To me, it sounded like these two were arguing in the hotel when the female, who was way too intoxicated, took it too far and started trashing the place. But, when the cops arrived, everything changed. Instead of owning up to what she'd done, she doubled down, making things even worse by spitting on a cop. If she had taken a lesson from Bluey and simply accepted responsibility for her actions, she wouldn't be in this situation. She's acting though 21 is old enough to know better, and I find it pretty ironic how a children's show can teach an adult a lesson
