Without the boys and girls in blue, the brave boys and girls in blue, who would keep free Americans from lodging in their vehicles and possessing the elements of lodging in their vehicles? Today we are in Key West, Florida, and we're going to watch some of those brave men and women in blue, take care of business, and get rid of these dastardly criminals who think they can sleep in their vehicles or sit in there and watch a movie. >> Officers in Key West, Florida, approach a man staying in a pickup truck for a simple lodging violation, unaware that the vehicle is hiding far more than they expected. >> Officer, West Police Department, the reason why we're out here, man, is there's no lodging in your vehicle, >> okay? >> In the city limits. Okay. >> All right. Do you have an ID with you? >> I don't. >> You don't? >> No. >> So, no driver's license? >> No, I got one. It's just I got my birth certificate. It's >> just your birth certificate. >> But what what do you need it for? >> It's a documentary warning. >> I know. The J E S S E or is that >> We know that you weren't committing a crime. We know you weren't harming anybody, threatening to harm anybody. We know you weren't stealing property or damaging property, but we're here to make sure that we make you insecure in your person. Sie, >> what is what is this for though? Like what do you need? I mean, our our body came recording as well. >> You have any weapons in the car? >> No. >> Okay. >> So, CFQ has the ordinance against lodging in a vehicle. >> Okay. So, we got to know everybody who's sleeping in their car that they're not allowed to watch the movie. >> Okay. Well, either way, this is also no overnight parking here. >> I'm not I'm not parking. >> You know, cops are bad enough, but what is it with all the foreign cops? We saw you uh sitting in your vehicle. They can barely tell you speak English. There's going to be another cop who's a foreigner as well. I mean, cops are bad enough. Put a badge and a uniform on anybody and the power just goes to their head. But to add insult to injury, you're going to arrest a guy with a foreign officer. [snorts] >> I'll move it. >> Okay. Your way parked at the moment, right? >> Yeah. Out of Minnesota. >> So, that's the reason why we're talking to you. >> Okay. >> Okay. >> Okay. >> Does that answer your question? >> Yeah. >> Okay. So, go ahead with your name and date of birth. >> For what, though? >> Cuz we got to document a warning that we let you >> document a warning. That way, we've we're out here with you. >> I I haven't done anything wrong. you're lodging in your vehicle. Basically, it's that or it's a civil citation, which is a monetary fine that you'd have to pay in the city of Key West. We're here to just educate and warn people on it right now. You mind if I I already told you? That's fine. I don't mind. I told you our body came. >> You're not just educating and warning. You're trying to get this guy's ID. You're making him insecure in his person. You're supposed to be protecting his right to be secure in his person, in his houses, in his papers and effects. You're doing the exact opposite. Okay. So, all I'm asking now, you said you didn't have your driver's license with you. >> No, I got a birth certificate. I have a birth certificate. That's fine. And all I'm asking right now, I don't need the fee or a physical ID. I'm just asking for your name and your birthday to run it. Verify that you have a valid driver's license. So, you can't drive it? >> No. But so, you can move your vehicle cuz there's no overnight parking here. >> I'll just move it tomorrow. So, but I haven't done nothing wrong to have to show you. >> There's going to be a documented warning in the system. Otherwise, you're going to be issued a civil citation for lodging in your vehicle. You just can't lodge in your vehicle in the city of Key West. >> Okay. >> All right. >> So, I'm not lodging. I'll just move it. I I haven't done it. Like, I'm just in there watching a movie. Like, what? What? It's What time is it? >> 12:30. >> It's 12:30. So, like I've only It's not even overnight. So, I don't understand how it's lodging. >> You have all the elements inside your car, a sleeping bag that you were laying back on. Okay. Inside your vehicle in the backseat of your truck. I was watching a movie. >> Okay. >> So, right now you're going to be issued a citation for lodging in your vehicle. We give you the opportunity again to provide your identification. >> It's in the glove box. >> I asked you for your name and your birthday. That's all I needed. >> I'll give you my birth certificate. >> That I mean that that'll that'll work. That's all we had to do to get through this. Okay. I asked for your name and your birthday. Said you don't need to see your birth certificate. All I need is your name and your birthday. What state your ID is out of. >> I'll just give you my birth certificate and you do as you want with it. Is that cool? If you have your birth certificate, it's in the the glove box. Do you have anything in there that I need to be aware about? >> No. >> No weapons. Okay. Okay. What state is your ID out of? Is it out of Minnesota? That's all that's all the information right there. Okay. >> Camping. He used to be able to go anywhere and just like camp and park or whatever. Now it's like I feel like everybody's strict about it. So why though? Like >> he goes somewhere in like a tourist place, you know? So >> I don't know what's happened to like the free world or like I don't know. I don't Nothing's free, but like So since I got a ticket tonight or whatever it is, am I good to stay here tonight? >> I mean, you gave me a ticket technically. So like I might as well just stay here. >> Well, it's not a ticket for park. >> What is it? That's illegal. >> I'm just going to take a nap in here after you guys are done cuz you already gave me a ticket. What? I mean, if you already given me a ticket for tonight, like I'm >> Remember the female said it's not a ticket for parking, but watch what the male cop says a little later. >> I'm just going to go and sleep in there cuz you gave me the ticket and I just won't do it again. You know what I mean? I mean, what are supposed people people supposed to feel or do like when you guys are hovering over me like this over over a civil citation? Like, isn't this a little dramatic? What's the big deal? If I'm not doing anything wrong or breaking the law, just be like, "Hey, you can't work there." Well, you know what I tell you? Okay. Well, I do I do understand. I'm not trying to be ignorant. I do understand. I can't stand up or what? There's no reason I have to sit. I'm not a dog. So, >> I need to talk to my lawyer. I need to talk to a lawyer. So, why do they why do they keep doing this to me? >> Right now, this is civil. It's not criminal. >> Well, regardless, they try to question me so I like look at it as a like as a traffic stop, right? if you you will get pulled over because your like tag light is not working. It's not like oh can I have a lawyer for that? >> Now she says it's not a ticket for parking but he says look at it kind of like a traffic stop. So this isn't just about lodging and you know correct me if I'm wrong but doesn't this seem like a colossal waste of time, energy, resources, and manpower? Couldn't they be doing I don't know something else in Key West like keeping businesses and homes safe? actually stopping crime, stopping rapists and murders and thieves. >> I know, but like you guys keep asking me questions around about cuz first you said it was civil lodging and now it's like what am I doing here? Now I gave just said you need identification. I >> So because to put your name on that citation, we didn't know your name and because you're probably from a different state. >> I did give my birth information. You're probably from a different state. Kind of like I'm from a different country, but I'm an American law enforcement. There's another foreigner. WHAT'S GOING ON? >> YEAH, BUT you are from the different state, not from Florida, right? So for because you're not from Florida, we need a bit more information to find your information, right? So >> So if I get mail in Florida, I'm technically a Florida resident. >> Um if you have a Florida ID or driver license, >> okay, your birth certificate showing your last name is P U G. >> Okay. Okay. our system. So, if you have a driver's license out of Minnesota, the last name S K. >> Why are you asking this information? >> I need to speak to a lawyer. Let me go. Like, am I under arrest? >> Right now, you're being issued a citation. Am I under arrest? You're being issued a civil citation. So, right now, you're not under arrest. No, you're not going to leave. >> Okay. >> Okay. Not until we conduct finish this investigation. >> I'm done. Like, I'm done speaking with y'all. Like, I I gave you all the information I g I'm not being rude. I'm not being ignorant. I gave you the information. I'm not I'm not speaking no more. Tell your lawyer. Just have a seat. Therefore, not on the seat. I don't want you to fall under the water. >> I don't want to talk to anybody anymore. I don't want to talk to any of those guys. I told you I want to talk to a lawyer. >> You asked for a supervisor. >> No, I don't want to talk to a lawyer. >> Okay. Well, you're not free to leave. >> I'm not. I'm just signing up. >> Okay. >> I don't want to ask any more questions. So, please don't ask them. >> The only thing I was going to tell you is I'm not answer. No, I'm not being a dick. I'm not >> He's not asking questions. He just want to let you know. >> Your driver's license out of Minnesota is suspended. So, if you're caught operating a motor vehicle from this point on, you're going to be arrested for driving with knowledge on a suspended license. Okay. This is a civil citation. Basically, it's not evidence of any guilt. All I need here is a signature from you. >> I'm not signing that. This is stating >> I'm not signing it. >> That you have a court date Monday, March 5th. You have all the elements of lodging inside of your vehicle. >> Elements of lodging, a blanket. I just watched the movie. >> Okay. So you have the elements. >> Sir, I'm going to give you a civil citation because you dare to possess elements of lodging. What really has this country come to? They're supposed to be serving and protecting, not harassing and collecting. So this is a monetary ding. So they're economically terrorizing this guy who obviously can't afford a home >> lodging in your vehicle. >> Okay. >> And you're telling me that you're refusing to sign this citation? If if I don't sign it, then what? >> Speak to my supervisor about it. >> Okay. >> They're here for this. >> Ask them. >> Okay. I'll come back in. I'll let you know. >> Thank you. I appreciate you. He's convicted felony. He's been here since January. >> Okay. Which he would know the rules, you know, because they tell you that. And currently said he gets his mail sent down here to the homeless shelter, but doesn't know where it's at. Can't give the address of it. Had a murder charge for sale of a control sub last year. >> Oh, that's somebody overdosed on his [ __ ] >> Nice. You can explain to the K9 aspect >> murder charge is not guilty of murdering. >> What's his name? >> Jesse. >> All right, Jessie. >> Jesse, how you doing? >> I'm well. >> All right. Um, just to let you know, my dog did alert to your vehicle that you're driving. Um, do you have the keys to open it? >> No. >> All right. So, you're not going to let me search the vehicle >> for what? My dog made a positive alert to the presence and/or odor of narcotics within the vehicle. >> No, you'd rather go to jail for obstruction. >> Yeah, I didn't do anything. >> Okay. So, if you didn't do anything, so if you allow me, you can unlock the car. I can do my search. Be done with that. Continue on your way. >> Um, no. Like, it's my property. No. >> Okay. 10:15 >> again. Not one cop has arrived on the scene. Not one good cop has arrived on the scene. Every one of these are bad cops. How do we know? Because they're not there securing this guy's rights. And under the color of drug, the drug law in violation of 18 USC 242, deprivation of rights. Under color of what? Under the color of law. Under the color of traffic law, drug war laws, gun laws. Under the color of law, they are taking away this man's rights. >> Wow. >> What was that? >> Drugs. Is that the keys? >> Yeah. >> Yeah. >> Everything you add up >> adds up to more and more of our suspicion. There's something else going on besides just you sleeping in your truck. If not, then you're just being a jerk. Oh, it's going to be towed as well. Uh but we'll need access to do a uh vehicle search. All right. Is there anything illegal on your personal treating sleeping in your truck and having elements of lodging as a crime? They're actually treating possessing substances that he wants to put in his body as a crime. What would the founders say about this? >> All right. Is there if there's anything else on your person, anything illegal? >> No. When we get to the jail, we consider introduction contra charge. >> I DON'T hold on to it. Can we just undo the battery? >> I can disconnect the battery. >> Thank you, sir. >> No problem. >> The man. >> I can smell weed, but trying to see what else we got. Good [ __ ] >> Oh, yeah. It's got weed in it. I'm just going to set it on the back of the truck so we don't lose anything. This is change of name paperwork. >> Yeah, he uh changed his name for some reason. Hm. Well, if he did all this for some weed in his car and being suspended, he's just not smart. >> Powder in the door. >> Powder on the door. All right, I got a wipe. >> Matt, you want to try to test this to see if you think it's something else? Pink and yellow. Amphetamines. >> All right. My connection is It should come back. Just hang on here one second. >> Positive detection. Methamphetamine. Maybe that's why he didn't uh he didn't want us to get into the car. Well, you said he's got prior drug convictions, right? >> I saw something about drugs. Found a little baggie in here. >> Step over there. The wind's blowing towards you. >> Yeah, I keep losing connection here. All right. So, what they ended up doing is arresting this guy for possession of all of this right here. >> Possession of these drugs and for lodging and for possessing elements of lodging.
