[music] >> I started in patrol. I did about 7 years on patrol and then I got involved with our tactical team, our full-time SWAT team. So I spent some time on the part-time team while on patrol and then I accepted a position over there as as a full-time member. And I stayed there a little bit over a year and now I'm back on patrol. I'm forever grateful for the opportunity that I had on SWAT. I got to do a lot of cool things, train, make meet some really cool friends and you know, have some good experiences, but nothing beats patrol because patrol is you know, they always say it's the backbone of any department and you know, there's truth to that. Patrol responds to everything first and they develop the cases, they identify the suspects and and help the victims before it goes to any specialty. Uh so someone is calling in reporting that someone might have broken into their apartment. So we are down the street pulling into the area now so we're going to check it out. Looks like they're parked on the backside. Oh, it's one of these. Uh she's waving down right there to her left. Oh, okay. I'm parked all right here. Where she at? Where she Hello. Is this the apartment right here? It's the apartment. Okay. Oh, her trailer door is open, not the apartment. >> there. No, someone went in there there. And the apartment or sorry, the the apartment or the trailer? >> The door of the trailer, yes. Hey, they're talking about the trailer, John. Three Charlie 13, RP saying that it's not the apartment but it's the trailer that's parked out front. We have an open door. Okay, hang out in your apartment while we handle this and then one of either me or another one of my partners will come talk with you, okay? Just want to make sure that you're in there and safe. Yeah, so she said that What's that? Yeah, it's that lady's trailer and she heard like what sounded like a something bang or whatever and they heard something pop open and she looked out, saw the trailer door was open. So she called her, "Hey, are you in the trailer?" She said no and then here we are. So I don't know what It sounds like it from what she told me. Who's this Who's this This is just a neighbor. Yeah, just a neighbor, yeah. Lady was inside, heard some sort of commotion, looked out, saw the trailer door was open so she called over to her friend whose the trailer belongs to, asked her if she was inside, she said no and then gave us a call cuz they thought that someone might have been broken in but with the weather tonight, I wouldn't be surprised if the pressure change or whatever kind of pop that door open, but we'll we'll clear it for her, make sure that there's no one inside. It's full of stuff. >> [sighs] >> Anybody inside the trailer? This is the Mesa Police Department. Make your presence known. Come to the front of the trailer with their hands up, nothing in them. Anybody inside this RV? This is the Mesa Police Department. This is your last chance. Come to the front door with your hands up, nothing in them. I cleared most of that front. I'm going to go in and take the the back of it. I'm just looking at got some uh Looks like possible pry marks here. Could be a sign of a forced entry. Otherwise, I don't see a whole lot of damage to any parts of the lock. Too big. All right. You guys need anything else? You guys good? All right, sounds good. Yep. What's up, dude? No, pulling out a burger. We're going to contact this guy on the bike. He's riding in the night without a light uh crossed in front of us. Black male, black shirt, blue So we're going to talk to him and see if he knows what's going on with his bike. What's going on, man? The reason I stopped you, I appreciate you trying to whip out a light for me, but you got to have a light affixed. Yeah, man, it's got to be brighter than that, man. And you got you got a red reflector on there. The other thing is too is you came darting right out of the road. Pretty dangerous, right? Without the proper lighting, I could barely see you and I'm paying attention to the road, right? All right, you're good. You have an ID on you? I don't. No, okay, cool. Yeah, have you ever had an ID? Okay, cool. Last time I um Three Charlie 13 906 The main thing is is when you're riding so you I mean, if you look back, right? You see how even though the street lights how dimly lit it is? And we've been taught we've been stopping cars all night that are running with like one headlight or like dim headlights that are like unsafe. We don't want someone hitting you, right? To be fair. Okay? So it's one of those things. The other thing too with your your light so you've got to like you string it on there, it has to be like hard attached. You know what I'm saying? So you got to get that like bracket that hooks up here or even like here. Um Yeah, so Hey Todd, while we're talking, I'm just going to take your backpack off cuz it's pretty big, okay? Do you mind just slipping that off for me? And then when it comes off, just keep your hands on the handlebars for me. It's going to be right next to you, don't worry about it. 15 We're going to place you in the handcuffs right now. You're showing a warrant out of Maricopa County Superior Court, okay? What's going to happen is we're going to detain you. I'm going to see if you need if that they still want you on that warrant. If they do, we'll facilitate that, okay? Yeah, looks like it's a fresh one but I got to look into it, okay? But right now you're not detained, you're not under >> got out of jail Okay. and I haven't heard anything >> Okay. Well, that's why I'm going to check. We'll see, it could have been quashed and I'm just not seeing it on my end. All right, that's it. That's what we're going to do, all right? So just hang tight with my partner and we'll figure this out, cool? All right, we're going to be confirming his warrant to see if Maricopa County Superior Court actually wants him. He said he got out of jail recently so there is a chance that the warrant has been cleared and it just hasn't reflected on our system necessarily. So we'll uh we'll figure it all out and see what's going on. I looked online and it says that that it was vacated or something. I'm not sure. Okay. So I'm I'm not sure. Well It's really it's not that easy to find warrants and stuff online. Yeah. >> Really not. Yeah, well and the thing you run into too is it depends on who has jurisdiction. >> cases even. Yeah. It's not easy to find that stuff. So so what we run into like if it's a county case you can probably find it calling the courts. This is what I tell everyone like especially with like Mesa City Court, you can try to go on the website and look up just call them because what that'll do is that'll put you on the phone with the a clerk at the front desk and they'll be able to look at your name and and even the stuff that might be pending, they can give you a heads up. Hey Todd, so here's the deal. So like I told you, we're going to check with the court right now to see if they want you, all right? From what I'm seeing on the computer system, that warrant's valid. I need to go to I had a pre-trial services guy. I got I got locked up for for Maricopa County for a Mesa case in Maricopa County. I went to to Florence. Okay. And I just haven't had a chance to handle it yet. That's fair. That's fair. Yeah, it looks like your warrant like it's it's pretty recent. It was within the last month so it's probably why. When were you arrested, do you know? For the for the >> Whenever you were arrested last? It was like December's night. Okay, yeah, so that warrant's post that. No, no wait. Yeah, that's what that's what it's showing me. Oh, I know that's what but the warrant is after that. >> Okay, okay, okay. So you probably got released, the warrant got put in the system for whatever reason and now it's active. All right. Looks like it's for like some dope case back in the day or something like that. Okay, is there anything on you that I need to be aware of like that? Okay, not saying it's going to go there yet cuz there's a chance that the court says, "Hey man, we don't want Todd, send Todd on his way." Right, I agree with you, nine times out of 10 they're going to want you, okay? to in like um medical case thing or medical issue. Like a malpractice? No, like um like a current like um medical condition that I'm dealing with. Oh, what's that? >> my hand. What's wrong with your hand? Look, I just lost my finger and and got electrocuted, man. It's an open wound and it's like freaking Have you been to the hospital for that? >> Yeah, I mean I I have an appointment tomorrow. Did they give you medications for it? I am on antibiotics. All right, do you want the fire department to come take a look at it? Like I don't know when the last time you got it checked or anything. It's your it's your health. I I want to make sure that your health is prioritized in this situation. Um [ __ ] I mean, what should I do? I can't tell I can't get I'm not a doctor. I'm not a but I mean, it's like you said, it's open. >> is being in jail with this open [ __ ] I'm going to call the fire department over, okay? And they're going to take a look at it cuz there are like first line like medical experts in that. I'm not a doctor. I can't tell you yes or no. Okay, my job is just to unfortunately enforce the laws, not give medical diagnosis. We're going to stand you up off the bike. Can you just help move him? We're just I don't want you run over by the tow truck. Get over this way, out of the road. Keep him safe. I got Todd over here so Todd's been electrocuted and he's got a skin graft where he lost his finger. Um and I guess the skin graft just hasn't been holding. He's technically under arrest for just a warrant, nothing else. He's saying that you got electrocuted a couple months ago. He's got some injuries that would be consistent with that. So the fire department's going to check him out. If the fire department determines he needs to go to the hospital, that's going to be our primary focus. We're going to make sure he gets to the hospital so he can get cared for. If they determine that his injuries are maintained well enough in order to get this warrant taken care of then he'll probably go to jail and get seen on the warrant. What'd you do time for? Uh for I mean, drugs. He's just going to send him over. Are you sober right now? Yes. What is your drug of choice? IT WAS HEROIN. HEROIN? WOW, DUDE I HAVEN'T HEARD HEROIN in a long time, man. I started in the Oxycodone days. Wow. >> In like 2005. Dang, dude. How long did you do? 8 years? About, yeah. All together I've done like 10. Wow. Like all for drugs? Well, all of leading to drugs. It was a theft and a theft for the first time it was a year and a half and then the second time was a theft of means which was A family member's car that I borrowed to go pick up. Oh, and then they reported it as stolen? >> Yeah. And that was a probation violation and theft of means and a aggravated DUI cuz I didn't have a license. Oh, we got 4 years just for that. Oh, [laughter] yeah, dude. I'll tell you what, State of Arizona does not mess around DUI. Do me a favor, walk with the firefighters over there. No crazy business. I appreciate you guys. Anytime, Todd. Like I said, that warrant's going to be active, okay? So, whether you talk to your pre-trial person or you call the court directly and figure everything out, all right? But just know that from this point on that warrant's active. So, if you get stopped again, there's no saying that you go He's going to go to the hospital for his skin graft issue. The firefighters obviously uh made the determination that he needs additional care for that. And knowing how our jail is, they need a pretty much all medical clearance and base how low level his warrant is. I already talked to the boss. They're good with just the warrant going back in the system and uh get him another day, I guess. And so, what's this guy's story? So, I heard a little bit, but what was his story? How did he get those injuries? So, he basically was working at a job site doing electrician work and got electrocuted through a transformer. And it sounds like he took on some pretty good voltage cuz I think he said the transformer was anywhere from 110 volts to 10,000. Oh, wow. Um got electrocuted to the point where he lost his finger, was unconscious, and uh required some extensive uh skin grafts. And obviously he's missing a whole finger, so um sounds like when he got released from the hospital, he got put into jail after he was all healed up. And then now that he's back out on the street, it's just uh yeah, this is a hard life and it's not doing his body any justice, so um sounds like from the firefighters he's at risk of losing more fingers if this gets infected, so you know, it's just one of those things where healthcare trumps jail at this point. This uh vehicle in front of us doesn't have a license plate. We're going to be uh pulling a traffic stop on it. Oh. That was abrupt. Three Charlie, 13906. Is this your car tonight? Uh I just bought it. >> You just bought it. Okay, is that why you got the temp tag there? >> That's why I got with the temp tag. Okay, so yeah, the reason why we pulled you over is cuz we looked like you didn't have a license plate. And obviously we couldn't even read that temp tag until we got right up on it. Okay. So, Arizona law requires you even with the temp tag, it's got to be displayed properly and I don't think you have any lights on there. Oh, yeah. So, it's not even illuminating where a license plate should be. Yeah, so just put it on your Yeah, you're good. Um what's your name, man? My name's Matthew. Okay. You know what? I'll just do this. He said he's got a pocket knife in his right pocket. Okay. I told him not to go for it, so >> prefer me to step out and you can remove that from me? I have no problem with that. Yeah, Johnny, if you want to come on that side. So, before we do that, just keep both your hands on your steering wheel for me. It's clipped on the outside of pocket. Okay. So, keep your hands there. I'm just going to grab hold of both of your hands there. And I'm going to on the right side there. You're good. So, I'm just going to clip this out. Yep. Bring this hand over here. On the right side there. Perfect. All right, come on, step out. Come on, step out for me. Here, I got you. My phone and my vape, please? Yep. >> Where's your vape at? Right there in my All right, come on. All right, go ahead step out for me. Face the view of the car right here. Hands on top of your head for me. Hands on top of your head. Thank you. Cool. Anything else on you? Just my wallet and then probably some cash, but that's about it, sir. All right, cool. We'll step back to the step of the car over here. Okay. And relax on the bumper for me. Arizona driver's license. Perfect. All right. So, yeah, like I said, like it's hard for us to read it. And so, right where you If you want to take a look now that we're looking at it, you see how there's really no lights coming out underneath there? Okay, yeah, I didn't know. >> So, you got to have lights illuminating it. And then I get it, it's a temp tag, so you're probably going to have to tape it on there. But it's just one of those things where I'm not the biggest proponent. Like obviously you got to do what you got to do, but you go on the highway and the troopers get you, they're probably going to write you tickets out there. >> just taking the car home. I just picked it up. >> Oh, nice. Okay, cool. Well, congrats. These keys will last forever. I just trying to something to and from work. I get you, man. I get you. Oh, we're just going to cut him a little warning cite for just not having his insurance card on him. Everything he's shown me is is looking legit. The car is his, it's registered to him, it's on a temporary tag. When we first tried to get up to it, you couldn't see the license plate at all. These are very prevalent of being stolen. So, we got him in the neighborhood and he seems just like a normal guy, just bought a car and kind of educating him on how to display his license plate.
