Because I want to go home. Okay. I live
right there. You do know like not
following instructions on a traffic stop
by a law enforcement officer. I want to
get somebody like 35 to 12. If you're
over in Toma, go ahead and head this
way. I I can't go off of what he says.
It has to come out of your mouth. I
can't hear you. I can't hear you. Okay.
Are you willing to answer any question?
We are answering questions. All right.
We'll we'll go over here. On May 19th,
2022 in Oakdale, Wisconsin, an officer
initiated a traffic stop for a vehicle
missing visible front and rear license
plates. The driver later identified as
Brooke was stopped in question. Let's
see what happened next.
How are you? Could you roll the window
down, please? So, I'm deputy after the
sheriff's office. Do you know I stopped
you today? I live right there. Okay. I
didn't ask you where you lived. I asked
you if you knew I stopped you for not
having license plates. Obviously, you
see now that you have a temp plate here.
Also, what's that? Well, you can't see
it with the tent in the back window.
It's night time. If it's daytime, maybe,
but it's night time. You can't see it.
Where you coming from right now? Okay.
Any alcohol to drink tonight? No. Any
drugs tonight that you ingested or
prescription medications? I just want to
go home. I just got I mean, I got done
with work. Like, I'm trying right there.
You have your driver's license with you?
Thank you. You got insurance? Yeah. I
see that. Like I literally just bought
this car today. You just like how long
ago? Today you get a decent deal on it
in this current market. It's from my
brother here. Pull up one with your
policy thing from the general. That
should be all right. Do me a favor real
quick. No, I'm not going to do that
because I want to go home. Okay. I live
right there. You do know like not
following instructions on a traffic stop
by a law enforcement officer, the Monro
County Sheriff's Office. You know I'm a
police officer. I've now instructed you
to get out of the vehicle. you. I'm
telling you. If you don't, Joe, you're
subject to being placed under arrest and
going to jail. I don't want to. Step on
out of the vehicle. I don't want to. I
don't. It doesn't matter what you want.
Cop out here. I don't want to. I want to
go home. Okay. During a routine stop,
the officer asked Brooke to roll down
her window, citing missing license
plates. Brooke, casually explaining she
just bought the car from her brother,
seemed unaware of the situation's
gravity. Tensions rose when the officer
asked her to step out of the vehicle.
What are you doing? I told you. I've
I've told you to get out of the car.
I've explained it to you. Get out of the
car. I told you. For what reason? I've
already told you. Get out of the car.
That doesn't matter. No force has been
used on you. You know I'm a fully
uniformed officer. I've already I've
already explained it to you. It does not
matter. Look, it does not matter that
you all of a sudden started pulling out
your phone. I told you to get out of the
car. You're subject to being placed
under arrest if you do not follow
orders. Get out of the car. What's so
What did I do? You're driving while
under the influence. That is my concern.
No, bro. Like I live right and then do
what? We will talk back here. Weird. I
want to get somebody like 35 to 12. If
you're over in Tula, go ahead and head
this way. You pulled me over cuz I had
no license plate. Mhm. Yes. You do know
you do know what the case law that that
says that law enforcement officers can
ask you out of the vehicle. I have a
template. I just told you that I'm
concerned that you're impaired driving.
Okay. This is also showing like you
might be guilty of something if you want
if you don't want to follow
instructions. I'm I'm guilty because I
don't want to get out this car. You
you've been given long full
instructions. I will place you under
arrest for obstructing. You will go to
the jail. So get out of the car,
Brooklyn. Officer safety or cuz I
believe she might be impaired. She's
been given all this
instruction. I'm letting her. At this
point, the officer's concerns grew.
Brook's erratic behavior, glassy eyes,
slow speech, and delayed responses
raised suspicions of possible
intoxication. The officer asked her
again to step out for a field sobriety
test, but Brooke refused. Visibly
distressed, she began recording the
encounter on her phone and called her
brother for advice. I'm letting her even
FaceTime at this point. She's already
been told, "I'm a fully uniformed
officer working official capacity. She's
going to she's subject to being placed
under arrest. You can get out of the
car, but you don't have to submit to any
test. They can take you to jail if they
need to, but you don't have to submit to
any test without a warrant, but you do
need to get out of the car and follow
his instructions." Yeah. And Brooke,
we're not even to that point. I'm I'm
literally just asking you to get out of
the car so I can assess. We're not even
at that point. So, your brother's advice
is good. I would exit the vehicle. If
you want to FaceTime him, that's totally
fine. Come back here, please. Thank you.
Come back to the front of my car. Oh, I
don't know who it is, but you can
FaceTime while I ask you some questions
here. If you want to stand right here in
front of the siren, am I not? Yeah. And
then you can just So you The lights
aren't in your eyes. You can just face
me. All right. I'm going to ask you a
few more questions here, sir. Brooke.
Brooke, your eyes about to test me.
Brooke. Brooke, here's what I'm
explaining to you. Listen, I want to
explain this to you. You're just being
very difficult and I don't know why. No,
I can't hear you. Yep, I can hear you.
Okay. Okay. What are you going to listen
now, Brooke? Okay. So, the reasons why I
feel why I'm concerned that you might be
impaired is first of all, your eyes are
glass. Are your reaction time super
delayed and slowed? I'm concerned you
might be operating while intoxicated or
impaired by a drug or alcohol. Have you
had any alcohol to drink tonight at all?
He can ask all he wants. Tell him you
don't want to answer any questions
without a lawyer present. I I can't go
off of what he says. It has to come out
of your mouth. I can't hear you. I can't
hear you. Okay. Are you willing to
answer any question? We are answering
questions. Okay. You understand that
Wisconsin driver's license with a
driver's license, you required unplent
as part of your driver's license. So,
I'm only talking to you or what? You
tell him that you're not answering any
questions at all. I'm not talking to
you. Place your hands behind your back.
You can put the phone right on the hood.
Don't resist. Just as Brook's refusal
persisted, the situation escalated. The
officer informed her that failure to
comply would result in her arrest for
obstructing an officer's serious charge.
Her brother on speakerphone advised her
to follow the officer's instructions,
but she remained resistant. I love you,
too. Place your hands behind your back.
Hey, have the officer tell me where he's
taking you so I can get you. He can
still hear you. Yeah, I'll talk to you
in a second here, sir, if you want.
Okay. I just want to make sure I'm not
going to get prick, poked, or stabbed by
a needle or you have something that
you're not supposed to have. Okay. I'm
going to take that as a no.
Put it at the bar. I just need to know.
Throw it away for all you care. I was
never trying to smuggle. I showed up
with money. Yeah, I never do. Okay. I
never lose a bottle of money. Uh, try to
click on your brother here so he can see
you or your boyfriend. Sorry. So, I'm
just assuming that's a boyfriend. No.
Okay. That's an assumption. I can't get
your screen on. We'll do some paperwork
and then at the end if you're willing to
be a response. I assume she has your
phone number saved so we can probably
call you when we have a respon party
portion figured out. I guess he can't
hear. So he's done. All right. We'll
we'll go over here. Brooke, I'm going to
search your car as well. I just want to
make sure there's nothing illegal in
your in your vehicle. 35.
Brook's car was searched, but nothing of
evidentiary value was located. What's
your address now?
Oh, that's my boo. That's boyfriend. No,
that's my boo. Boo. Okay.
After multiple warnings and nearly 5
minutes of non-compliance, the officer
was left with no choice but to place
Brooke under arrest for obstructing an
officer. She was handcuffed and removed
from the vehicle. Still pleading her
case and questioning the officer's
authority. I'll do my process. Um, and
as long as she stays cooperative at this
point, she is going to be released to
responsible. We have to go. I have to do
some forms and potentially go up to the
hospital. Yeah, she literally Do you
want to take care of that? Yeah, I we'll
have you actually move the vehicle right
off the roadway over car right now. Yes.
And I'll tell you, she's being placed
under arrest at this point right now for
property while intoxicated criminally
for the uh um resistor obstructing or
just cited for it. Just depends on Yeah,
I'm not questioning her at this point. I
just make sure we're all on the same
page there that she asked for an
attorney with I don't know where her
phone is, but it's still alive right
now. It's right here. Do you want to
take that? Should I ask her if you want
to grab that? I think she'll need it. If
she wants to call you from then we
should be good. We're actually probably
going to go right to the Toma Health
here depending on how long this process
takes and from the hospital. Okay. From
Toma Health. All right. Then I'll just
wait for Okay, sounds good. Thank you.
Indicated her BAC was.163 at the time of
arrest, over double the legal limit. All
right.
citation. I should print you one more
thing off. Yes, you do have to go. It's
on via Zoom. 500 bucks. All right. There
is also the 34115 3B, the illegible
license plate. That's all. Here's the
notice of intent to revoke your
operating privilege. That's all explains
everything you need to do and the
process going forward with that. Just so
you have that for your records. I'm
going to print you off the citation
explanation sheet just so you know where
you need to go for the court date.
Here's all that stuff you want to put in
this bag.
Jeez Louise.
This just explains where you need to go
in regards for the court date, whether
or not it's mandatory, which this one
is. It kind of shows you the zoom
address and stuff up. So that way you
know. You have any questions for me? You
have any questions for me? Sure. You can
still identify ask for ask for the
information. And then when she showed
the signs of impairment, it's still a
valid. All right, those are the woman's
friend arrived at the scene and began
cooperating with the
police. This case underscores the
crucial importance of understanding and
complying with Wisconsin's OA laws and
the serious ramifications of resisting
law enforcement. One of the key laws
violated is Wisconsin Statute 946.41,
41, which requires individuals to follow
lawful orders given by law enforcement
officers. Failing to do so can obstruct
an officer's duties and lead to
significant legal consequences, as seen
in Brook's case. Compliance during
interactions with officers, particularly
in situations like traffic stops, is
essential to prevent
escalation. Additionally, Wisconsin
statute 346.63
63 one focuses on operating while
intoxicated, which is taken very
seriously in the state, especially for
repeat offenders. Second time offenders
face harsh penalties, including
mandatory jail time, substantial fines,
and license revocation, all aimed at
deterring impaired driving, and
protecting public
safety. Wisconsin statute 346.63
631 further reinforces the state stance
by setting the legal blood alcohol
concentration limit at
0808. Exceeding this limit can result in
severe penalties, especially for repeat
offenders like Brooke who face longer
license revocation periods, mandatory
alcohol treatment programs, and
additional legal repercussions.
This case underscores the significance
of mutual respect and cooperation with
law enforcement to maintain public
safety and order. Following the law is
vital for fostering a fair and peaceful
society where everyone feels safe. What

I'm only 13 years old. You can't do this
without my parents register. I'm only 13
years old. No, I had I went to the
regular register and she scanned me out
with the regular register.
I know you did. I was watching you the
whole time. It's okay.
[Music]
You're not going in there. Are you okay?
I'm not going in there. What the [ __ ]
dude? I didn't do anything wrong. On
November 30th, 2023, officers received a
report of an ongoing theft at a Target
store. A woman was reported to be skip
scanning items at the selfch checkout.
Upon arrival at the scene, officers
found the suspect, later identified as
Danielle 20, pushing a cart full of
merchandise out of the lot. The police
quickly approached her.
Yeah. I mean, you have an issue with the
scanning machine? went to the regular
register and she scammed me out with the
regular register.
I didn't have an issue. She fixed it for
me. Who'd you come with? Why does that
matter? Because there's two of you guys
brought me the rest of the money. Yeah.
So, who'd you come with that? Do you
want to come talk to the lady that
checked me out? No, I want you to answer
my question. Check me out, please. Cuz I
didn't get there. I just literally had
to go to the second register. Who did
you come with? Like the person helped me
at the regular register. Why does that
matter? Because you didn't answer my
question, friend. She has to go to her
kids today. It's her kid's birthday
today. That's the reason why I came. Do
you want Can we come talk to the
register? Cuz she's literally just
helped me through the register. When
questioned, Danielle asserted that she
had paid in full at the regular checkout
after having issues with the selfch
checkckout scanner. At this point, the
officer concerned about worse
situations, asked her about the
whereabouts of her companion. After
explaining to the police that her friend
had to leave, they went to speak with a
cashier to clarify the situation.
All right. So, you can walk through this
auction. We're going to go back and grab
your shopping cart. Cool. What? We'll
figure it out if you scan everything and
pay for
everything. If you don't listen, you're
going to be placing handcuffs. Let's go.
We're trying to be cool. There she is
right there. Excuse me.
Everything, right? Yeah, she paid. She
paid for everything. Okay, we got to
talk to somebody over here.
When they met with the first cashier,
the employee confirmed that she had paid
for some items. The officer then said
they needed to speak with another person
in the store to clarify the situation.
And then we'll get things sorted out.
Thank you. Which one did she get? Um,
the
Legos. Um, you can get stuff in here.
I have to go to two different registers.
I know you did. I was watching you the
whole time. You didn't pay. What do you
mean I didn't pay? Yeah. So, gift pack
is probably going to be these, the water
at the bottom, and then wonder shop is
going to be the At this point, another
cashier checked the items in Danielle's
cart and confirmed that some items such
as a vacuum cleaner, Lego sets, and
other things had not been paid for. The
cashier stated that she had watched
Danielle throughout the process and
could confirm that she had not paid for
those
items. In New Mexico, shoplifting is
clearly defined in section
301 620 of the New Mexico Criminal Code.
According to this law, shoplifting
includes taking merchandise out of the
store without paying, intentionally
hiding merchandise in the store with the
intent not to pay, altering or swapping
the price of a product to pay less than
its actual value, and transferring
merchandise from one package to another
with the intent to avoid paying the
correct price. The degree of the offense
and the penalties are classified based
on the value of the stolen merchandise.
Yeah. If you go look. Why do you have a
seat for this? Because I had to go to
two different registers. All right.
We're going to go in here. All right.
I'm not going in there. No. I have to
step it. I didn't do anything wrong.
What are you doing? Get your hands off
of you. Get your hands off of me. Get
your hands off of me. Do anything. I
stop. Get them off of me. When asked to
go to the security room for further
checking, Daniel refused and cried,
claiming she had done nothing wrong. Her
continued non-ooperation forced the
police to detain and handcuff her.
Cooperating with the police when being
detained can help protect your rights,
minimize legal consequences, and resolve
the situation quickly and orderly.
Conversely, non-ooperation can worsen
the situation and lead to additional
charges. Always stay calm and
cooperative and seek legal assistance if
necessary to ensure your rights are
protected. I'm only 13 years old. You
can't do this without my parents
permission. I'm only 13 years old. I'm
only 13 years old, dude. I'm literally
only [ __ ] 13 years old, bro. Can I
call my parents? You can in a second.
Sit down. Cuz my parents won't let you
hear and you can't you can't do this to
me. Knock it off. Not if I'm only 13
years old. I'm underage. I'm underage.
Is your ID in your purse? I don't have
it.
So, you're not under then. Can I just
take the stuff I paid for? Leave. The
woman screamed at the police that she
was 13 years old, but she did not
provide an ID to the police. In reality,
her age would not affect the shoplifting
charges mentioned above.
But additionally, this could lead to her
being charged with concealing identity
under section
302 23 of the New Mexico criminal
code. This includes providing false or
misleading information to the police
during law enforcement. Specifically,
giving false information about age can
prevent the police from performing their
duties accurately and effectively.
Penalties for this misdemeanor can
include fines, imprisonment, or both. If
providing false information leads to
more severe consequences, the penalties
can be harsher and considered a more
serious offense with corresponding
punishments.
Um, it's going to be this purple scion.
So, if you go out, she literally has to
go pick up her kids from our drive
across. She has to go pick them up. So,
she's behind a silver Tacoma. The
security officers then quickly
identified the car where Danielle's
friend was parked. An officer approached
the woman to take her statement. Since
the police could not yet identify the
suspect, they asked the woman, but she
refused to answer.
Hello. Did you come with uh my friend?
Okay. All right. You're not in trouble.
But she's in trouble. I mean, I guess
you're right. But um what is her name?
Um I don't answer questions.
The woman has the right to refuse to
answer the police's questions if she
feels uncomfortable or concerned about
her rights. The right to remain silent
is an important part of personal freedom
and protection against
self-inccrimination protected by the
fifth amendment to the US Constitution.
Hey, and you guys both came together.
I'm not asking if you ran into the
store. I'm asking if you guys both came
together. There's cameras. That's fine.
And that's fine. You can see on camera
then I Why is that?
I'm trying to be cool with you, but you
giving me a hard time. I gave you my ID.
Is there anything else I can provide you
with my You want my insurance
registration? This is a criminal phantom
investigation. Okay. Okay. So, you can
sit there. The officer asked if she and
the suspect had arrived together, but
the woman evaded the question and
provided her license instead of
answering directly. The officer felt she
was uncooperative and tried to remain
calm, but emphasized that this was not a
routine traffic stop, but an
investigation into a criminal act and
providing a license was unnecessary.
Instead, she should provide relevant
information about her friend. If you are
a witness in an investigation, if
possible, cooperate with the police.
Providing accurate and complete
information helps the authorities
investigate and resolve the matter
quickly and efficiently. Your
cooperation also helps prevent future
illegal activities, protecting the
community and yourself from potential
dangers. Therefore, if you are a
witness, always be ready to cooperate
and provide information when
requested. While an officer was
gathering Danielle's information in the
office, a target security guard opened
the door. In an instant, Danielle leaped
up and sprinted toward the exit.
Stop.
Chill. I don't want to go to jail. I've
never been to jail. Please. Did anybody
even
see for this? Please pay for it.
Act like an adult. Stand up.
Go to this car right here. Go.
Nobody even said you're going to jail.
Cut the At this point, the suspect was
restrained. She continued to cry and
said she wanted to pay for the unpaid
items. The officer encouraged her, but
it's important to know that her actions
were not just theft, but also resisting
evading and obstructing an officer.
In New Mexico, section 302 21 of the
criminal code states that any actions to
evade, obstruct, or resist a police
officer while they are performing their
duties are illegal. This includes
fleeing, refusing to comply with orders,
or inferring with the arrest or
investigation process. Violators can be
fined up to
$1,000, imprisoned for up to one year,
or both. If force is used or injuries
occur, the penalties can be more severe,
including felony charges and long-term
imprisonment.
Can I please pay for it? Huh?
Can I please pay for this stuff? Quit
moving your hands. Mom, I'll pay for it,
please.
Can I pay for this stuff, please? We'll
get there. Get in the car, please. Can I
buy it? I'll buy it for it. I'll pay for
it. Please. I got the money to pay for
it. Watch your feet, please. Can I
please?
Hello, Sergeant Munoz. We're going to
get you out and we're going to take you
pictures. We've already had one
incident. We don't want another. Okay.
Okay. Thank
you. Let's go ahead and walk.
Daniel was then searched, placed in a
patrol car, and taken to the police
station.
I'm not going anywhere. I promise you.
We need to she because we don't want to
burg and charge for concealing identity
because she's going to go to jail for
concealing identity and we don't need to
go that matter. That would be up to her
if anything, right? Not me. Yeah. I
mean, if you're a friend, I mean,
that's up to her.
Here's another body cam footage from a
different officer still at the scene to
take her friend's statement. The officer
informed Daniel's friend and her
boyfriend that she would be jailed and
emphasized again that if she had
cooperated, things might have been
different. Wait, you know her? Yeah,
that's my girlfriend. The one that's in
the Yeah, the the girl they just had
outside like walking up like, "Whoa,
what the [ __ ] are you doing?" Yeah.
Yeah. Okay. All right. Well, she's going
she's going to jail. Oh, man. Are you
serious? Yeah, because she's not being
super courageous. I mean, this could
have all been avoided, but she's not
being cooperative.
She was arrested and charged with
shoplifting, attempting to escape from a
peace officer, possession of a
controlled substance, and resisting
evading or obstructing an officer. If
convicted, she could face up to 3.5
years in
prison. She going to jail. I appreciate
you guys cooperation. Okay. You good?
This case is a reminder of the
importance of cooperating with
authorities. If this girl had cooperated
and been honest from the beginning, the
situation might have turned out better.
Her honesty and cooperation could be
considered mitigating factors when the
court reviews the case, helping her
receive a lighter sentence or more
favorable treatment. Additionally,
cooperation can protect legal rights,
avoid serious legal consequences, and
minimize unnecessary difficulties in
handling the case. We hope you have
gained valuable legal lessons and useful
advice from this video. Thank you for

And she just like kept going, wanting to
go around him, wanting to go around the
scene of the accident. Okay. It's what
she did. And I got a witness. And he
jumped on the hood of my car to drive
from there over to Houston. I was going
into the gas station on on what's what's
your name?
So, right now, he's being placed under
arrest.
Hold on.
On September 30th, Flaggler County
deputies responded to the area of Palm
Coast Parkway and Belter Parkway
regarding reports of a hit and run
accident. Before arriving at the scene,
FEXO dispatch informed the deputies that
the suspect had been identified as
Cheryl Henderson and she was driving a
silver Ford sub. Upon arriving at the
scene, witnesses stated that Henderson
and an adult male driver of another car
had been involved in a minor car
accident. After the accident, witnesses
reported that Henderson fled the scene.
Here is the body cam footage of the
interview with the victim's wife.
I wanted to go to the gas station. I
know Mike. So, I have a gentleman that's
a witness. His name is August. Just tell
me what happened. We were in the far
lefthand lane cross and getting ready to
cross belt to green light. Okay. So,
you're right over here ready to cross at
Palm Coast Parkway. Yeah. So, she's in
the second lane over I guess you came
over and hit our car. We pulled up a
little so she wouldn't continue. She
went totally around us. Stopped over
here at the red light at Cyprus. I think
there is. I can't think right now. And
we were standing out front.
She stated that just before the
incident, they were in the left lane
preparing to cross the green light at
Bell Terror. Another car in the second
lane suddenly changed direction and
collided with their car. They stopped to
prevent the other driver from
continuing, but the other driver went
around them and stopped at the red light
at
Cyprus. When changing lanes, the driver
must use turn signals. Lane changes
should only be made when it is safe and
does not endanger other vehicles. The
driver should maintain an appropriate
speed and should not change lanes at
intersections or areas with solid lines.
Violations of these regulations can
result in fines or other penalties as
stipulated by law.
This where she sent me the picture, then
he No, no. The gentleman was a witness
that he was two cars down. He's turning
from the second lane to our lane on the
grass and everything to get on here and
then she stopped there and took off and
my husband told her, "Don't leave." I
said, "You got an a you got damage right
here." I know my car. So your husband
just like jumped on the hood to get her
to stop or something? Yeah. And she just
And supposedly she pulled in over there.
So I don't know if she's over there. The
woman stated that a witness saw the
incident standing two cars behind and
saw the suspect's car driven by Cheryl
move from the second lane into their
lane, hitting their car, and then
driving around on the grass to flee the
scene. The woman also added that her
husband tried to stop the suspect and he
jumped onto the hood of the car, but the
suspect continued driving.
All right. So, you guys are on Belair
about. Okay. So, you're going west and
then you're about to make that left to
come on. We were going US one. Oh, okay.
We were going to go through the traffic
forward lane, center lane, third. She
was in the center lane when we stopped
to get her to stop and she wouldn't. And
she went and then pulled up here. So, we
pulled up there. We got out of the car
and she just like kept going, wanting to
go around them, wanting to go around the
scene of the accident. Okay. It's what
she did. Then I got a witness. The
witness continued to explain their route
and Cheryl's attempt to cut in. She also
said that Cheryl intentionally hit
another person, which could lead to
charges of leaving the scene of an
accident. In Florida, leaving the scene
of a crash is clearly defined in Florida
statutes section
316.061. Section 316.061,
061 Crashes involving damage to vehicle
or
property. Any driver involved in a crash
resulting in damage to a vehicle or
property must immediately stop at the
scene or as close to it as possible
without obstructing traffic more than
necessary. Violating section 316.061
061 is a secondderee misdemeanor
punishable by a fine of up to $500 and
or imprisonment for up to 60
days. Here is the body cam footage from
another officer arriving at the scene
and approaching the suspect. Cheryl,
what happened? You're on the in the air,
pal. On the air, pal, ma'am. Shake your
leg off three times. Shake your leg.
Shake it good in the air. Just got out.
You can't talk to him. You won't let me
talk lightly. And then he said, "You
better pull over." He got out of his
car. He hit you with him with his car.
He hit me. Look at my car. Was he
walking or he's in his own car? He's in
his own car. He says, "Now I'm going to
tell them." No, he he's he he wouldn't
get off the hood of my I'm sitting with
no gas in the car. It says it that gas
station. That's There we go.
So, let's start from the beginning. How
his car hits yours and where you were
at. Let's start from there. Try to make
an illegal left turn. I have location.
I got an
According to Cheryl's statement, she
claimed that the man had hit her car and
demanded she pull over. Cheryl described
that the victim climbed onto her hood
and refused to get off. During this
time, she continued driving to a nearby
gas station because her car was low on
gas. I'm not going anywhere. He got out
of his car. Tell him that she tried to
cut me off by making a turn. I was going
into the gas station. All right. So,
after the accident, what did you do
after that? After the accident, what did
he do after that? an accident. I took
the left turn and he jump. Did his car
hit your car? His car. So, there was an
accident. No matter who was at fault,
there was an accident. Well, I wanted to
get out of the truck. He jumped on the
hood of my car. To drive from there over
to here. I was going into the gas
station on on what? Well, belt. I was
going into the gas station to get Why
did you make it from here all the way to
there with him on the hood of the car?
Why you just pull up the car? He says,
"Well, now because you're going to
you're going to hurt me. I'm going to
hurt him." So, how much further were you
going to go with him on the hood to that
gas station? I was going to get take go
to the right side. You have your license
registration. Huh? The woman appeared
frustrated, unwilling to cooperate with
the police. She admitted that it was an
accident, but wanted to leave the scene
because the man would not get off the
hood. When asked why she did not stop
immediately after the collision, she
explained that the man had threatened to
sue her for injuring him. Therefore, she
intended to drive to the nearest gas
station. Her actions clearly show a
disregard for the law and an attempt to
evade
responsibility. If you find yourself in
a similar situation, you should stop the
car at a safe location without
obstructing traffic and if possible,
turn on the hazard lights immediately.
Contact the police to report the
incident, ensuring that the accident is
officially recorded and you are not
considered to have left the scene. Stay
calm, avoid arguments, and focus on
providing the necessary information to
the police, including your name,
address, phone number, and driver's
license. If someone is injured, assist
them within your capacity and wait for
emergency services.
All right. Okay.
Lane going straight toward US1. Okay.
She was in the lane beside me over here
and hit the front end of my truck. So,
and then she started hauling hauling
buttons. She's out right there. Uh-huh.
And so I pulled in front of her and
stopped her. I got in front of her. She
tried to run me over. So I got once she
took off, I got on the hood of the
guard. Made a left in the lane that run
the turn lane. She was in my lane was
the turn lane. The lane beside me. And
your vehicle back there by the Mickey D
over by or uh by According to the
victim, he stated that the woman in the
adjacent lane suddenly turned and hit
the front of his car. At this point, he
moved forward to stop her, but Cheryl
accelerated, forcing him to jump onto
the hood for
safety. It is important to note that the
man's actions in this situation can be
understood from an emotional and
self-defense perspective. However,
jumping onto the hood is a dangerous
action and not the correct legal
response. Therefore, we do not recommend
people follow this approach when there
are other ways to resolve the situation.
She wouldn't stop. Then this guy, he
pulled up. He seen her. Uhhuh. When he
finally got her to pull over, she was
and she was speeding down this road. She
had How fast do you think she How fast
do you think she was going with you on
the hood? 50 mph. 60 mph. You could ask
him. He was. And you
definitely saw her see you. Oh, yeah. I
came up and talked to her in the window.
I know, but like before Oh, yeah. Stop.
I'm going to fall off. And she said,
"That's your problem." I'm sorry. My
problem a little bit. No, you're fine.
You're fine. If you need to, we can.
Okay. This gentleman seen the whole
thing. He pulled in front of me. Mhm.
Then she the victim said that the woman
continued driving for about two more
miles before a man who witnessed the
entire incident forced her to stop. He
estimated that she was driving at 50 NF
while the victim was clinging to the
hood.
I was pulling over. I had my blinker on.
I was going to the gas station to get to
I say five six miles. You don't jump. I
know that. But through two traffic
lights, too. You should have stopped
off. Flag someone down for help. for
help. Drove pretty far out of fast. He
was comfortable. I couldn't unless I
went to another car and he would not get
on the car. Why just wait there until we
all show up?
Call the police and he said I'm not
calling any those words. He hit me. No,
I just tell you I'm driving. He hit me
over. Once you jump on your hood, you
should stop the car and that's in the
middle. It was bumper to bumper to
bumper. Hold traffic up. I had my
blinker on. I was getting off. There was
a gas station. The reason she provided
was not convincing to the police as
there was still about 5 miles to go to
the nearest gas station. When advised by
the police on what she should have done,
she countered that the traffic was very
heavy at that time and objective reason
not considering the surrounding
situation, especially when someone was
on the hood, further increasing the
police's suspicion and giving them
reason to charge her.
It's better just to hold up traffic,
wait for us to get there so we can sort
everything out. I was I was 10 ft from
the side. I understand that. But if
somebody's standing in front of your
car, you don't want to I don't want to
You don't want to run them over or Well,
what would you I would stop. I wouldn't
run him over, but I said he'd turn into
the gas station. You want me to grab the
hood of the car? I wouldn't drive one
five. I didn't realize how far how far
he would get. He's He's on my buses.
Now, what are you going to do? You he
you don't know. You You don't know. The
officer advised that it would have been
better to block traffic and wait for the
police to resolve the matter. Given the
long distance and are driving at 50 m,
this should not have been
done. Driving at a speed inappropriate
for current traffic conditions,
especially with someone clinging to the
hood, is extremely dangerous and
violates the safe speed
regulations. Penalty. This violation can
result in fines and other penalties as
per Florida statute
316.185. Section
316.192, reckless driving. This statute
states that anyone driving a vehicle
with willful or wanting disregard for
the safety of persons or property can be
charged with reckless driving. This
violation can be considered a
secondderee misdemeanor or a
first-degree misdemeanor depending on
the severity of the act.
You see his hand?
So, right now you're being placed under
arrest. An aggravated battery.
Aggravated battery on driving with that
man on the
Hold on.
Debbiey's going to patch you down. Do
you have anything on you that's going to
poke a sticker? Finally, based on the
situation, the police decided to arrest
her. Cheryl Henderson from Palm Coast
was charged with leaving the scene of an
accident and aggravated assault with a
deadly assault weapon following the
incident. She was taken to the Sheriff
Perry Hall inmate detention facility and
was released on $20,000 bail the
following day. The woman's actions in
this case clearly demonstrated a
disregard for the law and endangerment
to others. This also serves as a strong
reminder of the importance of staying
calm, complying with the law, and always
prioritizing safety in any situation.
When involved in an accident or
emergency, stop the vehicle in a safe
place. Contact authorities and avoid
rash actions that could lead to severe
consequences. Handling the situation
reasonably and safely not only protects
yourself, but also helps ensure the
safety of the community. We hope you

today? Not a glass of wine, not a beer,

read and understand the English
language, right? You understand what I'm
saying to you? Yeah. Did you hear my
instructions? Yes. So, do you know what
you're supposed to do? Yes. Don't
away from me. Put your hands behind your
back. Thank you. Don't Don't do that.
Okay. On the evening of May 21st, 2023,
Sergeant Matthew Gajookski of the Union
Beach Police Department was on patrol.
He noticed a 2020 Toyota sub with a flat
tire on Shore Road near the Morningside
Avenue area. He reported the disabled
vehicle to dispatch and approach the
driver identified as Justine Meadow.
Take your foot off the gas. Thank you.
How are you?
I have a flat tire.
Looks like you've had that flat tire for
some time. Where you coming from? Um,
Atlantic,
Highland. Middletown. What's that?
You're going to Middletown? Yes. You
passed Middletown. Did you hit something
or Yeah. What'd you hit? Pothole, huh?
When police encounter a vehicle in
distress by the roadside, they
approached the driver to ask about the
issue and gather relevant information.
The woman explained that she had hit a
pothole causing the tire damage while
heading towards Middletown. If your car
breaks down on the road, it is essential
to stay calm and ensure the safety of
yourself and others. Turn on your hazard
lights to alert other vehicles. If
possible, move your car to the roadside
or a safe area to avoid obstructing
traffic. Then perform a preliminary
check to identify the problem. If you
cannot repair it yourself, call for
roadside assistance or a nearby garage.
While waiting, stay inside your car or
in a safe place to avoid accidents.
Okay. Before you get back in the car,
how much did you have to drink today?
Nothing at all. No. Not one. Not a glass
of wine, not a beer, nothing. No. Okay.
Where are you coming from in in Atlantic
Islands?
Sergeant Matthew noticed that the
woman's speech was slurred, so he asked
if she had been drinking, which she
denied. Despite a simple question from
the officer, she took a long time to
respond, indicating her impaired state.
Driving under the influence of alcohol
or while impaired is an extremely
dangerous act and a serious violation of
the law. Alcohol impairs reflexes in
judgment leading to a high risk of
serious traffic accidents. If you have
been drinking, choose public
transportation, call a taxi, or ask a
relative to take you home. Your safety
and that of everyone around you is
always the most important thing.
Why don't you give me your uh license,
your uh registration, and your
insurance? Where did you hit the
pothole?
Stand right over here for me. We're
going to turn your car off. Okay.
When asked to provide a driver's license
and insurance, the woman ignored the
officer's request and did not respond.
She used her phone to call someone.
Based on his suspicion of impairment,
the officer suggested that Justine
participate in field sobriety tests.
When requested, drivers must present a
driver's license, vehicle registration,
and proof of insurance. Failure to
comply with this request can result in
fines or even arrest. In this situation,
the woman chose to ignore the officer's
request and used her phone to call
someone which is not the right way to
act. This could make the officer
suspicious of her intentions and
increase tension in the
situation. Field sobriety tests, FST,
are a set of tests to determine if a
person is driving under the influence of
alcohol or other substances. These tests
are usually conducted on the spot, right
where the driver is stopped.
Common field sobriety
tests. Horizontal gaze
nost. The officer will ask the driver to
follow an object such as a finger or pen
moving from side to side. One leg stand
test. The driver is asked to stand on
one leg and raise the other leg about 6
to 8 in off the ground holding this
position for about 30
seconds. Walk and turn test. The driver
is asked to walk a straight line by
placing the front foot in front of the
heel of the back foot, taking nine
steps, turning around, and repeating the
nine steps
back. Face me. Take a step away from the
car quickly. There you go. Okay, here.
Just put your sunglasses up for me. Like
that. Okay, you can you can read and
understand the English language, right?
You understand what I'm saying to you?
Yeah. Do you have anything wrong with
your eyes that I should know about
medically? Like, do you have a glass eye
or anything like Can you see the tip of
my finger? Yes. Yes. Okay. Okay. So,
what I want you to do is I want you to
follow my finger with your eyes and your
eyes only. Do you understand? Okay.
Stand up straight.
Very simple. Just follow my finger.
Don't move your head.
Okay? You have to stop moving your head.
During the Nistadmus test, despite being
reminded several times by the officer,
the woman did not comply with the
standard requirements of the test.
Continually moving her head, nagmus or
rapid eye movement looking to the side
can be a sign of alcohol impairment.
Here's what we're going to do. Do you
have anything wrong with your back, your
hips, your knees, your ankles, anything
like that medically? No. Nothing. So,
you're good? Okay. I'm going to have you
do a balance test. Okay. What I want you
to do is I want you to take your right
foot and put it in front of your heel
touching your toe just like I'm doing.
Heel touching your toe. Make a straight
line like this. Do you see how my feet
are?
Do you understand? Do you have any
questions? Go right ahead.
In the walk and turn test, it was
evident that Justine did not walk heel
to toe in a straight line and could not
count her steps as instructed. This
helped the officer determine that she
was off balance, a sign of alcohol or
substance impairment.
Whichever foot you want, you're going to
lift it off the ground about 6 in.
You're going to point your toe out just
like I'm doing. 1,001 1,00 not yet. 1,00
1,002 1,003 until I tell you to stop.
Did you hear my instructions? Yes. So,
do you know what you're supposed to do?
Yes. Okay.
Don't hold on to your car. Put your
hands at your sides.
In the third test during the one leg
stand test, Justine started stumbling
and tried to lean on the car for
support. Sergeant Gajioski quickly ended
the test to ensure her safety.
I am going to place you under arrest for
driving while intoxicated. Please turn
around. Put your hands behind your
back. Don't pull away from me. Put your
hands behind your back. Thank you. Don't
Don't do that. Okay. Based on her
slurred speech, the smell of alcohol on
her, and her inability to complete the
field sobriety test, Sergeant Gajiski
arrested Justine for driving under the
influence. NJSA 39450, driving while

can't even figure out who this woman is.
Like,
she's like completely completely out
there, dude. That's bad. Like, how long
was she driving on that?
Yeah.
Like, at this point, a patrol officer
arrived to assist. Sergeant Gajiski was
finally able to obtain her driver's
license, registration, and insurance
after placing Justine in the patrol car.
Her car was impounded for 12 hours under
John's law. Sergeant Gajeski then took
Justine to the Union Beach Police
Department for
processing. I can't figure out if that's
new. It's new. Yeah, I think she hit the
barrier. Yeah, she might have. Yeah, I
think it's I asked her if that was new
and she was like eventually I think she
muttered a no.
But earlier two officers discussed her
car being damaged thinking it had hit a
hip
barrier. In this situation if evidence
shows that Justine's behavior was
unlawful she could face several related
charges.

At the police station, Justine was read
the standard statement for motor vehicle
operators and agreed to provide a breath
sample. After several attempts, her
alcotus results showed a blood alcohol
concentration back of
0.332% more than four times the legal
limit. After Justine was processed, she
was released to a responsible party
pending her court appearance after this
person signed a liability warning form
on her behalf. Sergeant Gajiski issued
the following summones to her. Driving
while intoxicated, reckless driving,
careless driving, and leaving the scene
of an accident. This incident is also a
reminder to all of us to always comply
with safe driving regulations, and never
drive after drinking. This not only
endangers yourself and others, but also
exposes the driver to serious legal
consequences. Always be responsible and
ensure safety for yourself and those
around you.

How are you, Deputy Sto? I'm grieving is
how I'm doing. I'm trying to get to a
funeral. Okay, ma'am. I'm sorry about
that. But now I'm sitting in my
different flight 36 earlier. A different
flight. I didn't call the flight.
In May 2024, officers were called to a
Spirit Airlines gate to handle a young
woman who refused to leave the plane
after taking someone else's seat. She
informed the flight attendants that she
didn't want to sit in the seat she had
paid for. To complicate matters, she
edited a photo to create a fake seat
assignment document to deceive the
officers. Her act of falsifying a
boarding pass could be charged under 18
USC 1028 fraud and related activity in
connection with identification
documents, authentication features and
information. This statute deals with
fraud and related activities involving
identification documents, authentication
features and information. Falsifying a
boarding pass can be considered document
fraud and violators can be imprisoned
for up to 15 years if the offense is
related to aviation security.
Ask her to come out. Will she come out?
Does she have luggage? Uh she does have
a personal item on a car. Yeah. She
insist insisting that you don't have to
offload everyone. The flight staff
reported that the woman requested the
police to be called and insisted that
everyone leave the plane because she had
no intention of going anywhere. She
claimed that the pilots were required to
fly because she demanded it.
Okay. And you don't want her flying at
all. Not even if she moves a seat.
Going to have to What's her
name? I have her come up here.
supposed to sit in this. Well, now the
captain says no. It doesn't matter. So,
can you ask her to come up here, please?
She said you have a drag cuz you're not
going nowhere. That's what she said.
Unless you get back.
After discussing with the captain, he
decided to ask the woman to leave the
plane regardless of whether she returned
to her assigned seat or not. The captain
has the authority to ask any passenger
to leave the plane for safety or
security reasons. This includes
disruptive behavior, failure to follow
crew instructions, or actions that
threaten flight safety. If a passenger
refuses to comply with the request to
leave the plane, they can be arrested,
detained, and prosecuted for obstructing
the duties of the crew or security
personnel. However, passengers also have
the right to request an explanation and
file a complaint if they feel their
rights have been
violated. Thus, the police approach the
suspect.
How are you, Deputy S? I'm grieving is
actually how I'm feeling. I'm trying to
get to a funeral. Okay, ma'am. I'm sorry
about that. But now I'm sitting in my
Asano.
You think I would make this up? You
think I would hold everybody? It's right
here. It's also right here. That's a
screenshot.
It's the app. View my boarding pass. Why
would I make that up? It's unspirited
spirit. You see? It says 13. That's
where I am. Give me a minute. Let me Let
me see your phone. Listen. I'm trying to
help you. Has everyone else seen this?
Have I Man, I came here respectfully. I
understand that. I'm just trying to get
in Chicago. I have a funeral. I don't
work for spirit. I know that.
I've lost my sen. Okay, relax. Relax.
When the police arrived and explained
the situation, the woman was completely
uncooperative. She even handed the
officers her phone with the edited
boarding pass. However, when the police
asked to keep the phone for
verification, she refused and started
causing a disturbance on the
plane. This action could be charged
under section
877.03, breach of the peace disorderly
conduct. Any act causing loud,
disruptive behavior or indecent actions
in public, leading to disturbance,
harassment, or disruption of public
order can be considered disorderly
conduct. This includes fighting,
shouting, using obscene language, or any
action causing public disorder. The
offender can be charged with a
misdemeanor of the second degree with
penalties including a fine of up to
$500, imprisonment of up to 60 days or
both.
Take it down just a little. I'm trying
to help. Then talk to them. Let me go
talk to them, but I need to see the
phone. I'm on body camera. I'm not going
to take your phone. I don't think that
you're going to take my phone. I would
just like to have my body camera. You
see what I'm saying? Let me see what I
can do. I'm not from Florida. Let me see
what I can do. You're correct. Then then
everything should be fine. How would I
make this up? You're saying that you're
on 30. You're supposed to be 37E. So I
don't know what the mixup is. Let me
see. That's not That's the app, right?
Okay. Give me one minute.
Clearly, the officer was very patient in
explaining to her. Eventually, the
suspect agreed to hand over her phone
for the officer to verify the
information. The police's actions in
this case clearly demonstrated patience
and professionalism. Clear and detailed
explanations not only helped the suspect
understand the situation, but also
minimized potential tension and
conflict. This action not only
contributed to maintaining order but
also ensured that the inspection process
was smooth and legal. The police not
only performed their duty but also built
trust and cooperation from the suspect
emphasizing their role not just as law
enforcers but also as protectors and
supporters of the community. Let me talk
to the captain.
I know it's on her app though refresh.
She will see her a screenshot. She
opened it up for me. So, let show me
how. Yeah, I can show you.
I understand. She didn't Okay, so
there's there's an issue with her. So,
the thing is with the ticket, her
spirit, something happened. That's from
when she when she originally purchased
the ticket, it said 13E. So, I
understand her not wanting to leave. But
there something's got to give with her
in spirit. Like I like I'm I don't want
to kick somebody off who doesn't deserve
to be kicked off. That's that's my
that's my concern. Here's my concern. If
she's not fly, that's a no. No, I
understand flight instructions on the
airplane. She's not flying the air. The
officers found that the photo was
edited, not a real ticket. The captain
then stated that the woman was not
complying with the airlines regulations
and they wanted her off the plane. The
officers then politely asked her to
leave to avoid disturbing all the other
passengers on the flight.
I don't I don't know, but I'm going to
tell you right now. Why don't you ask in
ask I'm speaking to you. My name is know
my name. I don't know your name because
I don't have Hold on. Let's Let's have a
conversation like two human being. So,
I'm going Listen, I don't want to have a
conversation. That's fine. Let me tell
you what's going to happen. What is
there a pass? If you refuse to come off
the plane, I'm going to give you your
last warning. You're going to go to jail
today. I'm going to deplane everyone off
the plane. I'm going to drag you off the
plane. That's fine. I'll give you my
last warning.
The officer repeated the request to
leave the plane several times to the
suspect, but she still refused to leave,
leading to the police evacuating the
passengers to proceed with the suspect's
arrest.
I tried I did. I tried. No, I heard you.
I heard I tried.
We we came here with the police.
They were here earlier. Oh, different
flight. No, different flight. 36
earlier. Different flight. I didn't call
flight. When a passenger causes a
disturbance on a plane in the US, the
police may evacuate all passengers to
ensure safety and handle the situation
effectively. Evacuation ensures the
safety of other passengers and avoids
escalating the situation. Additional
security measures may be implemented to
control and prevent any violent actions.
Once the plane is evacuated, the police
will arrest the disruptive person in a
safer environment. This process ensures
flights can continue safely and
efficiently. Honestly, there were some
people wanting to give up their seats
for her. Oh, really? Yeah. They were
exiting out. Hey, I'll give up my seat
for her. I don't even think that would
have helped. You know, Noah, she wasn't
she's not moving out. She she's just
she's adamant because of the fact it
says and and I and I told her I said
this happened to me before I showed up
for my flight because and it says right
there, you know, subjects change.
The pilots confirmed that this was not
the first time she caused a disturbance
and despite several passengers
volunteering to give up their seats, the
woman insisted on sitting in the seat
she chose.
Once the handcuffs go on, I'm done.
Either get off the plane or go to jail.
I I'm not doing anything. What am I
