Somebody please tell me you can see that this is conspiracy against American rights under the color of law. >> They're going to kick me off squad if I don't get a DUI. But I'm like, I can't just conjure one up. I have tried. >> And you can't. >> You can't. >> You can't. >> Yeah chief, I'd love to join your police department, but I just can't conjure up a DUI and ruin somebody's life. >> And you can't. >> Oh. Really? Legally? They hold your life and the outcome of your life in the palms of their hands. So imagine my utter shock when I discovered that this expert in DUI enforcement, Mary Matheny from the Phoenix Police Department, quietly and on camera also expressed that she is a leader in DUI fabrication and life destruction. And she intentionally engages in this practice and teaches other officers to do the same. And it's legal for them to do it because they do it under codes, statutes, and laws, while claiming to the public that they don't have quotas. A quota? What's that? [laughter] This sober woman was arrested for being drunk when she wasn't, and they pulled her over for running a red light when she didn't. So let's sit back and watch this protector and servant in action. >> They're going to kick me off squad if I don't get a DUI. >> Does the Phoenix Police Department have quotas? That body camera video is from a new lawsuit which claims they do. I'm Ford Hatchett and I spoke with an attorney of a woman who was arrested for DUI before eventually being cleared. >> It looks like they have a quota to meet and Brianna unfortunately was the victim. >> Back in 2024, aspiring nurse Brianna Longoria decided to get married in Arizona to be close to her ill father. >> Every girl's dream is to get married. >> While driving back to her hotel from her family's home, she and her husband were pulled over. >> 7th Street and Monroe. You know, I seen the siren sirens flashing in the back. I said, "Oh, maybe they're going." Then I realized it was for me. >> Just so you know, this is a rental, I'm assuming. Your lights are off in the back, just so you know. You don't have any lights to the rear. >> saying I ran a red light. >> run a You did run a red, but also your your lights in the back aren't on. >> That voice is Officer Mary Matheny. She was featured in this Phoenix Police YouTube video as an expert on DUI enforcement. >> Why do we constantly see this pattern and theme of cops that are highlighted, honored, awarded, and promoted, they always seem to be the worst individuals on the police force. And if they're getting honored and they're committing evil against the rest of us, what kind of crap are their underlings trying to pull on the public? >> Sure. Investigation could be an impaired driving investigation. >> Are you on any sort of medications? >> On 7th Street, Breonna was put through a series of assessments. >> Follow the tip of the pen. >> Eye test walking test >> Sinking into >> standard breathalyzer. Despite blowing zeros, >> Triple zeros is what I thought. >> Longoria put in cuffs. >> So, do you believe that you're impaired, ma'am? >> Oh, I am? Really? >> Do you believe that you're impaired, ma'am? >> So, I'm really >> I do believe you're impaired, ma'am. This is all based on a construct of the officer's belief. And this is why every good lawyer will tell you never take an FST. Don't submit to a field sobriety test. They are designed to make you fail. She blows triple zeros and the cop fails her on the observation test, the subjective observation test. The cop is basically saying, "Don't believe the concrete scientific proof that you're not driving under the influence. We want you to believe our subjective and shallow observation that you are under the influence. Don't trust technology and science, trust the thin blue line who initiates violence. >> I'm really >> In her police report, Matheny wrote Longoria had {quote} "glossy eyes, heavy eyelids, dilated pupils, lack of convergence, and showed several cues on field sobriety tests." >> You are under arrest. >> Instead of a honeymoon, Longoria taken to a precinct. >> What's supposed to be the best time of my life when I had so much going on. I'm going to call Carr. You know, I didn't deserve that. >> Tested again at the precinct, a different officer said Longoria was {quote} "in the norms." >> Her things super super low, super in the norms. No HGN. I only got lack of smooth pursuit, but that was her eyes jumped. >> Look at her face. I don't give a damn what you say. I'm a psychopath. I want to see her harmed. I want to see her life ruined. I want to see her body thrown into a cage. I want to make sure that she's groped before she gets to prison. We need to do a body cavity search. For all we know, she's stuffed something up in one of her orifices somewhere. People like this who abuse their power, come on, let's just be honest. They are dark, they're sinister, they are evil. >> Her eyes jumped. >> That whole process captured on an officer's body camera, like this one. And a lawsuit from Longoria and her attorney says those officers discussed feeling pressure to make the DUI arrest. In the next video, you'll see what the lawsuit claims was said. You can watch and decide for yourself. >> They're going to kick me off squad if I don't get a DUI. But I have seriously pulled like >> No, there's there's nothing I can do. I don't get a DUI. >> But I'm like, I can't just conjure one up. I have tried. >> And you can't. >> I know I keep interrupting, but you got to let this sink in. This isn't just happening with this police department right here. This is happening in police departments all over the United States. And while you're watching this video, there are probably hundreds and hundreds of people getting their lives ruined because a cop decided, "You know what? I don't want to get fired. I don't want to look bad in my department. I want that plaque on the wall. I want the promotion. I want the recognition from Mothers Against Drunk Driving. And so, I'm just going to fabricate a DUI. I don't care what happens to this person's life." This officer Officer Hannah says, "I I tried to conjure up a DUI. I tried to ruin somebody's life, but I just couldn't do it." Why would you try to conjure up something that's not there? Why would you try to fabricate criminal activity? Why would you want to throw somebody into a cage and economically devastate them when you know for a fact they're innocent? And what's Officer Meth Head's response? "You can You can conjure it up. Believe me, I've done it, and I'm successful at it. That's why I'm an expert in DUI enforcement." This is a direct violation of 18 U.S.C. 241. This is conspiracy against rights. It's a conspiracy against your very life. And they're getting paid to do this. And the people who are paying them are their victims. This is truly horrible criminal activity caught on camera. And nobody's willing to do anything about it. These two women right here deserve to be charged, cuffed, sentenced, and caged. They're a danger to the public. This is beyond outrageous. >> I'm like, "I can't just conjure one up. I have tried." >> And you can't. >> And I hung up. >> 301s are at. >> I hung up on 7th Ave. >> Mhm. >> By those bars. >> Their victim is sitting here the whole time listening to this. They're not even trying to hide it. They're recording their conversation. This is how stupid they are. It's one thing to be dumb, but to be dumb and sinister? >> And I thought to myself, oh boy, she must think I don't understand her. Because there's no way in the world >> I I had to rewatch it. I had to keep rewatching it to believe it. >> John Sood is an attorney representing Longoria in the lawsuit against the officers and the city. >> If it can happen any law a law-abiding citizen like Brianna, it can happen to anyone in you know, in our state. >> If I was a judge and I heard this case and the defense presented this body cam evidence, I'd be like You you did what? You you will fabricate a crime to get somebody in trouble and ruin their life? Bailiff, guards, I need you to take off her uniform. I need you to strip her of her firearm and her utility belt and her handcuffs and I need you to bring in an orange jumpsuit and you're going to sit right down there cuz I cannot let you free in public. You're a danger and a menace to the community I swore to serve and protect. But they don't do that. Why? Because they're all in the same boat. It's a big club and you and I aren't in it. >> video just you see someone who looks like they're looking for a reason to arrest somebody. >> Brianna eventually released, but her license confiscated and suspended. >> a disaster. I might marry >> Longoria says after all her blood test came back negative, the charges were dismissed, but it took months to get her license back. The lawsuit alleging she missed cancer treatments and her honeymoon. Her nursing school dreams sidetracked. >> Yes. They dropped the charges, cool, but it'll always be on my record when they do a background check. >> She's a thin blue line supporter. Did you see the photograph? That's her, the victim, backing the blue. And then look what happens to you by the hands of the very evil that you yourself supported. >> It'll always be on my record when they do a background check. >> And remember that red light Brianna ran which initiated the stop? >> You see the green light in the frame? >> Video evidence forcing officer Matheny to eventually recant that part of the report. >> I am a little nervous to be out there. Cuz I mean it just takes that one day to be at the wrong place at the wrong time apparently and it can change your whole life from one day to another. >> Phoenix police won't comment on ongoing litigation, but I can tell you this case is under review by the professional standards Bureau. A Phoenix PD spokesperson telling me that they do not have DUI quotas saying that DUI officers quote are required to base enforcement on observed driving behavior, indicators of impairment and the totality of the circumstances. >> They're already covering for this cop. >> As for her part, Longoria says she's still working to get that arrest off her record. >> So even the initial reason that officer meth head originally pulled her over was a lie. Good thing internal affairs is on the case. She'll be in jail in no time. Right? Don't hold your breath. I'm sure she's still out there to this day ruining lives.
