorists, inconsistent statements about alcohol consumption, poor performance on all three standardized field sobriety tests, physical indicators of intoxication, including loss of balance. The charge is DWI, first offense, which in Texas is a class B misdemeanor, punishable by up to 180 days in jail and a fine of up to $2,000, plus license suspension and other administrative penalties. This body cam footage was released by the San Antonio Police Department under their critical incident video release policy, which mandates transparency when incidents involve use of force or arrests of public officials. Council member Mesa Gonzalez, like all individuals, is presumed innocent until proven guilty in a court of law. This case highlights both the work of DWI enforcement officers and the principle that no one is above the law. Elected officials receive the same treatment as any other citizen during traffic enforcement. The release of this footage serves the public interest by providing transparency and accountability in law enforcement actions.
