hello everyone I'm detective Brandi George public information officer for the Mesa Police Department this critical incident Community briefing will provide you with information about an officer-involved shooting that occurred here in Mesa we will share relevant video footage evidence and police procedures related to this case this will provide you with a better understanding of what happened based on what we know right now Mesa Police Department conducts thorough use of forest investigations typically investigators interview multiple Witnesses view numerous hours of video footage and analyze a significant amount of forensic evidence this video will not draw any conclusions about whether these officers acted consistent with our policy and the law until all the facts are known and the investigation is complete this video may contain officer body-worn camera video as well as 9-1-1 calls and any other surveillance video obtained as part of this investigation we need to warn you that sometimes the images and information can be graphic disturbing and difficult to watch and the video may contain strong language viewer discretion is strongly advised especially for young children and sensitive viewers I'm Sergeant Jamie Cox with the media relations office on July 6 2023 Mesa Police received a 9-1-1 call regarding a man making threats with the firearm a woman told officers that she was involved in a domestic violence situation at an apartment complex located at 1233 North Mesa Drive the woman went to a friend's apartment in the same complex and they both reported hearing the suspect 28 year old Sean gagne threatened to shoot them 9-1-1 emergency calling because um I was standing outside of my apartment with my friend in like the Carmen area on the walkway and my neighbor threatened to blow my brains out and um shot off a firearm on his patio when officers arrived they tried to contact gagne but he would not respond Nothing in Your Hands yeah I'm good childhoods Sean this is the Mesa Police Department we are units around him we need to come out with nothing in your hands we can talk to you about what happens tonight with nothing in your hands and follow our commands so it's a Mesa Police Department we're not immediately until you come out and do so to guarantee your safety you guys if you hit that door there's a little sneakers Department we know you're not inside we are not going anywhere we have a SWAT team coming on their way so we will put gas in your in your apartment and make you come out so we have a police canine and you won't get bit [Music] um but nothing in your hands it's a guarantee your safety you want to try to hit the door a couple times ready a little bit one more a little bit to the left two more commands a police negotiator was called to the complex and attempted to communicate with gagne after some time The Negotiator was able to reach him by phone [Music] gagne told the negotiator that he was fully armed with multiple Firearms including rifles shotguns and handguns he said he was watching the officers outside his apartment and warned the negotiator that if Oscars did not back up he was going to shoot them see what something happened bro I don't give a [ __ ] we'll see what's going I got [ __ ] I got 18 I got [ __ ] eight hours Sean listen Okay obviously because the issue that happened tonight between me and your girlfriend and neighbor we couldn't do anywhere but I do want to see you come out of there safely I want you to come out lasers so this is the Mesa Police Department that one we know you're inside we see you inside and you get a come out with nothing in your hands to guarantee their safety officers could see gagne passing by the front door holding a rifle Mesa SWAT officers and positioned themselves around the apartment as gagny continued to Pace by the sliding glass door he appeared to raise his rifle toward officers and that's when the first officer fired his duty weapon gagny fired multiple rounds at officers through his sliding glass door causing seven other officers to return fire there's Thomas can you put together an immediate gas line I know what he's shooting everywhere I'm not in a position to help you with that [Applause] now please here's a video from another officer's body worn camera yeah yeah we're good gagne fell to the ground inside his apartment near his open front door when officers were able to approach they brought gagny out and began life-saving measures until Mesa fire and medical arrived at which time gagne was pronounced deceased all of the information and evidence in this case will be turned over to the Maricopa County Attorney's Office for review thank you for taking the time to watch this critical instant Community briefing
