Alexander was treated at a local hospital and released into the custody of the Milwaukee County Sheriff's Department you will first hear a 9-1-1 call from a citizen who observed the subject with a gun the arrival of uniformed officers on scene and a confrontation with the armed subject this citizen provides a play-by-play description of what he is observing for emergency your honors I would be a good Samaritan but I just want to be a good to Marienberg it was a UH it's going to be a fight breaking out and is it dealing with a white Peter and flat campus he got a gun and he keeps waving it towards the other do they argue with all black started to who's got all black hoodie with a sweater on and his girlfriend Betty kind of town let's go Azusa gun they know they arguing but do got a gun so I just a is right now 36 and Clark on up the police right here she said there's fire yup now you running he's running he running yup polygonal young you wanted what direction is he running yeah go go off the gun right now it's a shoe baby solder get out of baby shot or officer just shot the officer just shot them copy to go see what's going on yeah the dollar five dollar wired they got on the day they got on the officer shot on there and he dropped on the ground the guy still living though he's covered on your officers cuffing them right now I'm kind of glad it happened the way it happened because he was really gonna shoot this little boy and I don't know I just take another you want me to destroy it I can see someone had got a new face and it was arguing to do what I tell him so let's go baby do the happy gun was still alone me and letting you know your officers pull right on up and keep your job but yeah okay I'll show on that there there thank you so much for calling okay yep yep all right thank you all right next you will see video from the involved officers body worn camera the Milwaukee Police Department has a standard operating procedure which covers the use of body-worn cameras an officer's body worn camera is not constantly recording during their entire shift the cameras are activated and deactivated depending on the officers duties and or responsibilities regarding when a body worn camera is activated the standard operating procedure reads the department recognizes that an officer safety is paramount members with a body worn camera who arrived on scene or engage in an enforcement contact must start the recording as soon as it is safe and practical to do so if multiple members are unseen with a body worn camera all members with a body worn camera will record due to officer safety concerns ie confronting an armed subject and how rapid this incident took place the camera was not activated immediately as soon as the officer was no longer in danger the camera was activated you will see the officer approached the subject see the subject taken into custody and provided with medical assistance you will also hear the subject make statements regarding throwing a firearm that he had in his possession when watching the video from the body-worn camera you will notice there is no sound for the first 30 seconds when a camera is turned on the system or Treves what the camera saw in the 30 seconds prior to being activated the time the sound begins in the video is the moment the officer activated their camera you he's conscious like gods of God from the Nicolas you see the gun it's over here he threw it it's right here you know you pulled it off when he came around it's right here I go that's that's right I know we got an ambulance coming oh you got that are you got gloves [Applause] [Applause] [Music] [Laughter] mr. Alexander was ultimately charged with felony possession of a firearm and obstructing an officer the Milwaukee Police Department homicide division will continue to analyze this incident especially if new witnesses are located as other forensic tests are completed the Milwaukee Police Department's internal affairs division is also evaluating the evidence to determine whether officers follow their training accordingly and that the use of force met the high expectations set for our agency
