on December 19 2022 an officer was on
routine Patrol when a vehicle passed him
at a high rate of speed in Lacrosse
Wisconsin the officer estimated the
vehicle traveling 50 miles per hour in a
25 mile per hour Zone leading to the
initiation of a traffic stop

driver named Matthew exhibited bloodshot
eyes and slurred speech additionally
there was a subtle scent of intoxicants

sure you're safe to be driving tonight

then transported to a hospital to
perform the standardized field sobriety
tests in their warm secured ambulance
Bay upon arrival he seemed to have
calmed down significantly and agreed to
perform the tests all right Matthew
you'll be okay if I let you out I'm sick
I'm [ __ ] weak I'm tired okay scared
throughout the tests his demeanor
shifted to a state of discouragement and
turned emotional

going through Fields the uh flip started
pulling away walking away towards the
inside grabbed onto it was pulling away
he started banging his head off the wall
there went down to the ground he
actually grabbed out of my gun got him
puffed off and so we just made me grab
real gun after the blood draw at the
hospital he started to shout and was
physically uncooperative Matthew was
medically cleared and eventually
released back to police custody after
being sedated

Matthew was charged with felony counts
of OWI seventh offense attempt to disarm
an officer operating with restricted
controlled substance operating with
prohibited alcohol concentration
misdemeanor counts of resisting
obstructing an officer at times two and
disorderly conduct lastly he was
released eight days later on a 2500 cash
Bond since then he was arrested twice
more in April 2023 on charges including
Bale jumping battery domestic abuse and
disorderly conduct
