An accused nail bandit busted tonight. An Okachobee elderly man with a grudge and a box of these sharp objects is sitting in a jail cell. Authorities say this man's reckless and dangerous acts could have endangered lives or even injured emergency first responders. CBS 12's Luly Ortiz joins us in Okachobee with more on this alarming arrest following a monthslong investigation. Lully. Officials say this suspect threw sharp objects like nails behind fire trucks, causing tire damage. The crimes mostly happened here at fire station 1. The man's intentional actions possibly delayed response times and put these firefighters at risk. Operation nail bandit. That's what investigators called a monthslong probe into repeated sabotage attacks targeting first responders. This 72-year-old man, John Allen Starns, allegedly tossed nails and modified wire wheels behind fire trucks at several stations over the past 19 months. >> County fire has been experiencing nails, tacks, sharp objects that have been being thrown out around their private vehicles and in front of the emergency response vehicles at all the fire stations, especially station one. These are the sharp nails authorities say Starns use to damage trucks, particularly here at station 1. It isn't just any outpost. It's in the heart of town, dispatching life-saving support across neighborhoods, schools, and community hubs. >> 72year-old gentleman resides in Okachobee County, has a beef with Okchobee County Fire Rescue with the county commission, and thought it best that he go ahead and handle this situation himself. Deputies say they caught the suspect in the act during the early morning hours on Thursday. >> Since April, the best that we can tell, we've had six other occurrences that have occurred in Okchobee County. >> The sheriff says these firefighters risk it all for us and law enforcement will do whatever it takes to protect them. >> We're not going to allow this kind of stuff, especially to our first responders, our men and women of the sheriff's office that's out here doing a job to save lives. Starns is now facing multiple felony charges. He's been booked into the county jail and will face a judge during his first appearance in court in Okchobee. I'm Luly Ortiz, CBS12 News. >> Don't reach for anything. Just get out of the vehicle. Walk back here to us. Walk. Don't reach for nothing and walk back to me. >> Stop right there. Stop. >> Stop. Turn around. Come here. >> You're under arrest for throwing nails. >> Nails? >> Yes. You here? >> You've been doing it. Yes, you did. I sat there and watched you just now. >> [ __ ] >> Oh, man. >> John, I just sat there and watched you. >> You are nuts. >> Well, I'm about to go back to the fire department right now and get the nail. Somebody go by the fire department to check if the nails pulled up mission. Heat. Heat. Yeah. You >> see a girl? >> Yeah. He literally drove by and threw I heard him hit the ground. >> Literally. >> I can't I can't I I can't I can't believe you called the vehicle. That was >> How did it miss? How did it miss? >> It sure was. >> He literally was just about to go to Walmart and I started smoking. You don't throw them. He throws them on six and then he'll throw them. Let me go look real quick. >> Oh, there they are. >> No, they're here. They're in the driveway. Yeah, we got John. >> Take off. >> Yeah, we got a There's a whole bunch of eggs. >> Will you do me a favor? take some of them photos. And I'm going to go look over here cuz I want to see if his little signature if his little signature things here. I knew I heard him hit the ground. I just got up and went and sat in that uh I was sitting over there putting the notes making a sheriff though. >> Oh yeah, there all just them. No. Um >> yeah, there's guy there was a ton of them hit the ground. >> Oh, I see them all right here. Oh, he resorted to some staples. He must be running out. Cool. Um, they have a magnet. Um, but he usually throws a big grinding wheel. You say what? No leans on the vehicle. >> No. >> All right. Yeah. >> The only road. >> Yeah. Yeah. That's perfect. >> Do you know him? >> No. He hates Justin Hazley leaf because his barn caught on fire out there at his house and it burnt down. And he swears Justin Hazley's the reason why it did it because when they got there they pulled the meter can. Well, that's what they do on every fire. They pull the meter can shut the power off. >> And he blames uh [Music] >> he blames Justin for uh for uh his barn getting burnt down. And uh he just you have to go to his Facebook page. He rants and rants and rants and rants about um Justin big piece of [ __ ] Blah blah blah. So he's out here every night. >> No, he's got a pattern of Monday, Wednesdays, and Fridays. I've been working on this [ __ ] for 4 months, bro. >> No, there there's no reason for him to do it to these guys. He's doing it out of spite. Yeah. I'm going to interview him. Oh, you want to take him to Debbio? Yeah. Take him to Deb for me and then uh somebody do a sheriff's toe on it. And if we got crime scene tape, I want to uh I want to um seal that vehicle. Well, it finally paid off. I to get out here physically and finally catch him. So >> that is freaking awesome, dude. >> Yeah, I just got up off the ground, come over here and sat down for a minute, stretched my legs, and Reno got on radio and said, "Hey, there's a there's a black car just like his um right here leaving going up fifth." And he gets right here, come turn this way. I said, "Oh, sweet. That is awesome." Yeah. So, I'm going to go talk to him and see if I can get him to say anything else. >> If not, he probably won't, but we'll try. Hey, y'all got you a magnet real quick? We'll pick these up for you. >> Yeah, we'll get >> Yeah. Um, will you uh put them in a bag for me and I'll get them from you in a few? >> Yep. >> Um, I'm going to go talk to him at the D real fast. >> Just have a seat at one of these chairs. All right. >> All right. So, I'm Corpador, the sheriff's office. Um, I want to talk to you about a couple things, but before I do, I'm going to read you your rights cuz you are in custody right now. >> Oh. >> Um, >> okay. >> You want me to move your handcuffs? You all right? Or what? >> Well, they were kind of painful. >> Okay. Well, when we ask you not to do something and you do it, it kind of makes it a little different on us. But we'll get them handcuffs moving just a second. >> Um, could you get a pair of gloves so we can uh you have a pair? >> We'll switch these handcuffs up front. While they're doing that, I'll read you Miranda. Okay. You have the right to remain silent. Anything you say. >> Stand up. We'll get that changed up. >> Could be held against you in court. You have the right to have an attorney present now or anytime during question. If you cannot afford to hire an attorney, one can be appointed to you without cost. If you decide to answer any of my questions, you can stop at any time. You understand your rights? >> Mhm. >> Okay. All right. Spin around for me. >> I appreciate that. Brand new [ __ ] shirt there. We'll get you a face. I'm sorry, [ __ ] man. Huh? Yeah. Stick them on there. It'll hurt. >> Well, they got to be on there. You're in custody. >> Well, yeah. >> Okay. >> Yeah, they got to be on there, huh? They got to be on there. Cutting my [ __ ] hands off. What the [ __ ] >> That's the way you pulled against them. >> Yeah. Look at this. >> Okay. >> You tighten up. Tighten them up. They ain't tight. >> They're not tightening them. He What he's doing is locking them so they don't tighten. >> Well, don't worry. I ain't going to go [ __ ] wear. Believe me. >> Okay. Okay. >> So, have a seat. >> God damn. Have a seat. Here's your paper. >> I just bought this son of a [ __ ] today, too. Okay. Have a seat. paper towel. >> All right. So, what's the deal with you and the fire department? >> What do you mean? >> Well, I know you have uh and listen, I mean, hey, >> I got nothing. >> If we all be honest here, hey, I I mean, I feel the same way. >> I'm just just trying to figure out like You got any idea what my blond's going to be? >> Not yet. >> Cuz uh I do have things to do. >> Yeah. Well, I have things to do, too. >> That's nice. >> I have all them nails to pick up. >> What nails? >> What' you throw them nails out for? What medals? >> In front of the fire department and I sat there and watched you throw them. How come you have a vendetta against the fire department? Well, I because uh Mr. Justin Haze leaf, came to my house, pulled my electric meter out and burned over half my [ __ ] barn out. About 20 vehicles I had. Some of them I had 50 years. Okay. I worked my [ __ ] ass off for everything I got and burned my entire barn down. I've been riding not if they never showed up, right? >> So I I tried to take them to court. It just got tossed out by the drug supplying sheriff and u I mean the judge and the uh tried to take the small claims court. They got thrown out. Big time lawyer. It helps y'all out. >> Don't help me out. >> Well, it does. >> I help myself out. I don't help nobody. >> Well, I try to help myself. I hired a slime bag lawyer and gave him $10,000 only money I had. What he did? Stole it. >> Damn. >> Yeah. I watch Jackson Hazley say I didn't pull a meter. Well, he's a lying bastard. Okay. I know he did. I was right there. >> Mhm. >> And I cut the water off in my barn that was keeping this fire from spreading. Instead of just coming out there and spraying a little water on this fire, they just sit there and watch it burn down. >> Well, they brought tanker trucks out there, right? They bring fire trucks to your house. >> It was burned up. Yeah. >> Oh, >> he was the first one there. >> Justin was. >> I guess that's what the fire report said. Now I've explained it. I went to court. I tried to go do something in court. >> When was that? >> He just says he didn't pull the meter out. Was a lying bastard. >> Okay. Don't mind telling you, >> right? >> I still got a broken seal on my meter. I mean, I feel you. I >> I treat everybody with respect. >> Sure. >> And I've worked my ass off. >> Sure. >> All my life. I'm still working. >> I sympathize with you on that. >> I've been trying to rebuild my barn for 3 years. Uh I went ahead and sold a little bit of land I had and uh try to get back somewhere what I had. >> Yep. So, when did your bar burn down? 29 22. >> In 2022, >> it caught on fire, >> right? >> This barn was 100 ft long. >> Oh, big one. >> I built it >> and closed. >> Part of it was, >> but the fire started on the tractor and the tractors are >> right. All I had about six tractors burn up, but there was a ceiling high wall, a metal wall that uh separated the open saw and then my encloses burn off in that barn that had that fire put out right there cuz I pulled one tractor out and I seen it was out. I'm not stupid. I do all my work myself. Sure. And uh then right before the fire truck pulled up, the fire jumped up and went across the open stall into my enclosed part, my barn. They just sat there and washed it. By the time they got all set up, well, I don't have city water, the well water. Well, they pulled my [ __ ] meter out. They turned the pump off. Okay. >> But killed the water into the bar. >> Killed the water that was keeping the fire in check. >> Okay. cuz the two houses there burn off the tree actually cuz I went in there I looked at it. I looked right at it and a fireman come up and asked how um is there power going on in that barn? I said, "No, it's been off." Because that's the first thing I did was pull a breaker in the house. And then he just pulled a come around the corner of my I guess it was him and u said he pulled a breaker and then I figured out what the hell happened. I knew what Huh. Well, so my question is though, you know, I I've been working on this for 4 months. Um, you've been doing it a pretty good while now. And you might not be. I know you might not be. And if there's other people doing it, we'll worry about that. >> I could say now, >> but I watched you. I was sitting right there. >> Yeah. Well, I watched him pull my [ __ ] meter out. >> I know. I know. I know. >> But yet he says he didn't. >> And I understand that. >> And And his word better than mine. I took him to court. >> Not in my book. >> I tried to take him to court and then he stand he stays down there and lets his lawyer come to court and just has it >> right out. >> Yeah. >> So I hire a damn a lawyer and he robs me for $10,000. >> But what do you think throwing nails in front of the fire? >> It's cost me a couple hundred,000 [ __ ] dollars. What do you think I'm going to do? >> You going to cost? >> I'm 72 years old. I was too [ __ ] old to start over. But what happens when you cost one of them their lives? Because that your little signature grinding wheel that you use? >> What? >> The the wire wheel, the wire brush. That's your little signature thing you throw that you sharpen the tip on every time. The little Dremel tool. >> Oh yeah. >> If one of them go into a fire truck loaded with 50,000 lb of water, what happens when you kill other people doing this? >> I don't think I kill anybody. If that fire engine loses control, it blows a drive tire. Then you do, John. I mean, I understand your grief. >> No, you don't. >> I do. I can sympathize. I can sympath I can. Yes, I Well, >> I do my own tire work, my [ __ ] So do I. >> I rebuild my own engines. I car my own bar, everything. >> Because I don't want to pay nobody to do it. I do it myself. >> No. Well, uh, I had this [ __ ] for 40, 50 years. and for that dumb bastard to burn it up just like that and just say I didn't pull the meter. >> But it's not him you costing doing this. >> You It's not him that you're costing doing this. It could be an innocent party, children, a mother, maybe going to Disney World early in the morning and a fire truck comes racing by, the front tire blows out. >> I won't do it again ever. Okay, believe it. >> I understand the grief though. But there's different ways to go about things, John. >> Well, I tried to do it the right way. >> I know you didn't. >> I tried every way I could to get him in court and at least say he did for the meter and uh he just hides behind a high praise lawyer. >> You say he might not be the only one. Is there another one doing this? >> I don't know. >> Yeah, you do. You know more than you want to tell me. >> No, I don't know. Believe me. But why would you tell me you might not be the only one? >> Well, if he does people like he's done me, uh, pretty damn simple. I don't ever want to see them in my house again. I don't give a damn if the house burned down. I don't want to see them in my house. I didn't call them that morning. I needed them one one time before I had a hay trail on fire out of Bluefield and uh they just sit there and burnt for 3 hours. They never showed up and St. Lucy come out and they were at a house fire. But Chevy they couldn't come out there. I'm paying them every year in my taxes and they won't take them off. I already try to get them off. >> Mhm. Yeah. >> When did you start throwing the nails? Do you remember? >> Well, I don't know. When you can't sleep at night thinking about something. I can't even sleep at night thinking about this because I know I'll never get nothing out of it. all the damn work, all the tags I bought, all the insurance I paid for and all the [ __ ] cars I had for 50 years and bush burn them up just because he's stupid. Why would he do that? Pull the meter out without telling me. >> Well, I mean, I'm no fireman, but it seemed if I was to put out a fire, I would probably pull the meter can, which controls the entire electricity. If I had any water that morning, I would have put the damn thing out. >> I know. I know you would. >> I didn't have any water pressure. >> But they brought they they they'll bring water to you. Um >> all my water was going into a barn. >> I don't know. They they they they'll bring the water they need when they respond to fires. >> Well, you don't understand. You don't understand. But if that happened in 2022, when did you start with this nail stuff? Just this year. >> This why I got screwed out about 1200 $12,000 more. >> Yeah. >> After losing 200,000 because that dumb bastard. >> Yeah. >> Then he lies about it. And that guy, he's uh working got a county job. What you doing lying for? >> Yeah. >> Just so I can't sue and get a dime. >> I don't know. >> Well, keep everybody down. >> Listen, I I feel like you um give me one sec. Yeah, as long as you're recording. Um just stay right there with it and then record your beginning mileage. follow him to the impound lot and then the ending mileage and then get some of that tape and uh seal or I should be over there by then. >> Oh, okay. Cool. Uh yeah. Yeah, he can load it. >> Yeah, that's fine. It won't hurt nothing. >> Yeah. Uh you can put it you can put it over um beside the gym there. um in that big uh where the mother vehicles are. All right. Thank you. Um cuz listen, man, I I know the city's been looking at this nail throwing stuff for a while and they could never figure anything out. And then it got brought to my attention and the best as I can figure your case got dismissed September 7th of 2023. Correct. >> I don't know. >> And this has been going on for about 18 months or so. Would you say that's fair to say? >> No. >> Not 18 months. Not since January. It started >> probably the past year, maybe. >> About a year. >> Not even that. >> Where do you get all the nails at? >> Hell, I got a nice burned up barn. >> Oh, it has nails in it. >> I'm too damn old to be out there building a barn again. I just put a roof on that barn. I do all the work myself. >> Yeah, >> just brand new roof. I mean, 3 months old. I didn't finish it yet. >> But you but you >> common sense. >> But you put You know the problem I have with this, it's not even Justin you're getting. It's innocent dispatchers that are getting nails in their tires just coming and going from work. >> I told >> I sure appreciate it and and and I hope and I can believe your word on that. >> Yeah. I I feel like you're kind of honest with me. You're pretty honest. I keep my word. I don't [ __ ] lie. >> I don't lie, Justin Hazley. >> I don't lie either. I don't >> Well, he does. >> I don't lie. I don't do nothing for nobody. >> I've done a lot. >> I have integrity. >> I've done a lot for people >> and about the only thing I have in this life is my word. And I can appreciate your word. >> Yeah. Well, >> I just I I I want the nails to stop because >> I know you told me >> because my thing is, you know, it's the innocent party that I look at the little baby in the car seat when that drive tire on that ambulance. >> I understand. I understand completely. >> That's what that's what concerns me. It's just that uh if you was in my shoes and you couldn't sleep a night a full night because of something you know happened and you can't do a thing about it. >> I know you you tried everything you could do. >> You tried civily. >> I try to do it the right way. >> And I know you I know. And >> all you got to say is I didn't do it. >> No, I ain't going to say you didn't do it the right way. The nails weren't the right way. But the the the the civil part of it, that's the right way you've done it. I don't know. You had a chance to file an appeal. Why didn't you you know, you had the opportunities on that >> appeal? I don't know the law. I don't know how to That's why I hired a lawyer >> and he abandoned you. >> Well, he knows he can't get nowhere in this town. >> Do you throw nails out in front of his driveway? Maybe. Is >> No, I'll let somebody else take care of him. I'm sure he he'll screw up somewhere. >> Well, that's don't do that's >> if he's he stealing people's money like that. >> Yeah, that's refrain from any of that. Don't put nobody on them or nothing like that. >> I ain't do that. I ain't going to do I ain't saying that mess with steal from the wrong person. >> But I want the nails to stop. So >> I know you did. But you said you might not been the only one. >> If any of them happens again, it ain't me. >> I know. And that's Do you know of anybody? It ain't being a snitch. It ain't anything else. It's just >> No. >> Have you ever >> I really don't. >> Have you ever instructed anybody to >> No. >> Go throw nails out. >> Of course not. >> No. Because Monday Did you do it Monday? >> Cuz I >> um >> Yeah, Monday morning. >> I don't think so. >> About 3. >> It takes me about a month. I can't sleep in and uh >> No, it's been happening every week. >> Oh, really? >> Mhm. Maybe I don't want to. >> I think I think you are. You sure you didn't do it Monday? >> Cuz you know what today is? Do you know what today is? >> Wednesday. >> Is it? >> Thursday. >> Well, not hell. Yeah. >> When was the last time you remember throwing them prior to tonight? >> Do you always do it in that vehicle or different vehicles? Um, hell, I don't think. Well, that's the only time I've been driving anywhere. I haven't been going anywhere. Stay home and work. >> You've never done it in any other vehicle? >> Um, >> I only had that car about 6 months. >> Have you ever been a passenger of a vehicle and rode by and threw it out? It's not something that I I'd like to do, but I don't know what else to do. >> Right. Well, it's happened pretty frequently since I took this on in April. I probably have one, two, three, four, five or six different occurrences since April. >> Oh, really? >> Yeah. >> Huh. >> I mean, >> well, >> that's pretty frequent. And it seems to be the same nails each time, a combination thereof. But it's that one specific thing you do with that Dremel tool. How do you do that? Oh, I've got four of them. >> Really? >> Mhm. >> Oh, yeah. the the Dremel tool with the wire wheels on the end >> burn up. >> Hell yeah. >> That must be mine now. >> Yeah, they're they're I mean I branded a lot of cows when I was so I know the heat the cooling off turns it a reddish you know a distinguished red color has it been in a fire. >> You managed to burn every every thing I had a >> But you sharp but you sharpen them tips on them things. You remember doing all that? >> Cuz you know the normal nail won't likely puncture a tire. >> Well, there's chances nothing will puncture a tire. >> Well, those will that big shaft. >> I got a railroad spike in my tire one time. >> Yeah, I know. I Well, driving highway speed, that's a different story. >> You know, got 3/8 bolt in my tire. Well, driving at highway speed is different because it would kick it up and then it would go. But >> well, it was >> at a slow rate speed to a point. >> Yeah. At a slow rate speed, the chances of a 3in framing nail going in a tire would be slim. Correct. >> Really? >> But I don't know. I don't I just don't want you to do it no more. Okay. You will get charged tonight. You will get a bond. I don't know what the bond will be >> cuz I did sit there and witness you throw them out. Um >> Well, I could lie and say I didn't. I >> I know you could have lied. Thank you. And then I appreciate that. >> I told you I won't do it again. >> Yes, sir. And I And I will take your word for it. Okay. I I'm not Just because you're under arrest doesn't mean I look any down on you or nothing. I I don't operate in that manner. Okay? So, don't get me messed up. All right? >> All right. Because if I tell you something, I appreciate the honesty. I do >> because you don't know how many people I deal with. >> Oh, yeah. >> And you catch them red-handed and then No, no, no, no, no, no, no, no. >> There's some sorry ass people out there. Well, I know. But >> yeah, >> just like him pulling my meter out. I know he pulled my meter out. I I know you're I know you're my barn burned down. >> I know you're at the wits end with this and and and it's personal to you. >> Well, >> it hurts. I understand. >> I understand. >> Well, >> but think of the little babies >> stuff that I had for too long. >> I know, John. But think of the babies. Think of the innocent parties in this that are, you know, >> Yeah, I know. I thought about it. >> And I'm going to take your word for it. She going to leave it alone. Okay. >> Yeah, I'm going to leave it alone. >> Appreciate it. >> I'm supposed to go uh I'm going to be a great granddad uh pretty soon. I'm go to a baby shower. >> Really? I got to go to Alabama. >> When? >> Oh, this uh coming week. >> Okay. Well, congratulations on that. You know, focus on that grandchild. I I know. I know. >> Great grandchild. >> A great grandchild. I know it's devastating. I I mean, I've I've never suffered something such as that magnitude of a loss. It's got to be devastating, but it's You can recover. You can recover. >> I know. cost me everything I had. >> I had welders, generators. >> I know. >> Plasma cutters. >> What better place to start than from the bottom? >> Tool sets I had since the 60s. >> I know. >> Cars I've had since the early '7s. >> Yep. >> Truck. And all you had to do was come out there with a little water and put fire out. >> Yeah. >> Well, John, >> but uh I >> appreciate you talking to me. >> I know. I can't I can't win anyway. Already been the court. >> I know. >> No good. Just like he's uh he's blessed. He don't he can't lie. >> Yeah. I don't know. >> I know he is. >> I don't have much association with that. >> And the gentleman that the other fireman asked me about the power in the barn, he's a witness right there cuz the three of us standing there. >> Yeah. when he said he pulled a meter out and I said, "What'd you do that for?" And I didn't tell him why. >> Mhm. >> Well, I appreciate telling you. >> Because um in a hay business, we've had fires before we put out. >> Was there hay in the barn? What caused the fire to get so hot? I mean, >> well, it wasn't too hot to begin with. The tractors were burning up and I was sleeping. Woke me up out there, tires blowing up and [ __ ] I went out there and u then my neighbor called the fire department. >> Yep. >> And um I was moving stuff out. I blew one tractor and I looked at that fire and it was down out just next thing I know uh a little while after that he was asking me about the power in the barn and uh it had just blew up and went into the enclos I guess it was him come around the corner of my house and he pulled a meter. >> Mhm. So it's very simple to figure out what happened. >> Sure. I still got to burn off plumbing out there laying in the same spot. I built a quantum head on top of slab because hell everything else there was even a piece of wood left. >> Yeah. Well, I know your dislike for Justin and and all of that all the research I've done. >> No, it ain't that. I don't like a liar. I don't like somebody cost somebody a lot of money and just lie about it and they think it's all right. Might think it's funny. I don't know. But I don't think it's funny. >> No, sir. No, sir. And and I and I believe you. But we're going to leave this alone from here forth with Justin. I ain't got nothing else to >> I don't want to if it becomes a pattern with you and I got to continue to do my job with you. I know about the nails, but I'm talking to anything and everything. >> Just leave it all alone. >> Yeah, I might as well >> because it ain't going to do nothing but turn into a snowball effect from here >> and it's going to >> be worse and worse for you, John. >> I know >> you start with what you got from the bottom. >> Rely on your family and everything else you got. >> Yeah. >> And and and that great grandbaby. >> Okay. All right, >> that's all you got to worry about. >> That's it. Don't let something you ain't got no control over control you. Okay. >> Well, I thought there was a uh supposed to be a court in this town and law that takes care of things like if somebody makes a complaint on somebody, they go put them in jail. Oh, well, if the proper investigation's done, but >> well, >> if there's a proper investigation, I can't speak for it cuz it's not my investigation. My investigations, I follow through with whatever means necessary. I can't speak for everybody. You know what I'm saying? >> Yeah. >> Um, but I can speak for me. Hey, Bunt. >> Yeah. >> Hey, what's the code for this game? >> I tried that one. She's talking about the other one. I'll go open it. >> Oh, okay. Uh Reno's headed that way. We're We're wrapping up here anyway. >> All right. All right, John. Let's head on out there.
