[Music] [Music] hello my name is Frank Milstead and I am the police chief for the city of Mesa this is the first one of these videos that I produced for social media uh for trying to show to uh our constituents citizens of Mesa and surrounding areas um this idea was originated uh internally and I do videos for the officers and the civilians that work within the department uh really on a monthly basis and we call it off the cuff uh but there's so many things going on there's so many positives right now uh coming out of the Mesa Police Department that I wanted to take a couple moments just to educate you on some of the things that were happening uh be able to open up some dialogue um and through social media if you get back to us and wish us to cover other topics and issues in the future I'd be more than happy to do that uh and use this as our way to have interactive media back and forth you know last year the city of Mesa was ranked by Forbes Magazine to be the seventh safest major city in the nation uh and that was a first distinction for any major city within Arizona and and we were very proud of those efforts this year uh Forbes Magazine ranked Mesa as one of the top 10 destinations for retirement citing low crime is one of those reasons for that movement so again very proud of the achievements you may have seen in the local papers that crime in Mesa is at historic lows so somewhere as low as it's been in the last 60 years um none of that is by coincidence uh as you see uh other areas in the state where crime continues to creep up and move forward uh we continue to adjust our policing model uh the way that we decide to fight crime to uh adjust to Crime Trends we use a system called comstat it's a computer AED statistics uh to allow us to take the crime from yesterday and formulate a mission for today so when the officers go out they know what's happened in the last 24 hours so really what we're talking about is using the data as quickly as we can to develop uh Patrol missions for the next shift so we're always tracking we're always moving forward um we coupled this idea with statistics on what the officers do tracking what how much uh productivity the officers have and knowing where to place those people people to get the most uh out of each day um our policing model is working uh if you look at graph charts and and I don't have them here to show you but if I did you could see arrest are up uh in count over the last two years and really up by the last 12 months and arrests go down I'm sorry arrests are up and um uh crime goes down and they almost mirror each other uh it's not a phenomenon that if you deal with street level drug dealers you deal with street level drug arrest you deal with uh with your gang violence that you will impact broad pieces of crime because drugs really Drive crime uh they drive property crime auto theft identity theft the drugs drive all of those crimes because people who are into the drug trade use crime to finance their personal needs and desires uh so part of our model is to arrest the right people we spent a lot of time with our violent offender unit our our us Marshalls task force and our career criminal Squad try and identify those prolific criminals people that do multiple crimes every day uh and incarcerate those people in the purest sense what policing is about is arresting the right people getting them off the street and incarcerating them uh and that's what the men and women of the Mesa Police Department have been doing uh and it's what drives down crime for us uh career criminals are always a problem for us uh those are people who commit crimes every day to finance their personal needs or to finance other criminal Enterprises um I just wanted to take a minute to catch up I wanted to uh break ground uh and put out this first video so you would get to know who I was and I know over time I'll get to know who you all are through your questions and this uh ongoing operation uh again I'm honored to lead and serve this Police Department um my job is to make this the best place to work uh and to protect the citizens of Mesa and make sure that you are safe in your daily lives uh and feel good about being a Mesa resident uh if you see something say something always remember to report crime it's important to all of us that you know that you have a voice and an outlet when there is a problem in your neighborhood so uh don't rationalize it away if you see something suspicious it probably is suspicious and we'd like to come out and help thanks for your time thanks for watching and I look forward to seeing you soon [Music] [Music]
