Where? >> This one right here. >> This one here. Ma'am, stay right there. Don't move. >> And she came all the way over here. She hit me back. My my car. >> How you doing? >> The plate that hit them was >> Where you coming from? >> City. >> Jersey City. >> Okay. Did you know you hit this vehicle? Romeo and it comes back to address. >> To be honest, I wasn't sure if I hit her or not. >> You weren't sure if he hit her or not. >> No, because when I was driving, I didn't. >> Around 12:52 a.m. on August 28th, 2022, Broman Lampro Nikos and Arthur Olsen with the Paribney Troy Hills Police Department were dispatched to an apartment complex on a report of a driver who had fled from a hitandrun crash. Petrolman Nikos made contact with the driver of a blue Honda twodoor. She informed him that her vehicle was struck by the Volkswagen on the route 287 ramp to Littleton Road. Since the vehicle did not stop, she followed the driver all the way back to her apartment complex in Paripony. I don't know. I didn't car both parties in the just into the entrance. Pony lines. >> Which one's your car? The Volkswagen. >> Which one? >> The Volkswagen. >> This one right here. The SUV. >> The white one. >> Okay. >> You came Jersey City. >> Mhm. >> Okay. Were you drinking? >> I was there. >> You were? Okay. Uh, go to your car. Grab your license insurance for me. Patrolman Nikos also located the driver of the other vehicle nearby because she had just exited her vehicle. She was identified as 28-year-old Fiorella Vidau. He asked her where she was coming from and whether she had hit the Honda. Fiorella claimed that she was coming home from Jersey City, but could not recall whether or not she had actually hit the vehicle. She also admitted to consuming alcohol earlier that evening. An examination of her 2020 Volkswagen bumper indicated fresh damages consistent with striking the other driver's Honda. >> Yep. We'll walk over there together. You can leave that stuff right in there and come outside. Do you know approximately where you think you got where you struck the lady? Was it right here? That damage? >> Um, I think I was coming off of the highway, but to be honest, like I was a little confused about what happened because I didn't feel like I hit them. >> Well, is this a new mark right here? >> Is that a new mark? >> Yeah, >> I don't think so. >> No. Okay. Just >> I didn't feel like I hit them and like nobody stopped me. Nobody said anything. I just kept going cuz I didn't I didn't my car make a little sound like I the sensors, right? The sensors. >> Yeah. They make a noise. Yeah. >> But nobody said anything and nobody honked at me. Nobody said anything. So I kept driving home. >> Okay. All right. Just stay right here for a minute. All right. Don't move. All right. >> So, where did this happen? >> So, right um getting off of 287, you know where the firehouse is? >> One at a time, sir. >> The um right when we're getting off of 287, do you know where the firehouse is over there? Like, I don't know what street that is. >> The ambulance building right there. >> Yeah. Um so, right in front of that light coming off the highway. She had stopped behind me and the light was still red and then I don't know if she just like sl her foot slipped or she started to go but she did hit so I put my hazards on cuz then the light turned green and where that was to pull over like in my opinion wasn't safe. So I pulled over in front of the firehouse. >> So you're making a left off of Ferno onto uh >> right off like whatever the ramp is made left like right where the like heading towards the firehouse. You know what I mean? Like >> there's no firehouse. There's an ambulance building. So we came right off 28. Is >> that the ambulance? the flashing light on >> No, I'm sorry. Not Not that one. So, literally right off the 287 going back. Hold on. Um, right where there there's a there's a BP and a um a Sonokco over there like right off of 46. There's a firehouse right there >> going off of 287 >> or 80 rather. I guess it's 80, right? like the going on to 80 cuz you went from >> you can make a left to W to Mwa but instead you make that right >> coming on to and then you see that firehouse in the corner >> road traffic light at um >> so are you guys on on the highway still >> right we're on so we got on 80 like right behind target like and then got off the ramp there to get um um off like where the fire there's a firehouse there >> okay where did you guys have the impact >> right there >> right where that light is after the uh we get off of the highway. >> All right. He's going to call state police, so we'll hang out for a minute. >> All right. >> All right. So, since it happened on the ramp, >> not tech, we don't have uh we don't do crashes on ramps. >> Yeah. >> State police take care of the highway. Yeah. >> Um so, we called them. All right. So, we'll hang out and they're going to make their way out here to take your crash report. Okay. >> And deal with whatever issues is going on. It's going to look the damage on your car. If you want to get out, you want to show me if you want to. You don't have to, but >> I assume this is what you need. >> Oh, yeah. I guess so. >> Okay. >> And then I don't know anything else. >> No, you can do that. I mean, >> but that looks like new damage, right? That's that wasn't like that before. >> All right. >> Yeah. I haven't had any other car. >> All right. I didn't You guys live in this complex or you just randomly block like right around the block? >> Right around the block. You just follow her into here. >> Yeah. >> Okay. >> I mean, if it wasn't anything crazy, I would have been like, "All right, like just leave." But she did. So, I didn't know what the damage was my car and my head. >> And you guys, doesn't matter. You guys are coming from wherever you want. I don't have to ask any questions like that. All right. So, since your crash happened on the ramp, >> technically, we don't do ramp crashes. It's state police jurisdiction. >> So, state police is going to come out and take a crash report. Okay. >> Just so you know. >> Crash. >> Yeah. Because you have damage for a car. >> Yeah. >> Damage your car. >> Well, where's the damage then? >> This right here is your damage. These slash right here. >> Right here. >> Yes. Going across >> a little. >> Yeah. caught in the same color car, white. She said she hit you. She pulled over to get in the side, then you just drove off. >> I drove off. >> That's what she said. >> They gave no sign that I did anyway to them. >> Well, you said you weren't sure if you hit a car, so that means you think you may have, right? >> My Did my car make a sound like I was too close to them? Sure. But >> Okay. >> Didn't say anything. So, I they didn't honk at me. Didn't say anything to me. So, I kept driving because I didn't think anything of it. >> Okay. >> So, I'm just to be honest, I'm confused as to like how what do you what can I help you being unconfused? >> I mean, >> cuz I feel like if maybe if I really truly hit them, they would have punked me or said something, right? Like, >> well, I mean, they followed you all the way here, so >> No, no, no. Yes, they follow me here. But I'm saying like I >> I had no idea that at that I'm saying at the moment they're claiming that I did that >> because if I heard somebody honking at me cuz I did something wrong, I would have been like, "Okay, what's going on?" You know, >> right? >> And I'm not saying whatever you know that is. because it's it's actually the shape of her bumper right here. This L shape to be honest with you. It's pretty uh this little scratch. >> Yeah, listen. It was She said it was very minor. It It was just that she was stopped the light and then you tapped her. >> They should have just >> Listen, >> there was nothing to me to indicate that I did something wrong. >> Okay, that's fine. I'm I'm not >> That's all I'm saying. >> That's fine. You don't say anything. I'm just I just want you to be know what's going on so you don't >> I understand. I understand. But I'm just >> It's not like I purposely drove away, you know, trying to be like, "Oh, I I did." But if I'm driving and I'm at getting out of the highway and my car is beeping because it's saying I am a little too close. I understand that. >> But nobody says anything to me. >> Just driving me home. I'm not driving away. >> Good. >> If I was driving away for >> If I was driving away, I would have >> park and >> Sorry, I have to call my desk. >> Yeah, it's fine. >> I'm just saying. >> I understand. I mean, I listen, it happens. It's not a big deal. >> Hey. Yeah, they do now. We're hitting run out of >> I don't even know what that means. What's wrong? State police are we got to do their own overdust report. They're not going to come out. >> So they're not coming out on Saturday night. >> That's fine. I mean, I'll call a boss if you want me if you want us to do one, we'll do one, but otherwise I let him know. >> No, I don't expect much. >> All right, let me call again real quick. He's not anything, right? >> Okay. Is uh man's free? >> Uh, yes. Okay. All right. I'll get my call. >> Thanks. >> How does that make sense? >> They're not coming out. Well, we're not coming out. So, >> 2A is going to be Bale and Old Chester Road. Hey. Um, did you hear this crash go out on the radio? Yeah, it happened on the ramp on 287 coming to uh Littleton East over there by D6. So, we called state police to come out and take the report. Uh, they told us they're not coming out. They're like, "Yeah, we're not coming out for it." So, they can do an over the desk report. Do you want us to take the report or do you want us just to have them go to save police total and deal with it? Deal with it? Yeah. Document. >> You might just put All right. You want to do a mini report for it? >> Yeah. Yeah. >> Yeah. There's no report going just going just to put it in the notes. Just throw a line of notes. State police would refuse to respond and they been sent to uh whatever you want to actually full-blown incident report. >> No, I know. I'm just seeing where you're at with it. Yeah. >> Okay. Sounds good. >> All right. No problem. All right. So, man says we're not doing it. They have to go to to do it, but he wants to document the incident at least in a report. I guess four liner. So, that's what we're at. >> All right. Do we have anything over? What did she say? >> She said she doesn't think she hit him, but the shape matches the car. The damage is in the right spot. >> She said my sensors went off like I was too close. But I don't know. No one made me down to stop. So, I mean, is she okay? >> She's fine. >> Yeah. >> He's fine. You have your >> All right. Just Well, you were both in the car, correct? >> Yeah. Yeah. >> Okay. Just so you know, state police is not going to come out, >> okay, >> for whatever they have going on. Whatever they got going on, I don't know. We don't do So, I talked to my my supervisor about it and we're not going to take the report of the actual crash. So, what we're going to do is we're going to document things that happened >> just so it's on record what happened tonight. Um, you're going to have to go to Toto State Police Barracks to file the report. >> You can do it tomorrow. You don't have to do it today. Okay. >> Uh, we'll have all information. Yeah. If I were you, I would get out and talk to her for a second. just uh get her ask for her information, get it for her uh from her. >> I'll put it all on the thing. >> No, I understand. But do you have it for tomorrow? >> Okay. >> Um and you can go over to tomorrow and then they'll give you an over the desk report and you can fill it out. >> Okay. >> All right. >> All right. >> Sorry. No, it's fine. >> It's really >> If you don't mind, can I grab your license so I can add you to the car just as a passenger? The state police were asked to come on scene and take down the motor vehicle accident report since they have jurisdiction over the highway. However, they declined to respond. So, the PBN police decided to make a note of what happened in their own incident report instead. As patrolman Olsen went to speak with Fiorella, he detected the odor of alcohol and observed other indicators of impairment. Based on his suspicion of impairment, Fiorella was asked to perform field sobriety exercises. >> Did you guys try to like honk honk at or anything that to stop after it happened or >> did you honk? I think you tried, right? >> You're you're good, dude. You can have that. I just need your deal. >> Um, >> who was driving? You or him? >> Yeah, me. >> All right. I just want to be sure from when we put it in. >> Yeah. No, it was me. This is my car. Yeah. >> Okay. So, should I still get like her phone? Is it just really like her phone number or? >> Um, an over death report is basically a crash report that you fill out yourself. >> Okay. >> Um, it's basically going to have your information. Um, if you get any of the information from the other person, >> um, you should uh, put it in. Um, and we'll advise her the same thing. If she wants to file one, she got to go there. But, um, if she doesn't go, then it doesn't get filed. So, I would at least take pictures or at least have a plate or something like that or >> I have it on my neck. That's all I did. >> You wrote her plate down. >> Yeah. >> Okay. >> Do I need anything else? >> Um, I mean, like I said, I would go talk to her and get her phone number. >> Okay. Is it the to the toa? >> Yeah, any state police car. I think Toto is one that does one over here. Okay. >> Does uh 28780 on the side. >> Um, don't quote me on that, but I'm pretty sure. Okay. Like I said, we're going to we'll put all her information in in our uh report just so it's there. So, um you can get the report for yourself. Uh all information will be on it. Um understand some will be redacted just because we don't give out personal information and reports you just we don't you know random people will get people's addresses and phone numbers and stuff like that. We don't want to do that. That's what I'm saying. I would talk to her, get her information, um, and go from there. So, you have all this. So, when you get the state police, um, they'll be able to help you out with that. >> Okay. It wasn't like obviously anything serious, but like she would have stopped and I talked to her. I could have handled it with her, but >> yeah. She said she didn't think she hit you and then uh then no one stopped her, so she just she left and started coming home. So, I I don't know if you guys were hawking or anything like that or >> I pulled over where my hazard, but where where that light is, I just felt like that was a bad spot to like pull over. So, I pulled over in front of the firehouse. >> Yeah, that's probably what that's probably what confused her when he pulled off and then turned to the right. >> I mean, it's it's late at night, so it's not too bad of a spot in the So, I mean, it is it is what it is. I mean, >> you guys aren't messed up. You guys are okay. It was a very minor incident. >> Unnecessary gun. >> Yeah. Oh. Also true. Actually, I'm sure I don't know. Was it Saturday or Sunday now? I don't know. >> Sunday. >> Sunday morning now. I'm sure you just want to be in the house sleeping stuff. >> I doubt she wants to be dealing with it either. >> Okay. >> All right. >> All right. So, I'll go >> Yeah. Go talk to her and see, you know, get her stuff. I said, I said, >> you said we would be able to get a copy of the report. >> Yeah. Yeah. Yeah. Yeah. We'll give you We'll give you a uh >> Okay. >> Uh a case number >> and then you guys can come get in a couple days. All right. Sunday, you're not going to be able to get it till at least Monday or Tuesday. >> Okay. >> Um I think if you I think you can get an email. Otherwise, you're going to come to our >> between 9 and 5 9 and 4. >> Okay. >> Business hours. Yeah. >> And uh our record. Do you know where our department is? >> Mm-m. >> All right. It's by the post office on the home sense and stuff. >> Yes, ma'am. Okay. >> Right there. You walk right in the front front door on the left side of our records division where you can get a copy. Just bring your ID along with the uh case number. Or if you don't have the case number with you, you can just give me your ID. They'll look it up. that right. >> All right. Cool. Cool. >> Jesus. >> Huh? I don't see how these don't come out for a crash. Seaf police can do whatever they want. All right, you can come over here. All right. You okay? >> Yeah, I'm fine. >> Okay. Have you been drinking at all? >> I was out. Yeah, I was drinking some friends, but I >> Okay. How much have you had to drink? >> I mean, I went out to dinner around 6 and I had two drinks. >> Okay. When was the last drink you had? >> Uh, I had a tangerine tonic. >> Okay. >> Around I don't know like 8ish. >> 8ish. Okay. Mhm. >> And you drove this home? >> Yeah. >> Okay. You were the one driving when that crash happened. >> Again, I didn't know it was a crash. >> Okay. >> Till this happened, but >> Okay. >> Just hang out one second. Okay. >> Yeah. You're going to grab information? >> Yeah. >> Okay. >> Um, would I be able to get a picture of your insurance? >> Oh, yeah. >> So, what is going to happen now? Like, >> uh, you guys are going to have to file reports with the state police for the crash. Okay. >> Okay. >> All right. And the case number we gave you has all the information, both parties information in the report. >> This is being considered a crash. >> Yes. Yeah. >> Okay. All right. You can have it back. Thank you. >> Is there anything else? >> Yes. We'll do this respectfully. Okay. So, we're going to do some tests. Okay. Field soiety tests. >> Okay. >> Okay. Since you were driving the vehicle, you said you had some drinks tonight. >> Okay. >> You said that you drove the vehicle home. Okay. After you had the drinks this evening. >> Mhm. >> Okay. So, we're going to we'll do some tests, but we'll wait till they head out. Okay. So, it's a little respectful. >> All right. >> Yeah. I I know. Yeah. Do >> you have any health issues, ailments, anything that would prevent you from doing anything? >> No. No. I'm just like a little confused because >> I feel like if I had hit somebody, the other person would have honked at me or said something, >> you know, I didn't consider me running away. I just drove home because no one said anything. >> Okay. >> So, I don't know. And I told her the same thing. I was like, you know, I don't know. Something happens. >> I don't hear her test or something. I remember that. But like I just that could have been anything. >> I can't just assume that like I heard. >> We're going to do some tests once they leave. We're going to do some tests once they leave. >> Give her some respect. That's all. >> So, because there wasn't a ramp, it wasn't considered or >> it's so it's the state police uh jurisdiction. They they handle the jurisdiction of the ramp and the highways. So, any crashes that occur on the ramps or they advise us they are not coming out for the crash. Now, >> is that normal? >> We're not safely. We don't we don't know what their normal setup would be. >> I'm just wondering cuz if it was there a crash, I would expect them to come out or something. >> Yeah. I don't know. I don't know what their juris what their justification is for not responding out. >> Okay. >> Um normally we call them and we let them know that the crash occurred in their jurisdiction. They'll come out and they take a report. Being that maybe they're busy, maybe they have a lot of calls going on. I don't know. Um but they have an over the desk report that you can complete. Okay. So, come on over here for me. Okay. Well, I guess we'll go in front of your car. Let's do it right here. I guess we could do it right here. All right. So, you're going to stand facing me, hands down at your side, feet together. >> All right. Place your feet together so that they're touching. >> The first exercise was the horizontal gaze nistagmus HGN test. During the HGN test, Petroman Olsen observed the lack of smooth pursuit, distinct and sustained nestagmas at maximum deviation, and the onset of nestagmas prior to 45°. The second exercise was the walk and turn test. During the walk and turn test, Fiorella failed to touch heel to toe on each step, turned improperly, and took an incorrect number of steps. The final exercise was the one leg stand test and Fiorella failed to raise her foot in the proper fashion while putting her foot down before the test was complete. >> Okay. All right. Can you see without your glasses? >> No, I need to wear them to like drive. >> Okay. >> Like I can't see for far. >> All right. But if I hold my finger up here and you have your glasses off, can you see my finger? >> Yeah. >> Yeah. Okay. So, if you can, can you just place your your glasses over on the vehicle for me? >> All right. Do you have any health issues, disabilities, anything like that that would prevent you from being able to do any kind of physical tests, balance tests, or anything like that? >> No. Okay. All right. So, place your feet together, hands down. Okay. >> Mhm. >> All right. You're going to stay in that position till I tell you to change. Okay. You understand? >> Yep. >> All right. Can you see the tip of my finger? >> Mhm. >> Okay. All right. What you're going to do, you're going to follow the tip of my finger with your eyes and your eyes only. Do you understand? >> Mhm. >> Okay. So, you're not going to move your head and you're only going to follow with your eyes. Do you understand? >> Okay. Heat. Heat. Okay. All right. So, just hold that position. Okay. So, next test I'm going to have you do, don't start until I tell you to do so. Okay. All right. Is going to be a walk and turn. Okay. So, what you're going to do is take your right leg. You're going to place it in front of your left. All right. Heel to toe with your hands down at your side. Okay. Go ahead and do that now. All right. You're going to hold that position till I tell you to start. Okay. You understand? >> All right. So, the next test I'm going to have you do is you're going to walk nine steps heel to toe. Okay. So, it's going to be 1 2 3 4 5 so on. And once you reach the end, you're going to plant your foot and take small steps to turn around. And then it's going to nine steps back heel to toe. One, two, three. All counting out loud at the same time. Okay. Do you understand those directions? >> Yep. >> All right. Go ahead and begin. 3 4 5 6 7 8 1 2 3 4 5. Okay. So, next test I'm going to have you do, okay? You're going to stand hands and feet together, hands down at your side. >> All right. You're going to take your whichever leg you're comfortable with. Okay. You're going to lift it 6 in off the ground. Point your toe towards the ground. Count out loud. 1 1,00 2 100 3 100 4 100 while looking at your toe. Okay. >> I'm going to do that for 30 seconds. Okay. >> Mhm. >> Go ahead and do that. 1,001 10023 100 67 1 8 1 9 10 11 12 14 Okay. >> Okay. All right. Come on over here. All right. So, you're going to get placed under arrest, okay, for suspicion of driving while intoxicated. Okay. So, you're going to have you turn around. I'm going to place you in handcuffs and we're going to take you back to headquarters. All right. >> FYI, >> do you have the keys for this vehicle? Did I fail all tests? I'm just like complete. We're going to need a hook for >> a hook for >> Delta 94 Papa Romeo Papa. >> I mean, we can't do the crash report, but >> we'll talk to the boss when we get in. All right. So, place your purse up here >> in your phone. >> I'm going to put this in your purse. Okay. >> Mhm. >> All right. Come on over here. >> Do you love anybody? >> No, I love myself. >> All right. Go ahead and place your hands behind your back. >> You wear your shoes? >> You sure? The back of the cars are kind of dirty. >> I'm sorry. The back of the cars are dirty. So, do you want to put shoes on? You can grab shoes. That's fine. I'll let >> Can I grab my shoes from my my house? >> Do you have shoes in the car? >> I do have my stuff. All right. All right. You can throw your shoes on real quick just so when we get in the car [Music] based on the motor vehicle accident, the odor of alcohol, her admission to consuming alcohol, and her inability to adequately complete the field sobriety exercises. Fiorella was placed under arrest for driving while intoxicated. Her vehicle was impounded for a mandatory 12-hour hold under John's law. >> Okay, go ahead and turn around. Place your hands behind your back. >> For Baker, >> say go for Baker. >> I am for Baker. >> Close. There you go. >> This will be in here. Okay. >> Mhm. >> And come walk with us. Walk back to my cop car. >> Yeah. It stays here. It's going to be impounded for DUI. No, this car here. Sorry. We got to go around the other side. I just got to unlock the door for you. Come on over. Which was over the legal limit of 0.08%. She was eventually released to her friend Kenneth. He signed the potential shady warning form on Fiorela's behalf. We'll wait till they're clear. All right, hang on. I'm writing the summon numbers down. >> There's two in here. >> I know. I'm >> You don't need number. >> Huh? No, I thought you needed. >> Okay. Um, this paperwork basically explains to you that you're responsible for her from this point until how many hours is it? >> 12 hours. 12 hours. Um, she can't drive. She can't be in a vehicle. She's not allowed to drive. Your your basic responsibility is you cannot let her drive another vehicle. >> Okay. >> Okay. Do you understand? >> Yeah. >> Okay. You take responsibility for her. >> Okay. >> Okay. If you want, you're more than welcome to read through that if you want to read it. >> Understood. >> Okay. >> All right. All right.
