hello everyone I'm Sergeant Jamie Cox public information officer for the Mesa Police Department this critical incident Community briefing will share relevant video footage evidence and police procedures related to this case this will provide you with a better understanding of what happened based on what we know right now Mesa Police Department conducts thorough use of force investigations typically investigators interview multiple Witnesses view numerous hours of video footage and analyze a significant amount of forensic evidence this video will not draw any conclusions about whether these officers are acted consistent with our policy and the law until all facts are known and the investigation is complete this video may contain officer body worn camera video as well as 9-1-1 calls and any other surveillance video obtained as a part of this investigation we need to warn you that sometimes the images and information can be graphic disturbing and difficult to watch and the video may contain strong language viewer discretion is strongly advised especially for young children and sensitive viewers on June 22nd 2023 Mesa officers responded to a call for help in the 1300 Block of South Oracle the caller stated that a man named Michael Medina threatened to kill his girlfriend's father officers arrived at the home but Medina had already taken off officers learned that the suspect Michael Medina broke into another residence nearby and was confronted by the homeowner that homeowner fired a warning shot and as officers responded Medina took off again officers were unable to find him at that time so investigators developed a probable cause for the following charges threatening and intimidating disorderly conduct burglary trespassing and resisting arrest Medina also had multiple outstanding warrants for failure to appear at Mesa City Court a drug-related warrant out of Scottsdale and a probation violation warrant from the Maricopa County Sheriff's Office on July 17th the street crimes unit got a tip that Medina was back at the Oracle street address they set up surveillance and watched Medina and his girlfriend get into a car and leave shortly after an officers initiated a traffic stop they could see Medina in the backseat and gave him commands to exit the vehicle the car off Medina started to come out through the right rear door a Mesa detective deployed pepper ball rounds aimed at the vehicle door and the ground near Medina what fights the police stop heads out the door hands out the door Mesa Police began using the pepper ball launcher in April of 2023. it provides our officers with another less lethal tool when de-escalation techniques are not effective or appropriate and forced is authorized the launcher uses compressed air to launch pepper balls which are filled with irritating powder from distances of 6 to 150 feet they can be deployed as area saturation which means aimed at the ground and area surrounding a suspect or as direct impact aimed directly onto the body of the suspect who displays active aggression or is a dangerous violent fleeing felon multiple commands were given from officers and Medina again exited the vehicle this time with a backpack officers gave him instructions to surrender but he failed to comply Medina began shifting his weight around and looking in all different directions and then he took off running as he began running a detective deployed two beanbag rounds another detective fired more pepper ball rounds and a third officer used his taser in an attempt to stop Medina and get him into custody Medina continued to run across Mesa Drive with detectives chasing behind him as a detective caught up to Medina he reached out to push Medina off balance Medina lost his footing and collided into a block wall in the 1300 Block of South Mesa Drive to the sound of my voice walk back walk back oh yeah after he was cuffed officers noticed that he was unresponsive and they could not find a pulse he was unhanced and the detectives began CPR until Mesa fire and medical arrived Medina was taken to the hospital where he was pronounced deceased at this time we are waiting on the Maricopa County medical examiner's office to finalize Medina's cause of death all of the information and evidence in this case will be turned over to the Maricopa County Attorney's Office for review thank you for taking the time to watch this critical incident Community briefing
