means every person who drives there is an actual physical control of a vehicle well that's this guy license means any driving privileges and you can see they have all kinds of different licenses uh separated from an operator to a commercial so uh you don't have to just be in commercial or Commerce to be required to have a license and Michigan does a good job of separating the two they've got a definition for commercial vehicle commercial motor vehicle and under this definition it that makes it very clear that a commercial motor vehicle does not include a vehicle used exclusively to transport personal possessions or family members for non-b buus use Michigan does a wonderful job of laying it out the difference between commercial an operator and everybody needs a license and here's their definition of operate operating operator means a person other than other than a chauffeur who does either of the following operates a motor vehicle upon the highway well that's what that guy's doing and the vehicle defined and he he talks about a court case I didn't get the uh citation but he says it's Ohio and he doesn't live in Ohio so it's not relevant but a Supreme Court case writes V mely here does set out that the universal practice is to register ownership of automobiles and to license their drivers very very simple and here's a bunch of uh Michigan cases that uh he to trip you out because 54 or 56 well 54 for the commercial code okay but the 1956 is when President Eisenhower okay relinquished uh counsel jurisdiction which I'm stating that's what I fall under I
