anybody not ready good Okay so we've got um two things we're going to do here this morning first uh to recognize uh Sharon scroggin for her efforts in helping Deputy Rick Tipton and then the second then we'll get to which is the uh Beach re-entry uh program that we're announcing this morning first uh we want to uh recognize Sharon this is an incident that occurred on January 31st 2015 at a little after 4:00 in the morning Sharon was taken her 83-year-old father to a walk-in clinic uh because he was Ill she was on Alderman Road uh traveling eastbound at West Lake Road uh when a subject later identified as Zan Thomas Gavin jumped out into the roadway in front of her vehicle Sharon break applied the brakes and she was slowing to a stop when Galvin fell out of the hood and he began then banging on the hood of her car and fell to the ground Deputy Rick Tipton uh was patrolling on Alderman Road in the area when he observed what he thought was a pedestrian vehicle crash uh Deputy Tipton called it out on the radio and activated the Emergency Equipment uh on his Cruiser to stop and protect the scene but as Deputy Tipton got out of his car uh Gavin got up and the deputy T Tipton approached him to check on him and without any warning at all Gavin struck Deputy Tipton in the head knocking his glasses off stunning them and it was a very very hard blow Gavin's a big guy uh Deputy Tipton ended up on the ground where Gavin continued to strike him in the head and continued to attack him uh Sharon um is a citizen and somebody at 4:00 in the morning who's taking her dad to uh get medical care uh reacted and immediately tried to help Deputy Tipton and that's what we were here this morning to recognize Sharon for because when Gavin then turned and attacked her Sharon was also struck in the head in the face and she became disoriented uh Gavin then uh entered Deputy Tipton's Cruiser where he attempted to drive off in the cruiser and effect hijacking or carjacking uh the car but Deputy Tipton uh using his long many many years of experience uh in training was able to get up uh and battle through this and call for help uh he engaged uh Gavin and was able to use his taser uh to help subdue him subdue him and certainly prevent him from driving away in the cruiser um as Deputy Tipton was able to get uh this guy out of the cruiser and on the ground he held him at Bay with his taser until other deputies arrived and were able to place Gavin in handcuffs um Deputy Tipton went to the ground as a result of his head trauma and other deputies after Gavin was handcuffed continue to fight with him because he was battling uh throughout um eventually they were able to get him uh restrained and contained and get him into a cruiser uh Sharon was injured from her head trauma and both she and Deputy Tipton were transported to hospital via ambulance in the um days that followed uh they both ended up back in the hospital because of vertigo and other medical conditions related to being struck in the head um as a result of this Sharon is still as Tipton is experiencing medical problems um we again want to uh recognize Sharon for what she did as a citizen at 4:00 in the morning who was taking her dad to the hospital um when this incident happened and this guy attacked one of our deputies and struck him in the head causing him injuries and the fall of the ground and as a citizen she put herself In Harm's Way and we want to recognize Sharon for that so if you would come up we have a plaque for you and we want to recognize it so this is uh presented to Sharon Scroggins in recognition of your selfless efforts to assist law enforcement January 31st 2015 so congratulations and thank you very much and um give that to you and uh let you say whatever you want to and Deputy Rick Tipton is here and I think he'll make a couple comments and then whatever questions you have we'll be happy to answer them sure this is uncomfortable for me because I'm used to I like giving better than receiving one of those kind of people um I just have a short thing to say normally I don't need to have a write my thoughts down because I having a hard time remembering things so I had to write my thoughts down thank you for this honor of recognition but I truly look at this as another example of what is great about police officers it seems to me more and more negative is happening and being said every day about our police after being involved in a life-threatening incident I couldn't be more thankful for the character of each one of these officers I feel I did what any person would do when you see someone that needs help I think the lesson here is when your life could be in Jeopardy penelas deputies will rise up and protect their citizens oh and if you don't know how to fight makes sure you always carry a mace thank you [Applause] Sharon I just want to say thank you very much for being there I'm glad I was there for you um of course I wasn't expecting it to get to this bad of a scene um but again if you weren't there I don't know if I'd be here also so I thank you anybody have any questions for them anybody want to ask anything okay all right well uh
