is this is a legal traffic stop do you
have your ID no it's in my purse here
you have your purse right there no this
is and you even admitted to me that you
went 50 I understand that man I
understand
that I'll take care
of okay at the end of the day see my
light s behind you obviously they're
going off pull over you going to have a
conversation and be on this is Sandra
dorly the district attorney of Monroe
County the incident occurred on April
22nd 2024 when police conducted a
traffic stop for a speeding violation
the officer attempted to stop a woman
who instead drove home and parked in her
garage disregarding the police order to
pull over the body cam recorded the
officer chasing the woman back to her
home 55 and a
35
okay can you come can you please come
over here you're on a this is on a
traffic stop
ma'am yes it is you can call Dennis
right now okay I'm telling you why I
stopped you you didn't stop at all did
you not hear my lights or Sirens or
anything no I didn't actually I was on
the phone okay well you're not supposed
to be on the phone while you're driving
either yes I am with the handsfree
absolutely
okay the woman introduced herself as the
district attorney and mentioned she was
on her way home from work the officer
explained that he stopped her because
she was driving at 55 m in a 35 M Zone
the woman then admitted she was using
her phone while driving and did not
notice the police lights and
Sirens officer Chris Foy CHR can you
stay over here ma'am you're this is a
traffic this is this is a legal traffic
stop do you have your ID no it's in my
purse here you have your purse right
there no this is my lunch would you talk
to your talk to Dennis this is
ridiculous hello
sir good ma'am can you please stay at
the back this is a ma'am this is legal
traffic stop can you please stay over
here hey baby out of here sir I stopped
her for going 55 and a 35 on Philips Rog
pH and she failed to stop she drove all
the way back home and parked in her
garage and now she's not she's not
complying with any of my commands ma' do
not go inside oh my
God the woman refused officer foy's
requests and even called someone named
Dennis to intervene officer Foy then
explained the situation to
Dennis come outside you can't just go
inside this is a traffic stop here's
your phone back I understand the law
better than you 953 can you have a
supervisor come to the scene no get out
of
my I don't know why I don't know why
you're acting like this towards me
because can you please go to the back of
the vehicle I'm not going to I'm home I
was going I was okay 5 I don't care if
you got home you were supposed to stop
at Philips Road when I pulled you over
when my lights were initiated I didn't
know you were stopping me there was lots
of other people on the road I was right
behind you yeah there were other people
on the road too okay I was directly
behind you I'm not dealing with you
right now can you please step over here
I'm not going to
what is the reason you're you're so
against what I'm doing I'm doing my job
you say you're a DA I am the da okay
okay let me get you my badge I am the da
Inu I just don't understand the
hostility towards me I'm doing my
job how am I being an [ __ ] I am the
DDA County I understand that but that
doesn't give you a right to go 55 and a
35
and you even admitted to me that you
went 50 I understand that ma'am
I the police officer asked her to stay
in the area where she was stopped but
she refused and tried to go inside her
house the woman repeatedly asserted that
she was the da and claimed to know the
law better than the officer calling him
an [ __ ] she then showed her da badge
to the officer despite her continued
agitation officer Foy and his supervisor
remained firm explaining that no one is
above the law and everyone must face
consequences for traffic violations
regardless of their position or
job da stands for district attorney the
district attorney is responsible for
prosecuting criminal cases within their
jurisdiction they represent the
government in investigating and
presenting criminal cases in court the
district attorney plays a crucial role
in the criminal justice system ensuring
that the law is enforced fairly and
effectively however this case Sandra has
violated the law and refuses to
acknowledge her
wrongdoing but if you give me a traffic
ticket that's fine I'm the one who
prosecutes it okay just go ahead and do
it the woman was so defiant that she
stated it didn't matter if he wrote her
a ticket because she was the one who
prosecuted cases this incident
highlights that Sandra dorly despite
being a district attorney did not comply
with the law and used her authority to
intimidate I'm just doing my job if you
pulled if you pulled over when you saw
my lights which obviously you did I
thought you were going somewhere else
because I thought no one would ever pull
a black SUV if you ran my plat I didn't
run your plate I just called your plate
out and then I'm following you because
you're not stopping so I had to take the
air from
dispatch just come outside over here no
I'm not going outside
okay I'm waiting for you just move
well I'm having a supervisor come cuz
that's what my chief told me the
conversation became more tense as the
woman showed disrespect towards the
officer she continuously refused officer
foy's requests realizing the situation
was getting out of control officer Foy
called for a supervisor to assist like I
get it I we all have bad days at work
I'm going to go in the house seriously
no this is a traffic stop and you out of
everyone should know that if there's a
legal traffic stop which I have I have
the right to detain you until this is
done just
me well then just hang out at the back
of the car because I'm the
that's know what I'll
do okay just come out here for me and
just stand walking out there I'm not
not despite the woman's lack of
cooperation officer Foy Main ained a
professional demeanor advising the woman
and carrying out his duties Sandra dorly
continued to display a defiant attitude
emphasizing that she handles violations
and does not care about receiving a
ticket she was going 55 and 35 on Philip
she didn't stop at all she decided to
drive home called the chief and this is
where we're at she's a meta multiple
times to
me but attempted to stop her on Philips
road going 55 and a 35 didn't see the
plate I was just keeping an eye on the
vehicle because she wasn't stopping
drove all the way here pulled into her
garage got out was just being aggressive
towards me for no reason I was being
respectful telling her this is legal
traffic stop come to the back of the
vehicle no and she called Chief then
that's why I requested a supervisor and
now she wanted to go inside told her no
you can't go inside and this is where
we're at so after supervisor Johnson
arrived officer Foy recounted the
incident to him the supervisor then went
inside to speak with the
woman all right man so I'm issuing you
speed in zone 55 and 35 fine I'll take
care of this I'll be prosecuting myself
okay at the end of the day you see my
lights and Sirens behind you and
obviously they're going off just pull
over you going to have a conversation
and be on our way I kept my on your
vehicle I'm not going to check my
computer to see what plate it is if a
vehicle is not stopping for me I want to
keep my eyes on that vehicle for my S so
I might hold at the end of the day I
apologize I I'm sorry that you had a bad
day and I'm sorry it went this way
but I do respect what you do have a good
day
man finally officer Foy decided to issue
a speeding ticket to the woman the
interaction ended with the woman
reluctantly accepting the ticket while
the officer explained that the stop and
check were for Traffic Safety and his
duty officer Foy completed his work and
left the scene to continue his other
task for the
shift dly admitted to speeding driving
at 55 them and a 30 5 Mone she was fined
$90 and had to pay an additional search
charge of
$93 although she apologized and admitted
her fault Sandra dorly still faces a
wave of Demands for her resignation
after the release of this body cam
video this incident underscores the
importance of obeying traffic laws and
the principle of equality before the law
regardless of one's position or social
status officer Foy performed his duties
Prof professionally and patiently

to be a teacher and repeatedly stated
that she was fleeing from a man who had
tried to sexually assault her she
continuously emphasized that she was
educated had no criminal record and
would not feel guilty for running away

then requested to call her husband and
express discomfort about being arrested
but I don't want to be touch with it man
okay you have to understand I don't want

in this scene the woman can be seen
trying to lean in to kiss the officer
but the officer quickly dodged and put
her in the car after completing the
arrest the officer went to gather
statements from several witnesses
around well there's a there's a big old
ledge up here probably on
there yeah how'd she even get up there I
don't
know empty building I don't know how she
got there cuz you got to go through

hear someone go sir can you help me
please and I'm looking around
like I'm this [ __ ] to jump and I'm
like do I don't know how you got there
it's like even in between floors so I
that window in between all the same
addresses
District I don't know this building's
divided we it might still be
24 because when you get up to a certain
point she might somehow there's a door
over that way I think through the other
side of this building
where I've never been up there except
one time and I never saw because
Witnesses also expressed surprise that
the woman could climb up there because
the building was vacant and not normally
accessible I'm sorry if you want to do
the PBT I'm sorry for not letting you
touch me I I'll just let you touch me
I'm so sorry sir what is a p breest i
don't know what a PBT is bre stay in
there is but I will let that man touch
me if you let me go sir I'm sorry for
I'm sorry for fighting for myself I will
never fight for myself again okay test
to see what your alcohol pbdt is Sir
this right
here when taken to the station the
police asked her to take a pbtt test but
she refused she appeared panicked and
said she only wanted to fight for
herself PBT preliminary breath test is a
method for measuring blood alcohol
concentration through a breath sample
pbts primarily used in situations
involving driving under the influence of
alcohol however the police can also use
PBT in other cases where it is necessary
to determine a person's blood alcohol
level such as an incidents involving
disorderly conduct in public places or
during specific investigations you were
there and I told you what man didn't
mean your last chance we're offering you
a PBC speaking to you CU I don't know I
understand here's the thing what's your
what is your name my name is Kaye BR Kay
here's the thing I'm offering you I
fought back to a man that tried to touch
my and I don't understand it I'm sorry
sorry I'm sorry that that occurred but
this this man here seems to I don't
understand I said please call my husband
who was
outside he would sorry I'm sorry just
let me adjust my WR here for a second
for a second let okay anyway I and he
said no
and that's fine but I don't know what
I'm supposed to do sir I don't know what
I am don't know what I should or
shouldn't do but I I try to think back
to like what my government teacher told
me in high school which has been many
years okay we offered it to her okay so
here's the thing you you act like you're
you act like because you look for the
[Music]
man trying to jump later in an agitated
State she recounted the story to the
police again and emphasizing that she
had never had a criminal record before
the officer very patiently waited for
her to calm down before making the
request
again ask one more time if she wants to
do the PB hey Kaye do you want to do a
PBT do you want do you want to do one do
you want to do a PR preliminary breath
test it would just show it's just a
breath test that you you would blow into
a
machine for the public well you're
already being arrested for that it's
just it's your right to if you I let
them vagina then I wouldn't go to jail
no so do do you want to do the do you
want to do the prelamin do you want to
do you want a PBT it's your right you
want a PBT yes or no I don't a PBT a
breath test PBT it's a breath test do
you want to do a breath test PB measures
the alcohol in your system preliminary
breath test but I have up to 4 hours
from the time I'm arrest that's that's
an
O
So however despite the police poli's
explanations and advice she still
refused to take the PBT
test this is relax her no I no you're
saying
I is he under arrest right now I'm just
saying let's relax is he under arrest
right now sir is he under arrest no see
that just me cuz I said no you have
anything on you that's going to get you
in trouble Jo like weapons or anything
like that
we like a knife or anything like
that
[Music]
right in the end the police decided to
arrest her for public intoxication and
obstructing an officer she was taken to
P County jail for processing many people
might think she will face additional
charges for making false accusations
when she claims someone tried to commit
sexual assault against her what do you
think about this case please share your
thoughts with us but remember all are
innocent until proven guilty in a court
of law thank you for watching the video
see you in the next
video stay in the car sorry my window
doesn't hold off the ground you know how
fast you were just going ma'am I'm so
sorry I'm late so you could go over 80
mph on 92 no ma'am you have your
driver's license and your insurance card
the ground's wet it's been raining
you're going over 80 mph on this type of
a road the incident occurred on April
7th 2018 when officer Courtney Brown and
officer Christy Wilson of the Roswell
Police Department pulled over Sarah web
for speeding officer Brown then
approached the vehicle for further
investigation Georgia Code title 40
chapter 6 uniform rules of the road
40618
maximum limits this law states that no
person shall drive a vehicle at a speed
exceeding the maximum limit set by law
unless otherwise directed by the
appropriate Authority
40689 super speeder law super speeder
any driver found driving over 75 M on a
two-lane road or over 85 M on any Road

doesn't hold off the ground you know how
fast you were just going ma'am I'm so
sorry I'm late so you could go over 80

turn off the car and pass me the pce
please the ground's wet it's been
raining you're going over 80 M an hour
on this type of a road that's reckless
driving
ma'am the video shows Roswell Police
Officer Courtney Brown stopping the car
and asking Sarah Webb if she knew she
was speeding Webb apologized and
explained that she was late for work if
you are late for work never speed
because safety should always be the top
priority instead call your workplace to
inform them of your situation your
safety and the safety of those around
you are more important than being on
time Brown then return to her vehicle to
consult with fellow officers about
whether to arrest Sarah web or simply
give her a ticket
hey she was going like almost 90 down 92
flew past me I had to get up to 90 to
catch
her can you see if um I'm going to have
to restart this and see what the deal is
I'm
on5 restart my
computer SB
I'm going take I'm going to take her
probably for reckless okay she floop
that she's running late for work I had
to get up to 90 to catch her oh but you
can use the fact that you were going
whatever speed and she it's on camera so
you're going to have a back speed you're
going to have the fact that you went 90
in her conversation with her colleague
officer Wilson officer Brown admitted
that she did not have any device to
measure speed in Georgia an individual
can be convicted of speeding or reckless
driving based on a police officer's
visual estimation of their speed this
indicates that a police officer's
testimony regarding visual estimation of
speed is considered sufficient legal
evidence for a conviction of speeding
and possibly reckless driving in Georgia
in the 1992 case of brown V State the
Georgia court of appeals determined that
a police officer officers testimony
estimating the defendant's speed was
sufficient legal grounds to support a
speeding conviction specifically the
court stated that the opinion testimony
of a witness can be used to determine
speed and the reliability of this
testimony is for the jury to decide this
means that if a police officer based on
their experience and expertise estimates
that a vehicle is speeding their
testimony can be considered sufficient
evidence for conviction additionally
evidence such as footage from cameras
showing relative speed and road
conditions or the fact that the officer
had to significantly accelerate to catch
up with the driver can support the
officer's testimony however the
credibility of this testimony will
ultimately be decided by the jury you're
going to have two fast for conditions
yeah I mean that's unacceptable our to
said you know the roads are white you're
running late for work and you're going
above 80 to get to work I said call do
not do that and put people's lives in
so my cat just froze on me so I'm
restarting it right now what do you
think officer Brown can be seen asking
how they should handle the situation and
then they decided to use an online app
to decide with heads meaning arrest and
Tails meaning web would be released the
officers then decided to arrest
her who's that a head R
tail ta right yeah Michael Jordan
so got too too fast for let me write
this down re is it Reckless yeah you can
do reckless and then
speeding I mean either way the speed
limit here is what 45 yeah she was going
way I mean cuz I haven't done one like
speeding like that so that's why I'm a
little bit
unsure can you help me do these dang
tickets my cad won't even log me in in
reality officer Brown had the legal
authority to arrest web section
174 20 allows police officers to make an
arrested directly witness a crime have
probable cause to believe the person
being arrested has committed a crime or
have an arrest warrant issued by a court
all right ma' do me a favor step out the
vehicle for
meone
the you're driving in enely too fast for
conditions you put a lot of people's
lives in
Jeopardy they don't tighten on
you however using a coin flip to make
the decision is unlawful the decision to
arrest must be based on legal grounds
and solid evidence following the
procedures and regulations po sck or
stab me and any drugs paraphernalia
anything like that you have a Ron turn
to the side for me here move h I'm just
going to take this out
okay all
right my control
vehicle have a seat for
me we're going to buckle you in
okay the female officer then conducted a
body search before placing her in the
patrol car to ensure that the arreste
did not carry any dangerous items aiming
to ensure the safety of both the police
and the arrese AL one can you please set
me 85
get
keys it is important to understand that
police have the right to search a
suspect's car without a warn in certain
circumstances such as with the owner's
consent when there's probable cause to
believe the car contains evidence of a
crime or to ensure safety in this case
officer Brown complied with the
Roseville Police Department's policy on
inventorying and documenting the
contents of each impounded vehicle
therefore the court May conclude that
this car search was Val who do you need
to who do you need to call ma'am who do
you need to call
ma'am Vince
web was then allowed to use her phone to
contact her family while officer Brown
needed to complete the necessary report
web was then taken to the police station
for further
investigation after the incident Roswell
Police Chief Rusty Grant issued a say
statement saying he was appalled that
any law enforcement officer would
trivialize the decision making process
for something as important as an arrest
he also issued an official statement and
placed the two involved officers on
administrative leave on July 26th 2018
officers Brown and Wilson were fired
after an internal investigation was
completed officers Brown and Wilson were
deemed unfit due to their poor decision
to arrest Ms webin Leb simply issuing a
speeding ticket violating Department
policy standards platin demonstrating
questionable moral judgment officers
Brown and Wilson were deemed unfit due
to their poor decision to arrest thems
Webb instead of Simply issuing issuing a
speeding ticket violating depry and
police standards demonstrating
questionable moral judgment the job of a
police officer requires reasonable and
ethical decisions within the scope of
their Authority the behavior of officers
Brown and Wilson disregarded the social
and financial impact of the arrest
undermining the police Department's
relationship with the community for
Sarah Webb all charges against her were
dropped although she appeared confused
in the police camera footage her ability
to remain calm and comply and Cent lik a
significant role in this outcome in this
case the actions of the two police
officers not only violated principles of
fairness and objectivity in law
enforcement but also infringed upon the
rights and respect owed to the arrested
individual to ensure fairness and
adherence to the the law the decision to
arrest must be based on accurate
evidence and estimates not on arbitrary
and irrational methods therefore the
actions of the two police officers in
this instance are unacceptable and need
to be reviewed to ensure fairness and
legality in law enforcement what do you
