we just had a meeting of all the milwaukee police supervisors who will be working tomorrow during the occupy milwaukee demonstration also in attendance were some front-line supervisors from the sheriff's department i want to make a couple of things very clear we recognize that our responsibility tomorrow is to protect life and property a co-equal responsibility of all of us tomorrow is to protect the right to peaceably assemble and exercise free speech we intend to see to it tomorrow is a safe peaceful law abiding constitutionally protected day we're going to be out there we have a good plan we'll be out there in soft cover and we're taking cognizance of a couple of key facts that make this a little unusual this group by definition has no leaders that may be nice for the group but makes it hard to plan so we have found ourselves negotiating so far with three iterations of leadership none of whom could make commitments for anyone else we also recognize tomorrow that there will be several different messages being given at the same time given those realities i want to make a couple of points first and foremost we're going to allow them to use the street even though they don't have a permit for it so if there's not organized nobody's organized to get a permit okay we'll make sure that they use the street in a way that nobody gets run over and no windows get broken second part of my message is to the demonstrators since you are a leaderless group exercise that really means all of you are equally responsible for all of you in the demonstration it's important to you that you not compromise your message with misconduct and if there are people attaching themselves to this demonstration who want to act out in a negative way i'm counting on members of that demonstration to at least disavow them if not stop them and certainly report them to us so we can take action we have no idea how many people we're going to have could be a few hundred it could be a couple of thousand there's no way of knowing tomorrow but what i do know is this city can count on the professionalism the discipline and the restraint of the milwaukee police department to make sure the life and property is protected and that the people that come to our city tomorrow exercise their constitutional rights in a safe and law-abiding manner
