footage isn't that great because I had a discreet hidden camera I followed them in but tried to stay separate from them and acted as if I had no idea who they were when they walked in the building was open to all members of the public but when the staff saw that they had cameras they immediately started shutting the doors locking down the building and calling the police when they ask why they're locking down the building a woman says that because in 2019 someone came in and tried to traumatize the employees and therefore the building has to be locked down now what she was talking about was when news now OKC had come in with a camera in 2019 and the mere existence of a camera was traumatizing after they had denied everyone access to the building I then conducted my investigation I'm not here [Music] h no I'm I'm supposed to be meeting with somebody I think they're on the second floor oh I got to check in okay sorry I I I start to cry what's this what's going on here it's a it's a they know one of them right nobody with nobody we're all Americans uh my question is this look and I understand I like children in there and I'm all about not interrupting what you got going on with the kids but here's my question public can go in this build why can't we you can okay you absolutely can we're going to take you in the building we're just that meeting time but the public it's open to the public right now corre the building is open to the public if I came to you and wanted to tour your facility your house or whatever you want me to schedule that time right not see here's the thing though that's private property and not a government building where you have public hours and see here's the problem that we run into the problem that we run into is if the members of the public are allowed into a building and then somebody gets to say hey these certain members doing this certain activity that's constitutionally protected are not then what Isen the government is being able to do is decide what speech is acceptable and what speech is not acceptable well that's what you're doing because some people can go in and some people can't go out here's the thing what the law says and what the 10th circuit which is the federal court of appeals that we deal with here has said is that that the press and people have a right to record in publicly accessible areas of public buildings during regular business activities now they might not be able to exercise some First Amendment constitutionally protected activity with regards to speech that interrupts or interferes with the normal business activities that the active recording has been found to be at all circuit courts not to constitute something that can interfere with harass or disturb a government official in the performance of the duties if it's visible from the public so my problem is is that making a decision to restrict us from the building when other members of the public can go in the building I I'm not going to force my way into the building I'm going to accept your refusal to allow me to enter the building I would never force my way into something so you don't need to worry about that but I just want to document that this is a problem that you are restricting access additionally there are records that are in there pursuing to title 51 of the Oklahoma open records act I'm trying to get into the building to go seek payroll and other employment records uh related to this and see history employes I'm still speaking I want a lot of things I want a lot of things but I want open records for title 51 which makes refusal of that ad Miss so I just want to document all the things I'm here for I'm going to refuse to I'm going to accept the refusal we'll talk about it schedu time to come back and do a tour but but I want to point out that I'm going to take issue with this further with regards the denial and restriction of access so can I get your name first of all what's your name no what's your
