At that point the other lady they start screaming back and forth. This lady behind us grabs the other lady's hair. The other lady says, "Oh, no, we're not doing this." and goes to town ultimately. She's She's going to spit. >> After investigators reviewed witness statements and evidence, police determined Jane Stephens was responsible for escalating the incident after she shoved a toddler, confronted the child's mother, and pulled her by the hair during a boarding dispute. When officers arrived, the situation only got worse. Body cam footage shows Stephens arguing with police, refusing commands, resisting arrest, and allegedly battering officers while being taken into custody. She was ultimately charged with multiple offenses, sentenced to time served in jail, 3 years of probation, community service, [music] and ordered to write an apology letter to the victim.
