On June 2nd, 2024, at approximately 11:45 p.m., officers with the Lake Forest Police Department received a call of a vehicle being driven erratically on Route 41 northbound. Officer Yakuzz located a gray 2015 Infiniti matching the caller's description in the area of Route 41 and Route 60. He began following the vehicle and a check of the registration indicated that it was suspended due to Nong insurance. The driver was swerving and officer Yaquez activated his emergency lights to initiate a traffic stop. The driver kept driving for approximately 49 seconds before finally stopping in front of, by the way, motel in the neighboring town of Lake Bluff. >> Hi, Officer Lake Forest Police Department. >> Do you know the reason I stopped you today, ma'am? >> No. >> Okay. Um, so you're kind of all over the roadway. You're You can't maintain your lane. Is there something going on medically? You need an ambulance or anything? >> No, I'm just tired. That's all. >> Tired. Okay. Where are you coming from? >> Chicago. >> Chicago. Okay. Do you have your driver's license and insurance with you? What were you doing in Chicago? >> What's that? >> Okay. >> And uh where are you heading to now? >> Is that is that where you live? >> Okay. So, you said you uh you're tired. Were you working or what's going on? >> No, I just been up there all day. >> I've been up. Okay. Do you have insurance for the car? >> Okay. Such a you say you're coming from Chicago. Is that your daughter in the back? So again, I'm just trying to understand, you know, like I said, I was following you for a little bit and you were a little bit all over the roadway. Can't maintain the lane. You went into uh the right shoulder a couple times and just swipe to the side just to make sure everything's okay. Okay. All right, give me a second. I mean, the light is so I can see and and so they can so they can see us. Um, so usually it's going to be on here. That way we can see inside and then so all the cars can see you as well. Um, like that it's fine. Um, again, I'm just trying to understand kind of what's going on. Um, that's why usually when I see that, I want to make sure that whoever's driving is okay. Especially if you have your daughter with you and hate for something to happen to you. >> If it's cold or the light is like really It's okay. >> Temple. Thank you. Um, how much have you had to drink today, man? >> Nothing. >> Nothing to drink. >> Okay. Any drugs or alcohol? Any like drugs? Marijuana, anything like that? >> Okay. cuz I'm just trying to again uh trying to understand what's going on especially with that type of driving. Um two also your license plates are suspended for uh insurance. I just want to let you know that uh I think it's fee. >> So, probably what's left to do is you have to do pay a reinstatement fee. Yeah. So, you just paid that to the DMV. Okay. All right. So, I just wanted to let you know um it's coming up quite a bit with a lot of different cars and stuff like that. Um Okay. Um so, you said you had nothing to drink tonight, right? Okay. No, you don't you don't smoke or are you under any prescription medication or anything like that? No, I mean this morning I'm tired of it. >> Okay. All right. So, you got you got to understand kind of from our point of view when we see someone driving like that. It's like like I said, I would hate for anything to happen to you or your daughter on your way home, especially Zion's still kind of a ways from here. Um things like that. Do you take any prescription medication or anything like that? You're not under any doctor care or anything? When's the last time you actually slept? I mean, I know you said you've been out all day and stuff like that, but >> I've been working for >> What do you do? >> I'm a Yeah. Yeah. Yeah. Yeah. >> I drive a forklift. >> Okay. >> So, you're forklift certified? That's uh that's pretty cool. I don't think I know if I can drive forklift like that. >> I probably knock over all the stuff. Um so, all right, Miss Winter. So, this is what I'd like to do. Officer Yakuzz made contact with the driver of the Infiniti, who was identified as 28-year-old Raven. Her 7-year-old daughter was asleep in the backseat of the car. Raven told the officer that she was coming from Chicago and headed back home to Zion. As he was speaking with Raven, Officer Yaquez detected the odor of alcohol and observed other indicators of impairment. Raven denied consuming alcohol, but officer Yoqu asked her to exit the vehicle and perform field sobriety exercises. >> Um, I mean, I know you said you haven't had anything to drink. You know, you haven't had anything like that. Um, I'd like to just put you through some exercise. Make sure to show me that you are okay to drive. I know you're tired. If everything, you know, shows that, you know, you have no signs of impairment or anything like that, um, >> I'm okay with you. I would say maybe pull over for a little bit and then just take a quick nap. I can't push you to do that. >> But I know, but you got to understand I followed you from Route 60 all the way here. And it even took you a while to notice that I was pulling you over. So you got, you know, there was the type of car I had. >> Yeah. It's not the type of the car. I just I saw I got behind you. Um, someone else called in your driving. >> Pulled up all the time. That's the type of car I have. >> I don't I don't you know, the way we do our job is not because of the car. So the way I I came about to know about you was that someone called in your driving saying you almost hit them. So I see your car and then I'm following you and you are going you know you can't maintain the lane. You go out into the shoulder quite a bit um and and back and forth and even so then when I activate my lights takes you a while to you know notice that I don't again you said you might have seen me or not and I had to use my sirens. It took you a while to stop um for that. So with all that, I have to make sure that one, you're okay to drive. And two, now with your, you know, knowing that your your daughter's in the back, that's putting not only yourself and you're putting her at risk. You know, that 17 minutes away, something can happen within the next even like, you know, quarter mile. Okay. >> So, um, what I like you to do is just step out. Let's go back here and talk a little bit. Okay. You want to shut off the car? So, we're just going to step back there where our partner's at step over here that way. Um, yeah. Do you have a sweater or anything that you in there that you want want to grab? No. Okay. >> So, you want to just stand here in front of me? Um, and face me, please. Face me. Just right. Right there in front. Yeah. Face me. Okay. So, again, you said you had nothing to drink tonight, right? No. >> Okay. Um, were you at a party or something or >> No. >> No. Okay. >> So, like I said, I just want to, you know, go through some exercises, make sure that you're, you know, what you're saying, you know, is true and that you're you're okay to drive. Okay. >> Um, is that something you're willing to do? >> Okay. Hurry up cuz I got to go home. I got to be at 6:00 in the morning. >> Okay. I understand. I understand. But, you know, I got to make sure that you're okay to drive, especially with, you know, not only for your safety, but your causes. Okay. So, first thing I'm going to do is just check your eyes. Okay. >> So, just look straight at me. So, we're going to continue with checking your eyes. Um, give me a second. I'll try to make this as quick as possible. Okay. >> The first field sobriety exercise was the horizontal gaze nestagmus HGN test. During the HGN test, officer Yaquiz observed the lack of smooth pursuit and distinct and sustained nestagmas at maximum deviation. The second exercise was the walk and turn test. During the walk and turn test, Raven did not touch heel to toe on each step, took an incorrect number of steps, and failed to count aloud. The third exercise was the one leg stand test. During the one leg stand test, Raven failed to raise her foot in the proper fashion and put her foot down before the test was complete. All right. So, for this first exercise, um, do you have any problems with your eyes or there's like anything wrong with your eyes? >> I wear glasses, but I don't have one on right now. >> Okay. You You don't have You have any contacts on? >> No. >> No. Okay. All right. And how would you say your health is generally? Like your general health? How is that? >> Probably about nine or eight. >> Okay. All right. Um, All right. All right. So, what I need you to do is you're going to put your feet together with your hands at your side. Put your hands at your side. Did you want to put down the purse there real quick? And then that way I I'll try to get your side. All right. So, hands check. Perfect. Just feet together. Um, so what I want you I want you to keep your head still and follow the movement of my stimulus with your eyes and your eyes only. Okay. So, this would be this my stimulus. It's going to be the tip of my pen. You see that? Okay. Can you touch that with the with your finger? Perfect. Thank you. So keep uh keep following my the stimulus or tip of my pen with your eyes until I tell you to stop. Do you understand? >> Okay. >> Okay. >> You said you don't have a sweater or anything like that. >> So just with your eyes on. Okay. You still see the tip of the pen? Mhm. If you don't come on, why you trying to live with the PE? It's cold. There's a certain way that I have to do this. I got to ask. You can blink. >> That's close. >> Just keep following us. Just your eyes only. Okay. >> Okay. Now I'm going to go up. Okay. >> You don't cop. >> Just with your eyes only. Okay. One more time. Okay, that's it for the eyes. Okay, so the next one, um, it's going to be it's a just a walking exercise. Um, you've been wearing those shoes all day. >> Yeah. >> Okay. Are you comfortable in them? >> I'm tired. >> Okay. I know you're tired, but are you comfortable in those shoes? >> Okay. All right. Come on. >> Um, do you have any physical problems or disabilities? Any issues with your back or your legs? Okay. So, what I need you to do is just stand here in the middle of your car. Face me, please. All right. Perfect. All right. So, what I need you to do, you're going to imagine there's a straight line here from where you are to the center of my squad car. So, around by the license plate. Um, and then you agree that Hold on. Hold on. I got to give you more instructions. >> It's cold. >> I know. I know. I'm going to try to do this as fast as I can. Um, do you agree there's no like large debris or anything like that that's going to make you trip in here? >> No. >> Okay. It's pretty flat, right? Yes. >> Okay. >> All right. So, what I need you to do in that imaginary line, you're going to place your left foot on the line. So place that left foot and then your right foot right in front of it touching heel he heel to toe. Perfect. Don't start yet. I got to give you more instructions. So get back. So your left foot on the line, right foot right in front of it touching heel to toe. Hands at your side and keep that position >> until I give you further instructions. Okay? So left foot on the line. Don't start yet. Don't start yet. M I got to give you more instructions. So put the left foot on the line like that and just stand like that until I give you more instructions. Okay? Yo, you are perfect. >> So, what um Yeah. So, that's left foot, right foot like that, and just stay like that. So, make sure you're touching here till uh so you're going to maintain that position until I completed the instructions. Do not start to walk until I tell you to. Do you understand? >> Okay. >> Okay. >> So, when I say begin, take nine heel totoe steps on the line. Turn around. Take nine heel totoe steps back and make and make your turn by keeping your front foot on the line and turn by taking several steps around the other foot. And I'm going to show you what that looks like. So I'm going to take three. You're going to take nine left this be one two three. Several small steps around. One, two, three. Again, you're going to take nine. I took three just to demonstrate. So So get back into position, Miss Wy. So, left foot on the line, right foot in front, touching heel to toe, hands at your side. >> It's cold. >> I understand you're cold, but you got to be in that. As you're walking, keep your arms at your side at all times. Wait, don't start yet. Keep your arms at your side at all times. Watch your feet and count your steps out loud. Once you start walking, do not stop until you've completed the test. Do you understand? Do you need me to repeat anything? No. >> Okay, you may begin. Don't blast. >> What's that? >> Don't blast. >> Okay. Just keep do doing the uh the exercise like I instructed. All right. Are you done? >> Yeah. >> All right. So, last test. If you want to stand right here in front of me, face me. So, you're going to place your feet together, arms at your side. Okay? Do not do anything else until I tell you to do so. Do you understand? Okay. When I tell you to, you're going to race either foot right or left approximately about 6 in off the ground. And I want you to keep your raised foot parallel to the ground. Keep your legs straight. Count out loud in the following manner. 1. Wait until I'll tell you when to begin. 100,00 1,002 1003 >> Wait, wait, wait, wait, wait. >> That's how you're going to count. >> Okay, >> I'm just let I'm just telling you the instructions right now. I know. So, this is what And you're going to uh you won't until you're told to stop. That's when I'll tell you to stop. Okay? >> So, this is what it's going to look like. Either foot 1,00 1,002 100,00 until I tell you to stop. Okay? >> As you're counting, keep your arms at your side at all times >> and watch your race foot. Do you understand? >> No. Don't give me sick. I just came off work for release from a a a strip. I can't be out here. >> I understand. But again, based on your driving, we have to go through this. Okay. So, >> but I'm going have a strip in the morning. >> All right. You may begin. That's it. Keep going till I tell you to stop. Okay, you can stop. All right, Miss Wyinners. Um, I know I asked you this already. You said you had nothing to drink. As we're talking, I can smell the alcohol coming from your breath. So, how much have you had a drink tonight? >> I have nothing to drink. I've been around alcohol and weed because I decided for my family event but I have no alcohol. >> I know like when you know people smoke weed and stuff like that it gets on you. I don't smell that. What I smell is alcohol coming from your breath >> as we're talking out of my car but I ain't been drinking. >> Well, if it's in your car it doesn't go in your breath. So, how much have you had a drink tonight? >> No. >> Okay. So, you had nothing to drink tonight? >> No. >> Okay. So, would you uh be willing to provide a breath sample to prove that you haven't had anything? >> I have to go. I have to go. I got to be at 6:00 in the morning. >> I get that. But >> I will take the ticket. Come on. cuz I have >> It's not about a ticket. It's not just a ticket. Basically, >> so what we gonna do here because I did everything you asked me to do. I have to go to work at 6 o'clock in the morning. Okay. >> I have a seveny old in the back of my car. >> That's my >> Whatever y'all go do, do it. I don't even care at this point cuz I have to go to work. I'm tired. I'm cold as hell. I already have a stiff throat. >> I'm not going to do this. >> And I get that. So that's it's not about just writing the ticket. As we're talking, as we're doing this, I can smell the alcohol. >> That's fine. Trail behold. Tra. >> I'm not going to trail you home. >> Take me home then. >> I'm not going to take you home. So, what we doing? I'm tired. I'm tired. >> Do you want to provide a breast sample of >> No, I'm not doing all that. I did everything y'all asked me to do already. >> Okay. So, if you can face the car. >> Following the field sobriety exercises, Officer View offered Raven an opportunity to take a preliminary breath test, PBT, but she declined. Based on her erratic driving, the odor of alcohol, and her inability to adequately perform the field sobriety exercises, officer Yuzz placed Raven under arrest for driving under the influence. A search of her vehicle incident to arrest indicated the presence of a pink plastic cup with a liquid that was later confirmed to be an alcoholic beverage. Both Raven and her 7-year-old were placed in the patrol car together. >> For what? >> Face the car and I'll let you know right now. Put your hands behind your back. >> No, no, no, no. >> What's about now? >> So, what are we doing now? >> Be undone. Arrested for driving under the infrastructure. [Music] >> I can fit two fingers there. And then I can fit two fingers there. Okay. So, I'm going to lock them so they don't tighten up on you. >> Don't lock my two fingers. It's cool. >> So, who's about to drive? >> We have to figure that out. Who can who can pick her up? >> I don't have nobody right now. Everybody's in Chicago. >> Can they come and pick her up? >> No, they're not going to come >> cuz you know DCFS will be the the other option, right? So, we're going to have to get a family member out here or a friend that you can call out here. So, Okay. Do my >> We We'll figure that out in a second. Okay. >> What's her name? What's your daughter's name? Okay. >> So, we're going to walk over here by the car. >> No. Can you be right here? I figure. Okay. >> I don't want to leave my door alone. >> No, we're not going anywhere until we figure out that part as far as who's going to take your daughter. So, uh, is there anybody we can call and have >> her? Uhhuh. >> Okay. You see your phone's in the car? Yes. >> What does she need out of that car? >> My wallet. My daughter. My daughter, >> right? We're not going to leave your daughter in the car. >> You said your wallet that's in the on the uh top of the trunk, right? And the phone's inside the car. So, I'll get that out of your car. Okay. Okay. And then start thinking who we can call We can get a number out of it. Okay. >> Okay. Besides the phone, is there anything else that you need out of there? Any house keys or anything like that that are attached to the keys? >> Okay. >> My wallet out of my trunk. >> They're in the trunk. >> Okay. So, we'll get that. >> Pick her up. >> What's your code? >> 142566. >> 142566. 256. >> 2536. >> Yes. >> Okay. So, we're going to go straight to your contacts. Okay. >> Mariah. >> Where? >> Mariah. >> Contacts. >> Mariah. >> M >> A R >> A >> I. This one. >> Yes. >> Okay. Who is she to you? Your friend. >> My best friend. Your >> best friend. Okay. >> Who she live in? Chicago. She buy your ass because she buy Mariah. >> Hold on. Go ahead. >> Hey, Maria. It's Officer Mir with Lake Forest Police Department. >> Hi. >> You want to stay in the car? >> Your friend is uh needing your help. At some point I do have to put you there just cuz it's it's not safe for you to be out here. No one's going to leave until we know that your daughter's with someone house, right? Until until uh until she's done and released from our custody. Um it should be it should be within a few hours. I I can't promise you exactly how many hours, but uh she's going to get released later tonight hopefully. and we're wondering if you can do her that favor and come pick her up uh pick up her daughter. So, we're going to go back to the police station and uh No, we're in Lake Forest. >> Okay. All right. Give me a second. >> Yeah. Where are you? See, I can't go cuz she got her babies. She can't leave my house with her babies. And I'm right here. This is what we're going to do. Uh, we're going to bring her back with us. She's going to I have I can fit two people. So, I'm going to put you on one side. She's going to be on the other side. It's divided. >> Yeah. With us. I don't want her to get scared and just be on herself. >> My car. >> So, the car's going to get towed. >> Why? >> Because of the the type of arrest. So anytime there's a a driving other hit the car. >> So nobody nobody can take the car anyway. It's going to be to be due to the the outcome of of this traffic stop. So we're So in order for your daughter to feel comfortable, I'm going to have her come with you so she see you. One of our officers will sit with her until whether somebody picks her up or until you get released and then you two can leave together. Okay. So I'm okay with doing that. My supervisor is okay with that. >> My phone back the Saturday. >> You're going to get your personal stuff today. Like once you're released, we'll give give you all that stuff back. >> This is insane. >> Okay, >> it's not that deep. Like y'all think I'm drunk because I'm I'm tired. >> I can smell the alcohol. >> Okay, >> I can smell it. There's There's that. Being around people that drink does not mean that it goes just like marijuana or smoking cigarettes like that that it just goes on you and you can smell it on you. I could smell it as we were talking. >> Okay. >> Okay. So, that's plus everything else that kind of comes with that. Okay. >> Can I Okay. I got one more person left. Can I follow my question? >> Sure. Will they be able to pick up your daughter? >> If what would be the difference is if they pick up my daughter or me >> because >> So then we'll call them at the station. Okay. We got to get the paperwork going. We don't want to keep you here all night either. Trying to figure out. We'll give you some phone calls once we get to the station. >> I don't run it up that hard. That's I >> Well, your phone's here with us. Your property's coming with us. Okay. And uh we're going to keep that stuff with us at the at lockup while we process you. Okay. >> And where's my car being told to? So, I'll give you that all that information once we're done. It's going to be we'll tow it to Ernie, which is here in uh in Vernon Hills. Um but I'll give you all the information, everything you need as far as where your car is going and all that. What's that? >> My daughter. >> Yeah, please. Can you get her now, please? >> So, let me put you in the um in the back of the car over here. >> I'll wait for my daughter right here. >> I don't want her to be. >> This is like this. Okay. Can you just tell her how to pick my daughter up, is cuz she's going to ask questions and he don't have an answer to the question and he >> Okay. >> He's just because of like she's saying she don't know what's going on. >> Yeah. Yeah. I get it. She's asleep. So, >> yeah. Thank you. >> You said the uh keys and wallet are in the trunk. >> He has the keys in his pocket. Okay. Oh, it's all there. Okay. >> Can I take a Can can you ask to take a picture of my license plates, please? >> Take a picture of your license plates. >> Yes. What? When I took my when I car? >> Okay. Which side you want? Yeah. >> No. No. No. I'm going to take her with me. >> Let me control my license plate. >> Your license plate? I don't know. >> Is there anything that's her that needs to come with like any of her stuff in there? All right. Before you step in, I just want you to verify there's nothing in there. Anything shows up, it will be yours. Okay. >> No, if it shows up, it's not. No, I do a a thorough car check before I start my shift. There's nothing there. And that's probably having you confirm that there's nothing there. >> Okay. I got the car. Uh, so the car is going to be towed probably within the next like 20 minutes. Um, my sergeant stays here with cameras on, but all the entire entire process is recorded. Um, we take note of any damages that are now. We send a sheet stating what the damages are now. It's all v video and audio recorded. Um, so just to make sure that if anything, you know, outside of what's already there, you see, then you can take it up with the uh tow company. Okay.
