and I was kind of Sheriff Bob wall Tyrion this incident began at about two o'clock this morning when one of our patrol deputies received information that the blackmail by the name of Richard Xavier summers his date of birth is 40 m in 1968 had an outstanding warrant for failure to appear on a fraud charge the deputy received that information from a bondsman who had bonded them out of jail and was looking for him because he had failed to appear on the charge that the bondsman had him out on his information was conveyed to the deputy and some investigation was done it was determined that summers had a very very extensive criminal history including armed trafficking in drugs and a variety of other violent crimes and it was knowing that he carried a gun the deputy conveyed the information to our violent offender warrant unit they began their investigation today and they were able to locate summers at a nearby location where he was picking up money from someone and he was picking up the money because he had told people that he was going to flee the country he ended up going to a Wells Fargo Bank a couple miles away and he was at that wells fargo bank cashing a check from the person that he had obtained it from the fleet information again was a pain that he was armed when he was at the bank and he got to the bank by yet to the bank by calling an uber driver so the uber driver was carrying them and transporting him around and after they left the bank decision was made to go ahead and affect the traffic stop but because the detectives knew that he was armed they decided to do what we call a felony traffic stop which is a certain way of conducting it where the safety of the deputies is paramount and they don't actually approached the vehicle so they began to conduct the traffic stop right out here to my right on homework to the road the uber driver continued traveling westbound and pulled in the parking lot just to the west behind us as he pulled into the parking lot he was given directions to stop he did and as he conducted that felony traffic stop view / uber driver and the passenger who summers were told to put their hands up in the air the uber driver complied summers did not he was fumbling around inside the car for a period of time he was continually given instructions to show his hands and show his hands and to comply with the deputies commands he didn't and all of a sudden he opened the front passenger door where he was seated he had a Glock semi-automatic handgun as he got out of the car he turned toward the back or to the east where the deputies were and fired at the deputies there's a round in one of the deputies cars from where he fired there were six detectives who returned fire all six of them fired semi-automatic handguns in or a rifle striking summers and he's dead here at the scene that's what we know right now is pretty straightforward from what we can tell you got on the car when he got his hand and pointed at the cops at the cops return fire he actually parked they can again it can find concede around in the hood of one of the detectives cars it's about all we know at this point the investigation is ongoing over here for a while and continuing to conduct interviews there were numerous civilian witnesses to this as well [Music] correct the uber driver had absolutely no involvement in this whatsoever and we figured when we want to go through the traffic stop that he would comply and he did so he was totally caught by surprise totally off-guard the uber driver had absolutely no idea what was going on until the detectives conducted the traffic stop and the guy got out with a gun and started firing and then unfortunately and very thankfully because the uber driver was seated in a car he was not struck in he's fine and he's on injury well he stopped with a business down here in Pinellas Park where we picked up a check went to a nearby wells fargo and then came here so it wasn't that long probably 30 minutes or so believe it was down here at a business down here in Pinellas Park his name is Richard Xavier summers for 1168 business date of birth yeah well it looks like that some of the bullets ended up across the street so you know it is that as the deputies were firing again he came out with a semi-automatic handgun fired they returned fire and some of the round one across the street dangerous with over here and absolutely no doubt we're very thankful that nobody else was hurt you know it but when the deputies are being shot at they have no choice and you know we're very fortunate that nobody else was hurt yeah absolutely but when you're being shot at you have to return fire you know and as you're returning fire you're hoping that all those rounds were going into the bad guy but sometimes they don't you know and things happen deputies have acted absolutely properly they acted responsibly they actually consistent with training they did the right thing and you know sometimes things happen and when you're being shot at you return fire and sometimes you can't control where those rounds go is the best that you can control them you do but sometimes it doesn't happen that way so we are very fortunate but the only way is the only person is responsible for those rounds going across head street miss Sommers okay because you didn't have to come out of that car with a gun is handed shoot at cops and we shoot at cops you're going to get shot back yet and sometimes the rounds are going to go other than in him you know and that's sometimes just what happens if you face with Nadia quickly with be right left yes a fraud charge you know but yet again a very extensive criminal history including drug trafficking armed drug trafficking a bunch of other felonies the information was is that he felt cornered he didn't want to go back to state prison because of his criminal history and he was going to flee the country so you know you got a guy that was motivated to get away it was looking for money to get away and was where he was going from here we're not certain other than he was trying to get out he had just picked up money he's trying to get out of town he said he's going to get out of the country so the middle husband again approached the patrol deputy in about to a box 14 or so he formed the patrol deputy of all of this again the patrol deputy did a little research a little investigation find out who he was found out that he was gonna find out about the history etc and immediately because of his criminal history and information that he was currently armed passed it along to the violent offender warrant unit because of the guns and his violent criminal history I'm sorry I can't hear the question you know as hard as we can tell right now this is a minus there's nobody else involved there's nobody else was trying to help him he was doing this on his own there's nobody that was harboring him at all or doing anything you know there was a proper so as far as we're concerned the investigation is focused on summers what he did here pointed a gun at cops trying to kill the cops and shot Adam and that's our focus right now and thankfully all the definitely per se of all citizens are safe and we were able to resolve this the way if nobody else get hurt no no he got onto the car so the car parks to the west so behind me is the car pulls in he's seated facing west in the front passenger seat of the car so as he's in that passenger seat he opens the door and as he opens the door he gets out he comes right back like this going to be gonna the deputies fires around and around is in the detectives car and so no question he fired and then when he fired at them they horse returned fire says he's coming out of the car swinging like this pointing the gun at them that's when they fired after he did it claims we came across difficult quick cuz bullets went that way because we had you know several deputies here six fired in some of their rounds it's some of their rounds not his rounds because his rounds went towards the deputies which would be coming here to the east so some of their rounds unfortunately went across the street the uber cars the one there it's got the Marine Corps tag on it all the other ones are undercover vehicles it's a you know whatever I don't know what kind of what make it is but it's the car behind me with the Marine Corps tag on and that's see if we're driver's car all of the car not all home honey the one car that you see behind me that's mark that's a canine car that car was part of it in part of the take down of the apprehension as well too so they all had blue lights they all had lights on them but one of them was a marcar whether I felt like it was the safest place to do it under the circumstances based on the information they had a decision they made given the fact that they also believe that the uber driver would be cooperative there was nobody here at the time it was an empty lot they felt like it was the safest place to do it because they had information again they had information that he was armed and he had a gun and they felt that was the most effective way to accomplishing no no nobody else was hurt probably about six at this point about six civilian witnesses alright thanks everybody okay
