Paul 7. I need police assistance in city hall. I said I have an individual here threatening me. Threatening you? >> Yes. >> I'm Kevin. I'm the deputy city attorney. >> He threatened me. >> It's all right. It's all right. We'll move past it for now. >> Threatened you. >> No, let's let's make sure and make a police report on that. >> He doesn't need to. >> Let's make a police report on that. Officer, the security guard actually wanted to file a report for alleged threats. I think he was the one that called for you. I just want to make sure he gets taken care of. He claims I committed a crime. I think that that should be reported to the police. >> I think we're good. I think we're good. >> You know, it's a crime to uh make a false police report. What's your name? >> My name is Kevin Finel. >> Okay. And where'd you get your law degree from? >> My buddy Roy and I were doing an investigation at Flagstaff City Hall for their safety. I figured since government is always doing things for us, for our safety, such as sitting on the side of the road with a radar gun clocking us, pulling us over, taking our money for our safety, I figured I'd return the favor. So, I'm going in to document how many security cameras there are, where the entrances and exits are at, whether or not there's a good evacuation plan, and other things to try to make sure that government employees are safe. Because I love government as much as the government loves the people, and I want to look out for their well-being the way they look out for ours. >> Yep. >> What are you guys up to? >> Uh, doing an investigation. Um, uh, safety in in the, uh, facilities. >> All right. >> Little safety safety investigation. >> I've been with my wife since about 2005. >> All right. So, if you would both sign in. >> I noticed suspicious behavior from this security guard. So, for government safety, I started investigating him. Then, I went to take a picture of everyone who had signed into the building that day in case something were to happen later. All of this is for government safety. I do this for them. >> All right. ended also. >> I got him. >> You're not allowed to take a picture of that. >> What's that? >> You're not allowed to take a picture of that. >> Are you serious? >> I am totally serious. >> I got to show my boss what I that I signed in. >> I don't believe that's the case. But I'm not going to allow you to take a picture of >> You're not going to allow me. Are you serious? >> Why are you being >> It's not It's not public information. >> It is public information. It's on the goddamn public desk. What is wrong with you? Please give the book back. I wasn't even done signing in. >> Yeah, that's unfortunate. >> You don't want me to sign in now? >> I gave you plenty of time. >> His interference with my investigation is highly suspicious. Roy and I assume that he must be plotting something. And for government safety, we're going to get to the bottom of it. >> You can't. >> Yeah, you can. >> No, you can't. >> Yeah, you can calm down. You calm down. >> Whoa. >> Whoa. >> You need to back up. >> I'm gonna need you to move over here. >> You don't have the right to do this. >> You don't have the right to do this. You need to back up right now. >> Yeah. I need you to move over. >> You need to call somebody. Do you even have a gun on you? Good. >> Luckily, they didn't give this guy a gun. I can see why. >> Relax. Back up. >> Paul 7, I need police assistance in city hall. >> You can't just walk up on him and grab his camera like that. >> Touch his camera. >> Start recording. No, we're on. Let's start the recording. >> Is that all right? >> Yeah. >> Did you just call me a >> That is correct. I did. >> Jesus. >> You You just said that. >> Just be quiet and wait. Just Just be Just be quiet. Go sit down. >> I need you to move over here. >> Wait for your cops. Go sit down. >> I need you to move over here. >> Go sit down. You're You're fine, ma'am. >> No. I I I want to just have a moment really quick. >> Yeah. >> They can be in that park space. They can be in a public space. space as long as it's >> Thanks. >> I'm happy to talk. >> Even though he was told to stop, he still calls police again while a backup security guard runs as fast as he can to help. >> No. Uh I was asking for some assistance. know some people. >> Thank you. I appreciate your time. You bet. >> Got one individual here. >> Excuse me. >> I said I have an individual here threatening me. >> Threatening you. >> Yes. >> I told you you don't put your hands on people. >> What did you say specifically? >> You don't touch people. >> I didn't touch anybody. >> It's on camera. You got to quit lying, boy. Sit down. You're fired. >> What did you say to me? Don't you ever approach my employee like that. >> That's not what you said. >> With your hands up. Don't. It's on recording. You shut your mouth and you sit down. Hey, how you doing, sir? >> Good. I'm James. >> James. Nice to meet you. >> Nice to meet you, sir. >> Police Crockett. Yes, sir. >> Uh, what was it? >> Police aid Crockett. >> Police aid Crockett. Good to meet you. >> If he's done, I can carry on with my investigation. I think he wanted to call the police and escalate some. I just don't want to leave, you know, and make it look like I'm running or something. Does that make sense? >> So, >> understood. You want to just >> Sure. So, if I if you want me to wait here, I was going to wait. Yeah, sure. >> Otherwise, I got an investigation to do. So, >> but appreciate it. Okay. >> Hey, what's up, man? Good. I'm James. >> Good. I'm Kevin. I'm the deputy city attorney. >> Hey, Kevin. >> You guys want to do some filming? >> Um, just doing an investigation, that's all. >> Just uh checking how many security cameras there are, entrances, exits. Um, >> yeah, you guys are welcome to stay anywhere that is public. >> Cool. >> So, >> yeah, we we knew that. Yeah. But this guy threatened me. >> It's all right. It's all right. We'll move past it for now. >> Threatened you. >> No, let's let's make sure and make a police report on that. >> He doesn't need to >> Let's make a police report on that. >> Need to interview my staff. You can just do >> Well, let's make a He says I He He claims I committed a crime. I think that that should be reported to the police. >> I think we're good. >> I think we're good. >> You know, it's a crime to uh make a false police report. >> You guys are allowed to do what you want and do your thing, but you're really not supposed to be talking to staff. No, I can talk to anybody. >> You're a city attorney. Talk to you. >> What's your name? >> My name is Kevin Finel. >> Kevin Fininsel. >> And you don't need to interrupt them when they're doing their work. >> I didn't interrupt anybody. He he aggressively went at my cameraman like he was going to attack him. Kevin, what was your >> I'm trying to pass. >> Okay. So, Kevin, >> fel. Yep. >> Okay. And where'd you get your law degree from? >> Do what you have to do. >> Okay. So, I carried on with my investigation, looking for security cameras and making sure there's no blind spots. I was pretty sure the city attorney called the dogs off, but then another one appeared. >> Hey, what's up, man? >> Back over here. >> Nah. >> Yes, please. >> What? Did you run over here? >> Huh? >> Did you run over here? >> Yeah. >> You sound like you're out of breath. >> Huh? >> You want me over there? You said Did you want Did you say you want me over We're just in the middle of city hall. >> Did you say you want me over there? >> Yes, please. >> Is this the only camera in the lobby >> that you know of? Meanwhile, outside, the police were running in as fast as they could to respond to the call of somebody threatening the security guard. But I'm sure that as soon as he finds out that I'm just here for his safety, he'll thank me for my service. That was something. Okay. One of those. >> One of those. >> As you can hear, he says, "Oh, one of those." He knew I was just here for government safety. I appreciate it. >> Hey, uh actually sir, officer, this guy has a police report to file. >> You can always call >> Hey, uh officer, the security guard actually wanted to file a report for alleged threats. >> Security guard? Yeah, I think he was the one that called for you. I just want to make sure he gets taken care of. >> Yeah, the guy right there said that he wanted to file a report for threats, I believe. >> What's that? >> I think that's what he said. >> Huh? >> Oh, he did say I threatened him. So, I told him that that would be criminal. So, I just thought maybe if I if he thinks that someone committed a crime, that should probably be reported. >> Okay. >> So, no. You don't want to though? >> No. No. >> You don't want to report a crime? Okay, cool. Hey, I'm James. Who's a >> Yep. Nice to meet you, man. >> Mr. Kim. >> Yep. Mr. Kim. >> Hey, good to meet you. Thanks, man. >> Hey, so I'll tell you what I'll be doing so nobody gets surprised. We're We're going to check for all the cameras, entrances, exits. >> Um, just checking the safety, security of the building. That's it. >> So, and usually I have a building this size, >> I'm usually in and out within 10, 15 minutes most. So, usually I would have been in and out before. I'm James and I can give you my boss's information too. >> Are you sure? Okay. So, you can reach out to him and that way. >> Okay. That way if if I mean I guess there was something between the two of them. So if there was any complaint that needed to be filed it I I could get you in touch with our boss. >> We're past that. >> Okay. Okay. I just want to make sure we do our thing on our side too to make sure you can reach out to our supervisors and >> I'm good. Thank you. I appreciate it. >> Okay. Thanks, man. That's something I also learned from government. Make sure to give them layers upon layers of people to talk to who also don't give a what they have to say. Make sure that they have an opportunity to file a complaint against you with your best friend so that your friend can investigate you and find no wrongdoing. >> We've got three entrances and exits here. >> Two in the back behind security. >> Okay. If I send this over to >> my I was supposed to get a picture of where I signed in there. >> This >> Yeah, just where I signed in from my boss. >> Give me one second. >> No, I don't need all of it. Just >> I know exactly what you were going to do. Is that >> Which one are you? >> Oh, that's you right there, right? >> Yeah. >> Yeah. Don't mind. I was just talking about that. We probably should have that covered just so people have a a little bit more privacy. >> All right. So, we got Grande Johnson 827205 here for an investigation. And then below that, we got Woody Smith here for water. >> People don't have to sign in either, though. They probably think that they have to though, don't they? >> Um, we prefer it. >> Yeah, we asked them to. >> Why? >> We've had some security issues here in the past. >> Like real security issues, not like somebody pretending there's an issue. >> We got to get a protective order against a person. Yeah. for threatening one of the people in that office. Yeah. >> Is Greg fairly new? >> No. Greg's been around city for a while, but >> years maybe or >> I'm good. >> We don't get many many First amendment auditors here. We get one about every 3 years. >> What's that? >> Just people coming in and wanting to just utilize or take advantage of their first amendment rights to come into a building like this and film and do exactly what you're doing. Do an investigation in a public area. >> Oh. So sometimes people get, you know, they see a camera in city hall and question whether that's allowed and oh it is it's allowed public areas and sometimes we just have to confirm that. You >> say audit like like the is that is that kind of like >> common term I think people talk about when >> and you call that you call that an audit or something when they go after the cameraman? >> No, no, no. The person who's has the camera is called the first amendment auditor. So if you like Google for first amendment auditors, you'll see videos. >> Really? I can Google that? What is it? And that's just when you have a camera, you're a first amendment auditor. >> I think it's a general term people use. >> And that's somebody who records who films stuff. >> I think that's what but they refer to them as. Yes. >> I just never seen something like that before where somebody went after my cameraman. Now, as we all know, when you investigate people and find out that they're doing things that are unsafe, you have to demand money from them. Remember, always treat your government the way your government treats you. >> You have any idea why I'm going to stop you today? >> Get in the car. Put your hands up. >> Just kidding. That would be >> felonious. >> There were no friends left.
