hello everyone I'm detective Richard encinas public information officer for the Mesa Police Department this critical incident Community briefing will provide you with information about an officer-involved shooting that occurred in Mesa we will share relevant video footage evidence and police procedures related to this case this will provide you with a better understanding of what happened based on what we know right now Mesa Police Department conducts thorough use of force investigations typically investigators interview multiple Witnesses view numerous hours of video footage and analyze significant amount of forensic evidence this video will not draw any conclusions about whether these officers acted consistent with our policy and the law and to all of the facts are known and the investigation is complete this video may contain officer body worn camera video as well as 9-1-1 calls and any other surveillance video obtained as part of this investigation we need to warn you that sometimes the images and information can be graphic disturbing and difficult to watch and the video may contain strong language viewer discretion is strongly advised especially for young children and sensitive viewers I'm Sergeant Jamie Cox with the Mesa Police Department on September 19th 2022 a woman called 9-1-1 to report that her boyfriend assaulted her after an argument Robson are there any questions she also told the dispatcher that while in their residence in the 200 block of South Robson he fired a gunner [Music] the woman told 911 that she left the home because she was afraid officers responded to the address but could not locate the woman's boyfriend 43 year old Victor Pacheco is he's got a black Mercedes-Benz and his officers searched the surrounding area they spotted a vehicle matching that description a lieutenant initiated a high-risk traffic stop just south of Alma School in May after the vehicle stopped Pacheco partially exited the car with the gun in his right hand pointing it in the direction of the lieutenant this is when the officer-involved shooting occurred Put the gun down y give it 43.99 a team of officers quickly arrived and deployed a flashbang toward the vehicle before approaching after the flashbang Pacheco began moving around inside the vehicle before exiting standing to the right of the handgun on the ground did not follow officer's commands to keep his hands on his head that is when an officer fired a Leslie pilgrim shortly after he was taken into custody and transported to the hospital for treatment the lieutenant who shot his duty weapon has been with the Mesa Police Department for 25 years this is his first officer-involved shooting during the investigation officers recovered one handgun that Pacheco dropped outside the vehicle as well as multiple guns inside the vehicle Pacheco is facing charges of aggravated assault aggravated assault domestic violence misconduct involving a weapon and unlawful discharge of firearms all of the information and evidence in this case will be turned over to the Maricopa County Attorney's Office for review thank you for taking the time to watch this critical incident Community briefing
