At 8:40 on the evening of May 5th, 2025, an officer from the Shorewood Hills Police Department in Wisconsin [music] stopped a Black Volkswagen for speeding and driving on a closed road. The driver was 18 years old. Her name was Holly and over the [music] next 90 minutes. Hi, I'm also manager Hills Police Department. The reason for the contact today is a couple reasons. One is just speed on university way too fast. And then the other reason is when you went through this road, that road is closed. You can't go through there. >> Okay. >> Yeah. Any reason for that? >> Um well, so my heart my house is like right. >> Yeah. Okay. I got you. Do you have your license on you? >> I do. >> Okay. >> So it's just speed. >> Speed and then uh going through those signs right there. 5630 >> 5630 >> Is the city or Middleton available for a second? >> I'll take that for >> Yeah, >> for just like a double check. It's speed and >> speed and then those signs when there's a road close sign to through traffic, you can't drive through there. >> Sure. I'm I'm so sorry. I just like my house is like right. >> Yeah, you still you still can't drive through them. I mean like that that's the reason those road clos sign. Okay. >> All right. Cool. >> Where do you live? >> I live on Well, it says it on my license. So, >> all right. Your license invalid and everything. >> Uh I would assume so. >> Okay. I got you. Just Just stay in the car for me. Okay. Yeah. What's up, sir? >> Yeah. You can turn off the lights of your car. You have your ID on you? Thank you. Oh, that's cool. >> She would be arrested twice by the same officer for the same crime in the same vehicle, setting a record that nobody wants and that the officer described with three words, I gave you a chance. Okay. Um, so where you you said you're coming from where again? >> I'm coming from my address. >> Okay, I got you. >> Yeah, that's your ID. One second. >> Um, my flashlight. Can I look at your eyes quickly? >> Oh, yeah. >> You uh when's the last time you smoked? You said 5 hours ago. >> Uh about 7 hours ago. >> Okay. So, what time was that at? say >> I'm sorry. I have um pink eyeliner on. >> Oh, okay. >> So, it might look like I'm high, but I'm not high. >> Um I would say like >> and nothing to drink at all today. >> No, >> no alcohol. How old are you? >> I'm 18. >> 18. >> It says on my >> I'm sorry, what >> it says on my >> Okay, I got you. Um well, just with how you were driving and everything, I am just a little concerned. Um, would you be willing to do field sobriety for me? >> I would love to. >> Okay, I gotcha. Um, and no cannabis or anything in your vehicle? >> Um, no. >> Okay. Did you smoke in your vehicle? >> I have some ash. >> You have some ash? >> That was from yesterday. >> That was from yesterday. Okay, I got you. Uh, why don't you hop out for me? >> No weapons or anything. Why don't you step back to my car? Who's the gentleman to you behind us? >> Do you mind shutting my door a little firmer? >> Want that stuff back here to my plate? There's my license plate right there. Just stand right there for me. Okay. How much weed do you smoke typically? >> Uh, I smoke on a daily. I was actually just going to smoke. >> Gotcha. Gotcha. Um, >> but I have not smoked any weed today. Okay, I got you. Does he typically have the weed or do you have the weed? >> Her blood alcohol content on the [music] first arrest was41, >> five times the legal limit. >> Okay, I got a couple more questions now. What's with all the alcohol? >> So, I lended my car to my friend for prom. Prom was yesterday. >> So, >> you haven't drank anything today? >> No, I didn't. But um I don't know. I hopped in my car and I assumed that everything was like decent. I didn't think that anyone was going to >> I gota So the only thing you had was a little bit of weed earlier today, right? >> Yeah. >> Okay. Well, if that's the case, I'm I'm want to do a >> I I'm still going to do field sobriety on you. Just with everything I found along with the THCA, along with the admission and driving and everything, I'm definitely at the level of asking you to do field sobriety. >> Yeah. >> Uh hey Ryan. Yep. >> Can you show off your front red and blues or Yeah. >> Is that possible? Thanks. >> Um, this is so >> if if uh if it turns out that you're not impaired or anything, we'll leave it be. Um, you probably just get a citation today. Um, I mean, >> how much is that? >> I don't know. I'll I'll get to that in just a second. Okay. >> So, the first thing I want you to do is just look at your car. Stand heels and toes together. Nope. You're going to stand right there. Sorry. >> You're fine. Heels and toes together. Take one step forward. Okay. >> Right there. Heels and toes together. Arms are on your side. to stay in that position until I instruct you to do otherwise. Can you just go ahead and put your hair behind your ears? >> Yeah. >> For me, thank you. >> Um, first I'm going to do is look at your eyes. Your eyes only. >> Okay. I just need you to keep your head still. You see a head still. Highway. >> All right. >> Caller reporting that foster nad still, please. >> Girl is refusing to stay there. Okay. How much you drink tonight? drink? >> Yeah, >> I had nothing to drink. >> Okay. I I don't believe that right now at all. How much have you actually had a drink? >> I have nothing to drink. >> Nothing at all. >> I smoked 7 hours ago. >> 7 hours ago. That's That's the only thing. >> Yep. >> Okay. 5630. I'm out with fields. >> 56. >> Um, so this area is kind of, you know, at level. The next test I just want to do on the sidewalk where it's flat. Okay. Give you the best opportunity to complete it. All right. All right. You want to stand right here? >> A number that [music] emergency medicine textbooks describe as potentially fatal. A number that most adults [music] would produce only after sustained, deliberate, committed drinking over the course of hours, >> like open pre-roll wrappers. But >> got it though. >> Okay, I got you. >> I wouldn't feel comfortable with you. >> Okay, give me one second. Let me talk with this guy quickly. Okay. Um he's So they both were driving pretty fast. >> Nope. Just wait right there. Just wait right there for me. Um they were both speeding probably 50. Um and then they went through the uh sign. >> Um I got his ID. Um >> I think there some 55 issues here. I'm going to quick um I got a little bit of weed up there and then um I'm going to push with him. He seems fine. So once he's ready to go, um if you want to, we can probably tell him to move up here. We want to keep a better eye on him. >> Okay. >> Um I'll go tell him to do that right now. >> Okay, cool. >> Um so I'm going to search your car in just a second. My partner is just going to tell boyfriend or just friend. >> Uh that's like a friend. >> Friend. Okay. I didn't I didn't want I don't know how his relationship to you or anything. >> Like we'll just switch my car though because >> Yes. with the older weed and then you admit smoking in your car. That's probably going to cause the search in your vehicle. >> Okay. >> Yes. And when you're over there, you're traveling through the village of Shwood Hills. >> Huh. >> On that that portion of University Avenue is the village of Shwood Hills. >> Okay. So, >> are you part of >> I'm the village of Shields? Yes. >> So, plus Wy Ted. >> So, I'm just going to wait for your friend to move the vehicle. >> If you just want to stand with her then. Thanks. 5630 out with a PC search. Holly was 18. She weighed what an 18year-old weighs. and she blew a41 on [music] a portable breath test on the side of a road in Shorewood Hills while insisting she had not been drinking. >> 5630 95 55 >> Hold up. >> Yep. >> Here he'll find it. He can go look at He can look through your vehicle. He'll find it. Okay, we're going to go back. Are you >> sure that he's going to get it? >> Yeah, he's a smart he's a smart guy. >> We're going to go to the left. How much? >> Just the phone. >> Uh, in the >> the vape. >> The vape. >> Just >> Just leave. Just Let's leave the vape there. You're technically I own it. Just the phone. >> All right. I'm going to have you take >> Okay. Bottles. >> I'm going to toss the bottles. I'm not going to have Keep those in there. Very happy. >> That's a safety issue. >> Excuse me. Made you cross here. >> What was your question? >> What was your question? >> That I can call my mom. >> Yeah. Well, I'll let you call your mom and just >> cuz the last time I went like it took like 5 hours to call. >> Where's your mom? I I I'm still going to do field sobriety on you. Just with everything I found along with the THCA, along with the admission and driving and everything, I'm definitely at the level of asking you to do field sobriety. >> Yeah. >> Uh hey Ryan. >> Yeah. >> Can you show off your front and blues or Yeah. >> Is that possible? Thanks. >> Um >> this is so >> if if uh if it turns out that you're not impaired or anything, we'll leave it be. Um you probably just get a citation today. Um, I mean, >> how much is that? >> I don't know. I'll I'll get to that in just a second. Okay. >> So, the first thing I want you to do is just your car, stand heels and toes together. Nope. You going to stand right there? Sorry. >> You're fine. Heels and toes together. Take one step forward. Okay. >> Right there. Heels and toes together. Arms are on your sides. Just stay in that position until I instruct you to do otherwise. Can you just go ahead and put your hair behind your ears? >> Thank you. >> Um, first I'm going to do is look at your eyes. Your eyes only. Okay. I just need you to keep your head still. You see my finger right there? Got a keep your head still high. >> All right. >> Caller reporting that foster. >> Nope. Head still, please. >> Girl is refusing to stay there. >> Okay. How much you had drink tonight? >> Drink. >> Yeah. >> I had nothing. >> Okay. I I don't believe that right now at all. How much have you actually had a drink? >> I have nothing to drink. >> Nothing at all. >> I smoked 7 hours ago. >> 7 hours ago. That's That's the only thing. Yep. >> Okay. 5630. I'm out with fields. >> 5630. >> Um, so this area is kind of, you know, at level. The next test I just want to do on the sidewalk where it's flat. Okay. Give you the best opportunity to complete it. All right. All right. You want to stand right here. Okay. I want you to imagine a line going out the length of this sidewalk. Why don't you just >> like in the middle? >> Yeah. In the middle. Okay. Yeah. want you to play. I want you to place your left foot on that line with your right foot in front of it, your heels and toes touching. Keep your arms down at your side. I need you to stay in that in uh stance until I instruct you to do otherwise. >> Can you do that? >> Nope. I just want you to stand like this. >> Can you do that? >> Yep. >> Left foot on the line, right foot in front of it, heels and toes touching, arms on your side. Do not move from that stance until I instruct you to do otherwise. Do you understand? >> Yes. >> Okay. Okay. I'm going to continue to explain this uh and then demonstrate this test for you. So, when I say begin, you're going to take nine heel to toe steps walking down this line. After your ninth step, you're going to place that front foot on the ground. You're then going to take a series of small turn series of small steps turning around taking nine heel toe steps walking back down this line. I'll demonstrate this for you. For my demonstration purposes, I will only three steps. You, however, will be doing nine steps. Okay? >> Okay. It's going to look like this. One, two, three. Place that front foot on the ground. Take a series of small steps. Turn around. One, two, three. Again, I took three steps. I'm going to have you take [music] nine steps. Okay. Remember, for this test, look down on your feet. Count out loud. Keep those arms down on your side. >> Do you have any questions? >> No. Am I >> Okay. Why don't you stand back in the stance? Stand back in the stance. Okay. If there are no questions, you may begin. And while we wait for responsible party. Okay. Sound good? All right. Let's go. >> You too. Thanks. Out to the right and then to the left. Yep. The the taxi looking squad. Your friend that's coming to pick you up. What um what do they drive? What do they What does your friends drive? >> Uh, I'm not sure. >> Okay, I'm going to close this. >> What? >> No, nothing. Okay, you're good. >> Um, I'm just going to back up so I'm not taking an ambulance stall and park uh just on the curb right there. Okay. >> The officer arrested her. He drew her blood at the hospital. [snorts] >> All right. Swing on out and just lean against my car right there. Okay. >> Don't call, please. >> All right. >> I have your phone, too. We're going to go in and everything done. >> Yes. I'm going to pull the shirt up over you. Give me a second here. Okay. Basically, just facing that way. Okay. >> Do you want me to zip this up for you? >> We're going to do it like around my shoulders. >> Yeah. Yeah. Find your phone. >> Okay. >> My phone. >> I have your phone. Yes. I have your phone. >> Yes. >> I have your phone and then hook a left. >> Uh hiking by J. >> Yeah. Yeah. Yeah. Just give us a few seconds. We're going to go in this room. Let me hit the lights right here. Oh, sorry. All right. You're not going to fight me or anything. You're not going to fight. Okay, turn around. Fix away from me. I'm just going to Can you Can you bring your hands back up to me? Thank you. >> All right. >> Well, I asked that to everyone. So, >> no. No, but you never know. Take a seat. And then here's your phone. Try to find a respon. You got to find a responsible party who is over the age of 18 and that can they can come pick you up from here or if they live close I can drive you preferably they'll have them come pick you up. >> Good. You got >> No. >> No. >> He didn't want to Who was that? >> It was my friend. >> The The friend that was with you. >> You think that we're okay right now? Like no. >> No. The friend that was going to come pick you up? >> Yeah. She's coming pick me up. But like this is not okay. >> Oh no. I I I know this isn't okay. I I don't care about that. I was just curious if your friend was coming to pick you up. >> Yeah, she's coming to pick me up. >> Good. Well, I'm glad she's coming to pick you up. Uh, I got all my stuff. Holly, we can go out to the car. I'm not going to put you in handcuffs or anything. I'm just going to have you take a back seat in the back of my car. >> He released her to a friend. He gave her a chance. >> But like this is not okay. >> Oh, no. I'm just going to have you take it back. See in the back of my car. >> And less than [music] 30 minutes later, she was behind the wheel again. The same car, the same road, the same officer watching from his patrol [music] vehicle as the Volkswagen pulled out and began to weave. The officer approached the Volkswagen and noticed Holly's eyes immediately. Glazed, [music] watery, the look that precedes every admission that never comes willingly. He smelled marijuana. [music] He smelled alcohol. He asked when she last smoked. She said 5 to 7 hours ago. [music] He asked about alcohol. She denied it. Nothing to drink. Not today. Not at all. She offered an [music] explanation for her red eyes. She was wearing pink eyeliner. The eyeliner, she suggested, was responsible [music] for the appearance that the officer's training had already classified as impairment. It was a creative defense. It was not a convincing one. >> Zebra boy 8592. Same vehicle. Just stop. >> Justin and Rand. >> Hi. What are you doing driving? >> Huh? >> What are you doing driving? >> Um, I'm meeting my friend like just around. >> You You can't You can't be driving. >> I can't? >> No. I At least you're a responsible party. You can't drive for the next 12 hours. >> Okay. I'm leaving. >> Yeah. You're just around if I'm going to stay here. >> I'm leaving my friend like just around the corner. She can pick me up. >> Okay. Do you get Let me see ID again. >> Just info. It's going to be the same driver as prior. And uh is 5631 on right now? >> Affirmative. >> Why'd you have him start this way? Hi. >> Hey. Can you like take the phone from her? >> I have the phone with me. >> She would not let me drive her home. >> Okay. And I right now I I yelled at her just now to stop at the best restaurant so I could take her car and drive her home. And she didn't listen to me. >> Okay, I got you. Um I'm going to deal with her and uh if there's any questions, I'll give you a call later on. All right. >> Okay. >> All right. Can I hang up? >> Yeah. >> Bye. Get your ID. >> Yelling is crazy. >> Okay. Why don't you hop out for me? >> Yeah. >> Have you drank anything since the last time I spoke with you? >> No. >> All right. Let's walk back to my car. All right. All right. Just stand in front of my car. Do you mind following her so she can drive me? >> No. >> No. >> Not right now. Okay. Stand right there. >> A male friend had been following in a [music] second vehicle. The officer checked him. He was sober. He was sent on his way. >> So why after I guess arrested you for OWI, do you think it would been a good idea to drive? because I was meaning like just around the corner. >> Okay. Not scared of 0 to 10. Zero being sober. 10 be the most impaired you ever been. What would you put yourself at? >> I would put myself at like a two. >> A two. Okay, I got you. Um, >> this stuff is like really traumatizing for me. >> I Well, I mean, you're putting everyone else on the road at risk. >> I I I gave you I I released I released you bas Hold up. Stop. Stop. stop based off of what I saw prior to me prior to that you were and you blew a 04. So with all that being said and you know alcohol leaves your system at a ratio of 02 going down plus you're not even 21 so you have a zero tolerance of alcohol in your system. Okay. So uh when my partner gets here I'm going to put you through field sobriety again. Are you willing to do that? >> Yes. >> Okay. Um just hang out right here for me. Um, then give me a few minutes. All right. >> Then the officer returned to Holly's vehicle and informed her he would be searching it. She objected. The officer explained the probable cause the smell of marijuana, the [music] smell of alcohol, the driving on a closed road. The search began. Behind the passenger seat, [music] underneath clothing items, the officer found a liquor store's worth of evidence. Two empty Smeirnoff bottles. An empty bottle of absolute vodka. A bottle of Titos with a small amount of clear liquid remaining. Two [music] cans of four loco, one empty, one sealed, both cold to the touch. Cold meaning they had not been in the car for days. They had been placed there recently enough [music] to still hold the temperature of a refrigerator. Holly's explanation. Her friends had used her car for prom. Prom was yesterday. The alcohol [music] was left over. She had not noticed it. She had not consumed any of it. Okay. All right. I want you to imagine a line going out the length of the sidewalk. I want you to place your left foot on that line. Where's the right foot in front of it and your heels and toes touching, keeping your arms on your side. Okay. >> Okay. >> Can you do that for me? >> No. I'm going to I'm going to I'm going to explain from scratch like you just like like we haven't even done it yet. Okay. Left foot on the line. Right foot in front of you. Heels touching toes. Arms are on your side. Like that. >> Yeah, that's fine. Yep. Stand. Can you go with your left foot on the line? Right foot in front of it. Stay in that position. Do not move from that position to instruct you to do otherwise. Your left foot's going to be on the line. Your right foot's going to be in front of it with your heel and toes touching. So, you're going to switch >> like that. Yes. Stay in that position. Do not move from it. Do you understand? Yeah. >> Okay. When I say begin, you're going to take nine heel to toe steps walking down this line. After >> Nope. Your first step will be one. You're going to take nine heel to toe steps walking down the line. After your nine step, you're going to place that front foot on the ground. Take a series of small steps. Turn around. Taking nine heel toe steps walking back down the line. Okay. I'm going to demonstrate [snorts] this for you. For my demonstration, I will only do three steps. You're going to do nine. It's going to look like this. One, two, three. Place that point4 on the ground. Take a series of small steps around >> the cold four locos. The empty [music] vodka bottles, the collection of containers that would stock a small bar. All of it was from prom. All of it belonged [music] to friends. None of it was hers. The field sobriety [music] tests confirmed what the bottles behind the seat had already suggested. >> 1 2 3. Again, I took three steps. You will take nine steps. Okay? Remember for this test to look down your feet, count out loud, keep those arms down your side, and do not stop the test until you've completed it. Do you have any questions? >> Okay. Do you have any questions? >> Count. >> No. Do Yeah, you going to count loud. Do you have any other questions? >> Is this one? >> Your first step will be one. >> If there are no questions, you hold up. If there are three, >> you may be dead. >> Count loud [snorts] turn. Stop set off. What's up, though? Okay. Do you have a watch on you? >> Yeah. >> Okay. For this next test, I need you to stand heels and toes together, arms on your side. When I say begin, you're going to race the foot of your choice off the ground, either your right or left foot. Um, you're going to count in the fing manner. 100,00 1,002 100,00 so on so forth until I tell you to stop. Okay. For demonstration purposes, I will use my right leg. You can use the leg of your choice. It's going to look like this. with your right foot. With with my right foot, it's bottom of my foot is going to be off the ground about six inches. You're going to count in the final manner. 100,00 1,002 100,005 106 and so on and so forth until I tell you to stop. Okay? Remember for this to look down your feet, count out loud, and keep those arms down on the side. Okay? Do you have any questions? >> Okay. If there are no questions, you may begin. >> Keep that leg straight about 6 in off the ground. over. >> Nope, you can continue. >> During the walk and turn test, Holly stepped off the imaginary line, missed [music] heel to toe contact, and used her arms for balance. During the one leg stand, she put her foot down and [music] swayed. But the counting test was the moment that defined the first arrest. Good. All right. Um, last test I want to do with you is I want you to count backwards from 68 to 42. You can count from 1 to 100. Correct? >> You can count from 1 to 100. >> You said 68. Why won't you count backwards from 68 to 40? >> The officer asked Holly to count backwards from 68 to 42. A simple task for a sober mind. Holly began 68 67 [music] 66 65. The numbers came correctly for the first several beats. Then 64, 63, 62, 61, 60, 59, [music] 58, 57, 56, 57. She said 57 [music] twice. Then she jumped to 53. Then back to 57, then 52, 52 [music] again, then 45, 45, 45, 45. She said 45 four times, then 51, [music] then 23. She jumped from 51 to 23 as if the numbers between them had ceased to exist. 68. >> Starting at 68. >> 68 67 66 65 64 63 62 61 60 59 58 57 56 57 53 57 >> What's 57? I couldn't I can't hear you. >> Oh, I'm sorry. 57 56 55 54 53 52 5 40 41 2 3 Oh, I'm turning up. I'm so sorry. >> Okay, you can stop. >> All right, same thing as last time. Preliminary breath test. You want to provide a sample? >> The [music] breath test required four attempts. Three times the machine displayed insignificant flow, meaning Holly was not blowing hard enough to register a result. The officer told her, "If you try to fake it, [music] it's going to keep kicking it back." On the fourth attempt, she blew a continuous measurable breath. The number appeared on the screen, [music] 041. The legal limit in Wisconsin is 08. Holly was [music] five times over. >> Sure. >> Okay. You didn't have anything drunk between the time I stopped you last and now, right? >> Okay. Nothing has changed. No cannabis or anything? Nicotine? >> No, nicotine does not count. Okay. So, zero's like we went through before. Deep, steady blow, continuous blow like you're blowing up a balloon. Okay. >> All right. And blow, blow, blow, blow, blow, blow, blow, blow, blow, blow, blow, blow. Stop. If you had a guess, if you're above or below 008, what would you say you're at? >> You said 0.08. >> 08.05. >> You think you're at 0.05? >> Mhm. [snorts] 41 is [music] the blood alcohol level at which medical literature describes the onset of loss of consciousness, respiratory depression, and in some [music] cases, death. It is a number that belongs in an emergency room, not on a roadside breath [music] test administered to an 18-year-old who claimed she had nothing to drink and that her red eyes were from pink [music] eyeliner. The officer told her the result, Holly's denial collapsed. She admitted [music] to drinking a four loco earlier in the evening. Then the number changed. Two four locos. She had split them with [music] a friend. The friend who was not present. The friend who had not been drinking. The friend whose portion of the four locos apparently evaporated while Holly's portion produced a 41. Holly was arrested, handcuffed, transported to the hospital. [music] Blood was drawn. She was cooperative. She talked about jail, how they treat people like dogs, how she never wants to go [music] back. The officer agreed. Sounds good though, right? [music] That's the point. You're at 32. So, I'm glad you're under arrest. Owi again. Okay. Uh, before we do it, can you take your sweatshirt? Can you pull it over you and can you zip it up so we're not walking through the hospital with your sweatshirt falling down? >> Yep. >> Can you zip it up, too? >> Yep. >> Thank you. >> All right. Put your hands behind your back again. I'm going to have you take a seat in the back of my car again. >> Happy 95. >> Can you take off my shoes? >> Oh, yes. Yeah, you can put your shoes on. That's fine. This can they slip on? >> And then is it on the next citation? >> It's going to be the same citation, but I'm not releasing your responsible party this time. >> Okay. >> All right. >> Like Jif >> means you're going to sit for 12 hours. Yes. >> It'd be kind of dumb if I let release your responsible party. You can't even do that the first time, >> right? >> All right. I gave you a chance. >> Hours is like >> 12 hours. So 12 hours from right now. >> All right. >> Hold up. Right there. only able to grab turn off the >> We'll grab your We'll grab your phone and your uh keys. Okay. >> A friend arrived. The friend signed the responsible party [music] paperwork. >> Why don't you lean against my car right there? >> Let's go. You going to take a seat in that chair right there? Hi. Hi. >> Uh, hold. I'm consenting and I got the info right here for you. >> Just illegal blood then. >> Just illegal blood and nobody out here again. >> All right. Thank you. >> You guys can head back to same spot we went before. >> Yep. We're going >> um and I'll have somebody meet you back there. >> We're going to go that way. Thank you. >> All right. I'm going to handcuff you again. Same thing as before. Just take a seat. Phone >> again. I I I can't go and get your phone right now. Okay. That's going to be once we're done with this. Before I take you up to the jail, I'll let you make a phone call. Yeah. In the back of my car. Okay. >> Sure. >> I'm positive. Yep. I can do that. I I'm not I can't [music] leave you here though. Okay. Can you take a seat for me? Oh, right down. >> Can't be vaping. >> Nope. Give that to me. >> Thanks, guys. Says uh nicotine, right? Not no cannabis or anything. All right. >> You ready? Any sign anything or are you good? >> Uh Mh. >> I do have liquor. I have a lot of liquor actually. So Titos >> I do have heels. >> This would have been a nice second. >> I don't know. That looks like her. >> Yeah. So the LP This is my LPO chip. Um they are off of one from last year who I said before. >> Yeah, that that looks like her. Did you steal the Titos? >> What? >> So, >> I haven't read our rights, but Oh, actually I I did technically. >> So, I was saying as an officer, one of the things that I primarily specialize in is retail, which is shoplifting. I'm the one that sent you the tickets last year because you were shopping alcohol and I got noticed that you were shopping from one of the stores again over um Okay. >> All right. What's your name? >> Yes. >> Holly was released. The officer [music] told her she could not drive for 12 hours. She acknowledged. She left with [music] her friend. The officer returned to patrol and for approximately 27 minutes the system worked. Then the officer saw the black Volkswagen moving on the road. The same car he had just searched. The same car that had contained four empty liquor bottles [music] and two four locos. The same car whose driver had blown a4 one less [music] than 2 hours earlier. He recognized it immediately. He activated [music] his lights. He pulled Holly over for the second time in 90 minutes. Hi. What are you doing driving? Holly said she [music] was leaving her friend's place just around the corner. The officer told her she could not be driving. Holly asked, "I can't?" As if [music] the arrest, the handcuffs, the breath test, the blood draw, the hospital, the responsible party [music] paperwork, and the instruction to not drive for 12 hours had all been suggestions rather than requirements. The officer called the friend who had signed the responsible party form. The friend said [music] she would not let me drive her home. I yelled at her to stop at the restaurant so I could take her car and drive her home. And she didn't listen to me. The responsible party had tried. Holly had refused. The second round of sobriety tests [music] was administered. The second breath test was conducted. The number [music] 32. Still four times the legal limit. Still impaired enough to fail every [music] test. still behind the wheel of the same car on the same road with the same officer watching. [music] The officer put the handcuffs on Holly for the second time. "I gave you a chance," he said. [music] He had he had released her to a friend. He had told her not to drive. He had trusted [music] that the first arrest would be enough. It was not. This time, [music] there was no responsible party release. The officer explained it simply. It [music] would be kind of dumb if I released you to a responsible party and you can't even do that the first [music] time, right? Polly was going to the DNE County Jail for 12 [music] hours. Her car was being towed and then the case produced one final twist that [music] connected Holly's evening to her past in a way that nobody saw coming. At the jail, the officer looked at Holly and recognized her. Not from tonight, from before. He [music] specialized in retail theft. He was the officer who had sent Holly citations [music] the previous year for shoplifting. And the item she had been shoplifting the product she had been stealing from stores often enough to [music] generate a police file was Tito's vodka. The same brand found in [music] her car. The same bottle with a small amount of clear liquid that the officer had pulled from behind the passenger seat 2 hours earlier. She had been stealing the vodka she was drinking when she got arrested for driving drunk. The circle was complete. The shoplifting led to the drinking led to the driving led to the arrest led to the release led to the second driving led to the second arrest. And the officer who had written the shoplifting [music] tickets was the same officer who arrested her twice for Dwey in one night. After Holly was processed, [music] the officers spoke to each other with the exhausted amazement of people who have seen things they cannot explain. She blew a 41. The first time I was like, [music] "Nah, there's no way that's accurate." Then she just blew a 32. Another officer 41. That's hammered. [music] the arresting officer. I got to admit she's holding herself [music] decently well, but 41. She says she had a couple for locos. The other officer [music] laughed because a couple for locos does not produce a 41 in an 18-year-old. A couple for locos produces a headache. What [music] produces a41 is the collection of empty vodka bottles [music] behind the passenger seat that Holly blamed on prom. Holly was 18 years old. She blew [music] a 041 on a roadside breath test in Shorewood Hills, Wisconsin while telling an officer she had not been drinking [music] and that her red eyes were from pink eyeliner. She was arrested. She was taken to a hospital. Her blood was drawn. She was released to [music] a friend. The officer told her not to drive for 12 hours. She drove 27 minutes later. >> [music] >> The same officer stopped her again. She blew a.32. She was arrested again. Same handcuffs, same back seat, same officer who had given her a chance and watched her waste it before the hour was over. She counted backwards from 68 [music] during the sobriety test. She said 57 twice. She said 40 five four times. She jumped from 51 to 23. The numbers fell out of her mouth in the wrong [music] order because her blood alcohol content was five times the legal limit and the part of her brain that sequences integers had surrendered to the four locos and the smeirnoff [music] and the absolute and the titos that she blamed on prom. She was [music] standing at 41. She was talking at 41. She was arguing about pink eyeliner at [music] 41. And 27 minutes after being released from her first arrest, she was driving at [music] 32 because the first arrest had not been enough. Because the handcuffs had not been enough. Because the hospital had not been enough. Because the officer [music] telling her not to drive had not been enough. The officer said it once. I gave [music] you a chance. He will not say it again because the next time an 18-year-old blows a41 in Shorewood Hills [music] and asks to be released to a responsible party, this body cam will be the reason the answer is no.
