On April 13th, 2024, what started as a routine stop of a car parked the wrong way on a one-way street escalated into a high-speed chase, multiple home invasions, and a that the life of 36-year-old Ricardo Guad Andrade. A traffic stop based on a visible violation is lawful. Officers are entitled to request identification and conduct a records check. At this stage, force is not justified. The encounter is still at the level of a traffic violation. However, the lack of a license can provide grounds for further investigation or citation. >> Right now trying to get some gas money. You might wrong. >> It happens sometimes. It's an honest mistake. Sometimes we get drunk drivers that end up the wrong way. I'm not saying you you obviously haven't been drinking, but it happens. That's why we're checking to make sure everything's all good. >> Yeah, but >> I mean it's dangerous. you're the wrong way cuz especially when you leave like if you if you pull out the that way cuz you think you're going the right way and you're going into oncoming traffic or you turn to make a U-turn and cars are coming. >> Yeah. >> Are you staying in your car right now? >> Yeah. >> How long have you been staying in your car? >> Uh for about 10 hours. >> Good. >> Okay. No. Turn off the car, dude. Stop. Stop. Stop. >> Oh. >> The driver suddenly started the engine, almost struck an officer and fled. Officers began a brief pursuit through local streets with the suspect running red lights before crashing. Using a vehicle in a way that nearly hits an officer can amount to assault with a weapon. California Penal Code section 245 when a car is used as a weapon. This escalates the case from a traffic stop to a felony. Vehicle pursuit policies allow officers to pursue when a suspect poses a danger to others. Here the conduct reckless driving near assault on an officer falls under conditions justifying pursuit. [Music] 2 day four. We're going to be Hudson Delmar. Code three back. Try to run over to Noster. [Music] Okay. We're going to be in pursuit. Stand by. [Music] Okay. Pursuit southbound Hudson. Wrong way towards California. He tried to run over a police officer. [Music] Okay, we're still coming up to Lake. >> Okay, he TC into residence. Here, here, here, here. I Hey, police can stop here to get bit. The suspect's truck crashed into a parked car in a residential driveway. He ran off into the neighborhood. After the crash, the suspect is committing crimes beyond traffic offenses, reckless endangerment, possible with a weapon. Officers are authorized to pursue on foot and establish containment. Stop to get bit. Here, here, here, here. S. [Music] >> Hey, he's in the He jumped the backyard. Got a dog deployed. Uh, no bite. He's in the backyard. Start set up a containment. Do you know? >> The suspect forced entry into two homes. In one through a broken window, in another through the back door. Residents called 911 and sheltered inside. Breaking into an occupied home is burglary/home invasion. California Penal Code section 459. This is a serious felony and provides officers with full legal authority to enter, pursue, and arrest immediately in order to protect residents. >> I have those penalties that are hard to tell. >> Okay. Do me a favor. For your safety, can you come outside? I don't want you to be >> Okay. You want me to hang back? >> I I want you for your safety. I don't want this guy to break into your house. Just can you come outside for us? >> Yeah, but what about my dogs? >> Your dogs? Just don't worry about your dogs right now. Your safety is more important. Your dogs are inside the house. >> Let me get my keys. >> Okay. >> You this way. >> So, when I when I deployed, he jumped up on the hood and then he went over that. So when I contacted him, he was jumping onto the hood of the car, so he couldn't get to him. And I I'm pretty sure he went one way or this this house. So if anything, these two are our main properties. Hey. Um, hey, hey. Hey. Uh, Blake, hold lethal cover. Ben Willis, hold lethal cover. Uh, Contra, can you just check this car real quick? I mean, it's still best to have somebody over there just in case. And then >> street. [Music] >> Well, on that side is the I think it's open. There's another street over there. >> Hey, for 245 on a PO, let's still get somebody down there. Oakall circle. Yeah. Hey, um just to check off the check off the list, >> let's check underneath these two cars driving in this area. >> You did? Okay, awesome. Thanks, guys. >> We have contact at this house because we have ring cameras. >> So, he checked his ring camera, but the motion the timing for the motion cut off right as I was coming up. So, we after that, we we don't know where he went, >> I believe. >> Yes. Uh he's got it. No, he's inside still. I tried getting him out, but he's concerned with his dogs. >> This is a big loop, right? >> Yes. >> Okay. So, there's another key. Go south. South. There you go. Where'd he go? Where's the car? >> Where'd he go? >> Hold on. I'm bringing the dog. >> A police helicopter spotted the suspect in a backyard. Officers and a K-9 unit engaged. The dog made contact. During the struggle, the suspect allegedly reached for a firearm. Officers shouted, "Gun! Drop the gun!" Then shots were fired. A handgun was later recovered at the scene. K9 use is classified as a use of force. It is permitted under department policy when a fleeing felony suspect poses risks and cannot be safely apprehended otherwise. Fourth standard under California Penal Code section 835A and US Supreme Court President Graham v Connor officers may use force if they have an objectively reasonable belief that the suspect poses an immediate threat of or serious injury. In this case, if officers saw the suspect reaching for a gun and ignoring commands, the use of force is legally justified under those standards. Bling. Bling. Bling. [Music] >> Stand by for the dog. >> Hold on. Hold on. Where's he at? >> Are is Are those the residents in here? >> They just came out of the front door. They just ran out the front door saying he was in here. >> Hey, suspect causing a police K9. Surrender now. I'm inside my dog. When he finds it, he will bite you. Surrender now and the dog will not be used. >> Hey, ask him if there's anybody else inside. Pass him. Police. K9. Surrender now. A dog will use to find you. And he finds you will bite you. Here. [Music] >> All right. [Music] Hold >> on. Let him clear the front here. Here. [Music] All right. Give me a lethal cover. I need a lethal >> rever here. But here. >> Hold on. Watch my dog, guys. Watch my dog. [Music] >> The case of Ricardo Andrade demonstrates how quickly a routine stop can spiral into a life or situation, both for officers and for the suspect. From a legal standpoint in California, each step the officers took had a basis in law. From pursuing an unlicensed driver who fled to using force once there was an armed threat. Still, every such incident is subject to investigation to determine whether the officer's actions were indeed justified. For us, it's a reminder that behind every major headline is a chain of smaller decisions. And sometimes those choices determine how the story ends. Stay safe, respect the law, and remember, even a minor violation can set off a chain of events with unpredictable consequences. Thank you for watching.
